Secbktaut Seward’s Position.—A Wash ington dispatch ol the 23rd inat says that within the lust day or two Mr. Seward has repeatedly stated bis conviction that the policy of declaring universal amnesty, to In- followed by universal suffrage in the general meaning of that term, is destined to be the basis upon which reconstruction will be finally completed. He is uuequivocai, however, in agreeing with the President that it devolves upon the States respectively to prescribe the quaiifica- tious and limitations of the negro vote with in their boundaries. Tho Cabinet was called by the President, on Thursday, to consider important dis patches from Paris in relation to Mexican af fairs. Immediately after the Cabinet meet ing additional instructions to General Sher man nud Minister Campbell were forwarded in cipher, by telegraph, to New Orleans, with orders to forward the pi without delay to Gi-u. Sherman by special steamer. It is under stood that the dispatches from Paris consid erably complicate the Mexican question, and may lead to the most important results. The dry goods market continues without animation, with a lively apprehension on the pen of tbe jobbers that prices may take another leap downward under tbe influence of a more stringent money market. The Cubbenct.—It is stated that indica tions at Washington point to the adoption of measures, and the recommendation of others to Congress, by the Secretary of the Treas ury, having in view the earliest possible re sumption of specie payments. It is believed the absorption of the 5-20 bonds, issued in 1862 by the disbursement of coin, (of which there-is nearly $100,000,000 in tbe Treasury) will tend to this result, coupled with the con traction of the currency, which has been for some time going on. A systematic effort on the part of some speculating scoundrels to swindle the freed- men out of their cotton by buying it with counterfeit greenbacks has just been brought to light on tbe Sea Islands.
