We have been informed that a number of our most intelligent nnd enterprising citizens Lave applied to the Legislature at Milledge ville for an act of incorporation authorizing the construction.of a system of railway com munication between one' or more points within the -corporate limits of the city and the adjacent localities ‘familiarly known a.- Skidaway, Isle of Hope, Bethesda, Cedai Hammock, Montgomery,Beaulieu apd White Bluff, which may he embraced within a cir cumference of road-bed not exceeding four teen miles. Among'Uie numerous advantages that will result from the completion of the first named project, the most striking, perhaps, is the opportunity it will afford for speedy ami cheap transportation to'p'oints .immediately ou the coast, which, in case of the prevalence of epidemics in the city in the summer sea xerapt from their influence, and i may reside and pursue llieir ^s in. the city without damage This consideration is es fant to the poorer- classes, which may escape the burthen of oppressive' rentals in the city by the. construction of cheap tenements on lands that may be oh tained at merely nominal value, and upon terms which will enable every iudubirious person, however poor, to secure a domicil of ot his own. Thus situated, in the vicinity of where fish and oysters may be obtaiuei in abundance, with garden privileges, he will be enabled to reduce the expenses of his tabic, and by the obsei vancc of a rigid econ omy attain in the coarse of time a comfort able independence. This of itself is an argument of sufficient force to silence oppo sition to the proposed scheme of improve ment, if indeed there be any, and to induce the Legislature to respond liberally aud promptly to the application for the desired charier. We might pursue the subject fur ther and recite many additional reasons in favor of the immediate completion of tbi. important work, were it not that Bitch recital might be construed into a reflection upon the intelligence of the members of the Legisla tare. We will add, however, that the subject of street railways is one that is attracting the lively attention of all our Southern cities, the municipal authorities of most of which arc now actively engaged in threading their principal streets with these modern improve-, merits, to the delight of their respective pop. illations, and in extending them to the sur rounding country. Since writing the above we learn that the gratifying . information has been received from the Hon. Philip M. Russell that the Railroad bill lias been rc'ad the second time in tlie House,and that its final passage in due time is confidently expected. The President** Message We lay before our readers to-day the Mes sage of the President. Considerable apprehension has been felt, by some in the Sooth even, that President Johnson might make overtures in the docu ment for a compromise with Ihe Radical dis union faction, on the basis of negro suffrage and general amnesty. But it will be seen that this fear has been dissipated by the as surance of bis unshaken determination to make no concession of conviction in regard to the vital question - involving the constitn. tional rights of the Southern States.- He gives Congress to understand that if tyranny is practised upon these States and the Coil-, stilution violated, despite his opposition, be will be sustained by the proud consciousness that he is in no way responsible for the en croachments of the taction now-wielding the power of the central government. We commend the Messagefotho perusal of our readers, with the assurance that it will be fouati to contain the sentiments of a patriot and statesman. Mr. Editor—I desire, through the columns of your worthy paper, to give a brief sketch of a grand celebration given in connection with, an examination of the students of a school in Coffee county, near the Ailappaha river. Quite a large assembly was present to witness the progress of the students, which I confess exceeded oar expectations, and gave satisfactory evidence of the fact that they were thoroughly taught and properly trained. Mr. Corbit, the preceptor, truly deserves credit for his untiring energy and devotion to the interests of his pupils, and bis departure from the community will be deeply regretted by ail. We were highly entertained, after the conclusion of- the exercises of the school, with eloquent,and appropriate addresses from the following gentlemen: L. A. SI w. Hitch. JlL.
