fluence our legislation that speculation may
enter. He concluded by proposing- that the
names of Mrs. W. H. T. Walker, Mrs. C. J.
Williams, aud Mrs. George Doles be pat in
the bill as associate corporators.
Mr. Harrison moved, to insert the name of
Mrs. Phoebe Pember.
The ladies’ names were, inserted, aud the
bill was passed.

and this has been done so judiciously na to
dispense the benefits of. her investments
among all existing railroads, anil - through
thqm, among the 'people . generally. The
chief investment has been made" in the
Western & Atlantic Railroad, which is the
connecting link between Other railroads in
the State and those of the-West and North-
west. This I regard as the surest. Safest
and moat comprehensive plan of extending
State aid to the whole system, and to -the
citizens, with their diversified pursuits anti
intwesto. A portion of the debt contracted
for its completion is still uqpaied, and a con
siderable one lias recently been added to re
pair the ravages it sustained during the war.
Having done this much for the Cause, it
would he very nnwite to embark in a general
system of aid in the form of credits. Certain
recent occurrences, which need not be
mentioned, her present necessities and iter
uncertain future, all admonish her Jo be
chary of bet credit. Its indiscriminate or
lavished extension to private corporations
would unquestionably give it a spinning
shock. Your journal shows that several of
these are now asking ot her such aid. You
have already determined, by. your action to
avoid both extremes, that of granting ail
such applications and that of refusing alb I
frankly confess that in my judgment the
better course would have been the latter, for
the present at least. You have determiheil,
in passing upon them, to discriminate. Aside
from tbe present embarrassed condition of
onr affairs, it might be conceded that there
are exceptional cases, and. even now, in
deference to the General Assembly, 1 yield
my preference as to tlie general policy to be
pursued on this question, and will carefully
consider tbe merits of eaeh as it may arise.
The bill and resolution now under considera
tion have been assented to for the following
reasons:
The Maeon and Brunswick Railroad con
nects an important iutcrior city with one of
tbe best ports on the Southern Atlantic coast,
a port confessedly better than auy now in
general use on that line. Such a |mrt is of
iucalcclable value if made atcessable to a
fertile interior region The railroad com
munications which Macon enjoys with every
portion of the State, and with coterminous
States, arc well known. Willi two such ter
mini, argument i» not needed to prove that
this road will be a most important commer-
"ial highway.

construction. Three hundred thousand dol
lars of additional capital has been subscribed,
and though not yet paid in, is considered cn
tirely secure. Fifty miles of tjie road have
been finished ami in daily operation Sev
enty miles more have been graded and made
ready for the superstructure. Before the
full amount of the State's endorsement can
|)e obtained, eight hundred and fifty thou
sand dollars ot additional capital lunst be
bona fide subscribed and paid in. Aggre
gating the present eapital paid in aml'sub
scribed,and the means which the Legislature
will place iu the hands of the compauy, 1
am satisfied alter carclul investigation that
the road will lie completed without furlbci
aid from the State, a most important con
sideratioo. The tacts and strong probabili
ties as apprehended by. me are these:
1- The road is a very important one to tlie
State.
2. It has now a bona fide capital, paid in
aud subscribed, exceeding one third of its
entire cost and equipment.
3. More than one-fourth of it is finished
and in operation.
4. More than one-thiid, ju addition, is
graded for the leceptiou of the suiier-Uruc
lure.
5. Without the aid asked from the State ts
completion will lie indefinitely, postponed,,
whilst with it un early completion may be
expected, the necessary means having been
secured.
6. The title to the property purchased with
the State's aid will lie iu the State, aud oil
all the property there will be a lien, with the
right of einry and user, or ot sale.
7. A limit is placed upon the price at
which the endorsed bonds may lie sold.
8. Acontingent fund of two per centum
npon tbe Stale's endorsement is to Ik: annu
ally invested iu the Slate’s bonds proper, and
deposited with the Governor for the redemp
tion of the endorsed bouds.
Having made such security, I have come
slowly to tbe conclusion that an exceptional
base has been made out, aDd 1 will not dis
sent. from your action.
Allow me, however, most respectfully to
add that it is equally incumbent upon the
General Assembly aud the Executive to sub-
