The telegraphic report of 'the proceed ings of Congress on Tuesday, which ap peared in our issue of yesterday,‘gives un mistakable indication of a purpose on the part of the extreme wing of the Radical party to show no quarter to the “recusant” States. The tone and temper o£ this faction, as exhibited by its leaders, are even more lhau radical—they are revolutionary. • They assert and avow their determination to exer cise tlie right to exclude, for an indefinite period, the Southern States from representa tion in Congress, and from* voting on Con- stitiiiioual amendments. They propose to rescind a'l that the President has done.for the restoration ot these States to their Cun' slitiitional rights, and, in lieu thereof ex leud territorial organizations over Ibem. They have introduced a bill to so amend the act of 18G2 as to annul the power of the Presideut to grant amnesty-, aud, as the crowniug feature of their aggressive and re lentless policy, have revived the “Stai Chamber” committee of fifteen, which ex ercised supreme control over this Congress last winter. From I lie emphatic and decisive populai endorsements which this party claims to have received in all the recent Slate elec tions from Maine to Oregon, the opinion now prevails that, thus endorsed, its represen tative men in Congress will he able not-only to control legislation, but to change the organic law of the Government.. Embold ened by these popular successes, they do not hesitate to declare that ajT of the pro ceedings of the’President in the way of Southern reconstruction were only provisional, and, therefore, aie subject to approval or rejection hy Con gress, and that unless accepted by that body his proclamations and other acts of restora tion must go lor nothing. That as the .Ex cluded States were disabled by a “regular rebellion,” in which they cut themseivcs'| loose from the Government, they cannot be reinstated except by Congress, and are now really in the condition of unorganized terri tories, not having even the semblance ot the right of a'voicc in the National Councils. The law and tlie logic of the Radical plan, as divulged in the proceedings ot Monday aud Tuesday last, are that three-fourths of the Stales now represented in Congress are competent to make the pending Constitu tional amendment, or any other they may propose, part and parcel of the Constitu tion, the supreme law alike to Ike outside and inside States aud territories. It is now clear that this is the solution which awaits the excluded States, if the extremists are in the ascendant in Congress. Their chief organ says it is a solution per fectly consistent with the rights and powers assumed hy the “loyal” States in suppres- singlhe “rebellion,” and with all Ihe legisin- tinu of congress since the commencemen t oi the war. We gather from these facts that the cen- Iral idea ol the Radical party in conucctiou with the question of restoration, now is to declare tlie Southern Slates territories and to appoint radical governors bver litem until such time as they may submit to the gener ous terms of the conqueror. Wasiiinoton, Decembers.—In the Senate, Mr. Wil liams offered a resolution'directing the Joint Com mittee on Reconstruction to inquire iuto the power oi the President to restore confiscated property, and if such power exists, under what laws; and also the right of the Secretary of the Treasury to restore lauds without the payment of taxes and costs incurred un der tbe authority of United States laws, which waa adopted. Mr. Trumbull moved to refer it lothe Judiciary Committee, which Mr. Chau dler earnestly opposed, aud called for the ayea and nocs on the motion.
