regard to the prospects of the cotton and other cropt-

question seems to have been the most per
plexing. This is to be inferred from the fact
that notwithstanding the matter lias occu
pied muck of the attention of the best rnimls
in both houses, there has been, as yet, no final
action upon any one of the numerous propo
sitions submitted for consideration-
Monday last, however, the House passed a
bill, the vital features of which have been
stated as follows: It repeals the stay law so
far as it authorize, the creditor to collect
one-fourth next January, and postpones the
time to January 1st, 1868, when one-thud
may be collected, and one-tbird on the
first of January, 1869 and 1870.
It is yet to be acted upon-by tho Senate,
and, if adopted by thetbody, musteucouuu r
the hazardous scrutiny of an Executive alio
is conspicuous for his rigid adherence to
constitutional law, intensified, it may be, by
conscientious scruples as to the propriety ol
legislative interference with the delicate re
lations existing between debtor and creditor.
We have been assured that -the advocates
of opposing theories are rapidly coming to
gether in favor of a speeiflo remedy, and
should the Govomor interposo his veto
power, it will be neutralised, it is said, by
a two-thirds vote of both Houses. It is to be
hoped that whatever measure of relief may
receive the sanction of the wisdom of the
Legislature will stand the test of experience,
and thus render it acceptable to many who
have heretofore doubted the propriety ot
such legislation. If this is accomplished, us
we believe it will be at an early day by our
legislators, we shall have reached the solid
ground, and will be able peacefully to accom
plish our destiny, in the rapid development
of the industrial interests of the State by a
reassured, thrifty and courageous population.
National Banks.—From the annual report
of the Comptroller of the Currency we gather
that the first national bank was organized in
June, 1863; that altogether 1,063 have been
organized, though 16 have since been closed.
There are consequently now in opefatiou
1,617 banks, baring an aggregate paid in
capital of 418 millions, which is owned by
•200,000 stockholders. All State banking sys
tems have been suspended, and the entire
control of the currency ot the country is
placed in the hands of the Federal Govern
ment. The number of national banks in
Virginia is twenty; capital, $2,500,000, and
circulation $2,044,000. West Virginia, fif
teen banks} capital, $2,246,400, and circula
tion $1,080,650. Pennsylvania, two hundred
and four banks; capital, $49,200,760, and cir
culation $38,009,640.
The Southern States.—Nearly all tln-

vernors. These documents universally speak
of a gloomy condition of affairs; of an im
poverished people; of a lack of food in many j
sections; of impending destitution; of a
scarcity of labor, agricultural implements
and money.
Governor Orr gives a distressing state
ment of the condition of South Carolina. The
people and the crops are poor, and neither
cau supply the other. The population, white
and colored, 1 ‘are abandoning their old homes
and emigrating to strange places, where tin v
cau find bread."

Every object for annoying the President,
nr curtailing his constitutional power that
w as talked of by the Radicals, except Inal
of impeachment, has been already brought
forward in Congress. . -
The House passed a resolution on ’ the 4th
inst. to the effect that Congress would insist
upon the adoption ol tho Constitutional
Amendment by the Southern ^States, and
directed the clerk io send a copy of the same
to the President. It is said that this meas
ure is far stronger now than it was at the
last Congress. It is stated that other and
additional guarantees may he granted, and
that the South may rest assured that until
they adopted the amendment their claims
to representation will not be considered
either by this or the succeeding Congress.
A number of “buncombe’’ resolutions ;have
been offered and referred. A bill was
passed in the Seuate to the effect that no ac
tion iu the courts by “loyal” citizens for the
recovery of property' or damages shall he
abridged by reason of any law of the late
Confederate States.. After some debate in
the Senate, the.House hill to deprive the
President of the power to pardou parties iu
ttie Southern States was referred to the Judi
riary Committee. It is believed by some
that if this measure comes before the Presi
dent, for his approval, lie' will sigu it, and
rely upon. his power to parlon offences,
which is eecttced by the Constitution.
Enough has been disclosed by the Con
gressional leaders of the Radical wing to
chow that they do not regard the Constitu
tion as the slightest barrier to the consumma
tion of their plans and desires. They laugh
at and scorn the assurance of the more con
servative, lhat these plans cannot be accom
plished without au entire overthrow of that
instrument, and the mclaucholy destruction
of republican institutions and government.
It is apparently worse than idle to talk ot
constitutional requirements or guaranties to
such a body as the present Congress. With
them, as with an .European despot, might is
right-, and they will trample remorselessly
aud recklessly upon everything heretofore
held as sacred which impedes their progress.
But their lawlessness should be put on record
aud kept before the people, lor ilio day will
surely come, unless all history is a falsehood,
when these unfaithful servants will be ar
raigned before the bar of public opinion aud Territorial Governments for the South

Pourth—-In the issue of bonds, payable in
; over twenty years, and bearing interest

England or Germany, to an amount suffi-
lieut to absorb the six per cent, bonds now
held in Europe, and to meet the demands
here for actual and permanent investment.
The Secretary is of the opinion that specie
payment may be resumed, and ought to be
resumed, as early as tbe 1st day of July, 1868,
while be indulges the hope lhat such will be
the character of future legislation, and sucIT
tbe condition of oar productive industry, that
this most desirable event may be brought
about at an earlier day.
Radical Falsehoods.—It seems next to
impossible, says an exchange, for a Radical
to make a speech without telling a falsehood.
Mr, Yates, of Illinois, said in Washington on
Monday that Governor Wise “walks free,

Governor Wise lias never even asked for a
pardon.
Mr. Kelly, of Pennsylvania, said tbe Radi
cal majority In the free States was greater
than the whole number of voles in tbe Con
federate States. Another falsehood.
A petition is being circulated iu Boston,
and is. being numeransly eft ;ned, praying
Congress to $o amend the Constitution that
each and every State of this Union shall de
termine for itself the “stains of citizenship
and the quaUftfetiq* shfra^e f bat in all
elections for Federal officers, any proscrip
tion on account of race or color shall make
void and illegal such elections.
Horace Greeley says, very sensibly:
' “Let us have an end to all controversy con
cerning negroes and their rigbts, so as to be
ready to go aboq^ofir.hnsiisss. If negroes
are idle, they must go hungry and ragged; if
they steal, they must be punished—not ’ as
negroes, bat as men. If they have not yet
learned that freedom means freedom to work,
tbe winter just coming on will teacih them—
with a good many others—that wholesome
lesson.’’

Railroad Dividends.—It is stated that the
Augusta and Savannah railroad management
has declared a dividend of three dollars
thirty-three and one-third per cent, on each
share, payable on demand at the Central
Railroad Bank, in Savannah.
A dividend of five dollars per share on the
capital stock of the Central Railroad and
Banking Company haa been declared by the
Directors from tbe earnings of the road, for
tbo year-ending 30th ult., payable on and
after the 20tli inst., in United States cur
rency.
“Rebels” to Bn Indicted.—The corres
pondent of a New York paper writing from
Huntsville, Ala., says that Judge Basteen, of
the United States Court, charged his gfond
jury to indiot “ rebel* ” for treason who abuse
Congress, whether they have been pardoned
or not. A pardon, he said, did not hold good
in such cases- He made no allusion to ttie
abuse of the Preaident by “Southern loyal
ists.”

life has been devoted to this busiuesB, and with a de
sire to conduct it in such a manner as to give general
satisfaction to all, and to furnish all articles in my
line (which I have done) at aa low a price and of a su
