For tho quarter ending September xJO, 18Gti. the amount was one bundled and lifty-eight mfllions. The actual income exceeds the estimates for tbe first three quarters of f his year, beginning in January and ending iu June, over ninety millions, and lor the following quarters ill greater proportion. The expenditures were two huudrrd millions less than estimated for the fiscal year. The enormous is- tirnate of over three hundred millions wa^made lor tbe War Department before peace was lully restored, and while the bulk of tlie * armies were iu service. The. Itepurtment baa expended only about one bun- died and nineteen millions, which makes nearly the difference of two hundred millions bonfc-eil the esti mates and actual expenditures. - The balance in tbe Treasury on October 1st ol this year was oue hnudaed and forty-two millions. The public debt on June :)U, 1865, less cash in the Treasury, 42.681,000,000. June 30, 1860, it was 42.- 0o0.0UO.00n; showingu net deoline of•$31^X10,000 lor ilia vear: But four months alter, tliat is, on October 31 ; i860, tile debt was $2,551,000,000, showing a de crease during these four months of $90,000,ooc. With the present vast income ol the government tit” debt would necessarily continue to decrease more rapidly, because nearly ail the claims for war ex-, penses have been paid. But the Secretary says, *Tt is not expected, nor is it desirable, perhaps^ that the same rate of reduction should bo continued.'* Ho proposes to dimmish the internal taxes and a modification of the tariff, which will reduco the duties on importations. He thinks the tariff should "be “so revised ns to remove the burdens on industry, and espe cially upon that which weighs upon the pro duction of raw materials. The amount of revenue he wants i$ only enough for an economical administration of the Govern ment and for reducing gradually the princi pal of the national debt. lie thinks Jour or five millions a month should bo applied in extinguishing the debt. But he says there must be economy, aud, above all, there must he no additional-donations to railroads and other companies. “The debt,” he says, “can be and should be paid by tlie genera tion that created it;" and maintains that “a national debt is a severe burden aud a severe strain on republican institutions.” It is pro posed to issue twenty yearn five per cent, bonds, payable iu .England or Germany, to absorb the six per cent, now held in Europe. .Regrets are expressed that Congress did not give him more power to contract the cur rency. He declares he has done all he could by withdrawing iegal-temlers, but the in crease of the national bank currenoy lias kept the amount of circulation much as it was when he made.his.last report. He regards a •‘redundant legal-tender currency as the prime cause of our financial difficulties.” lie says specie payments ought to be resumed, and could be by the first of July, 1868, aud he hopes the legislation of Congress will bo such as to bring it about earlier. The most-suggestive feature of the report is the remark, that the “speculative interest, •large and powerful in itself, is rooeiviug daily new.accessions of strength by the increase of individual credits; and when speculators aud debtors control the financial policy of the conntiy, a financial collapse is inevitable.” To prevent this catastrophe, he recommends a healthful curtailment of the currency. There will, of course, be differences of opinion in regard to many of the suggestions made, to which we will take an opportunity to refer on some future occasion. We will state, however, that the views of the Sec retary are sharply criticised by both the pro tectionists and free traders. Hpai/Cunthe Seamless.—Tuefe is hardly any room to, doubt, says the New York Times, that the agents of the British Got-? ernuient in this country have created it need less alarm as to the intended outbreak iu •Ireland. Stories of Stephens’ secret depart ure from the United States have been indus triously circulated, witlr the view of creating an impression of the imminence of a genuine li ish revolution. And yet there is very good authority for the statement that Stephens is still on this aide of the Atlantia Probably he will be prepared to prove a week or two hence that the “rising” in his aative conutry was premature. Be this as it may, says tbe Times, we have a communication from the chief military officer of the Brotherhood which reveals a stale of things in, Stephens’ administration likely to lead to anything but success.' • Com kpeJU-tk Kei uoxbs. — Gen. Harris, Gen- Shelby, Gen.' Brice, who were living on lands given to them by Maximilian, haVe been compelled to abandon their farms and seek shelter in Cordova. Gen. Shelby is running a wagon train from Paso del Mucha to the City of Mexio*. The undertaking af fords him a good living. Gen. Hindman is in Cordova, practising law Ex-Congress man (Judge) Oldham, of Texas,' has returned to that Slate, and ifi practising law iu Hous Censuub ofUkn. Whitti-wit.— Muj.Uen O. Howard has issued an order censuring Brig, Gen. Chjie. Whittlesey, late Assistant Commrwioner of tfro’Freetl wen's Bureau for the State of North Carolina, in accordance with the sentence of the military commission before whom ho wa* recently tried, at Bar f r leigh, North Carolina, /or malpractice ifijeahinm office. The Government, it says, will sanction no such rash actastbe unauthorized, invasiou ot foreign territory by a subordinate officer, no matter what supposed cause he may have. It is staled also that the mission of Minister Campbell and Gen. Sherman w as well known to Gen. Sedgwick, aud any at tempt to anticipate them by precipitating u new complication pn the affairs of Mexico will be deemed not only uncalled lor, hot an open violation of strict orders to thecontraiy, which ought, and probably will subject the officer so offending to trial by court martial. Government Railroads.—Repairs, says a Washington paper, were put on Southern railroads amounting to over twelve millions of dollars, no charge for which has ever been made by the Government, tn addition to a donation of one hundred and twelve engines aud five hundred and ninety-one cars, there were given to the various Southern roads 16il. engines and 3,644 care, sold on credit: 2,661 miles of railroad, captured from the enemy daring tlie war, were given back uncondi tionally. Some of the roads that were first to avail themselves of the credit offered them by Executive order to sell cars, Ac., on credit, have failed altogether to comply With the terms on which the sales were made, and have paid nothing but what the Government kept of the money due them for fuel and transportation service. The entire amonn! of railroad property given back to the South and sold on credit, which latter is really given- away, amounts to from $160,000,000 to $200,000,000. During the war, 3-7 steam boats were lost on the Mississippi river, 113 of which, valued at $3,900,000, were by inci dents of war, and will mostly be subjects of litigation. The Poor of Atlanta.—A New York paper says that Dr. J. W. Wood, of Atluuta, Georgia, is now in that city for tbe purpose of obtaining contributions for the support ol free hospitals in Atlanta, Georgia, for the poor. Hoolmau, Peter Cooper, Henry Ward Beecher, William F. Morgan, George B. Oheever, : Stephen H. Tyug, Edward McGlynn and Horace Greeley certify that they have examined the test i monialsofDr. Wood, apd recommend him and his mission to the public. The Houston Telegraph says ^ ‘Texas has exported, within a ahort time, $ million dol lars’ worth of eatile.—'Beef and oottou are ‘ struggling for supremacy in Texas. The money brought Into the State by the sale of cattle is immense, and increasing too. The war-drain of four years bad but little ef fect.) Stock raising in Texas makes a fortune easier and faster than any other pursuit iu any other country.” ' Tub Freedman’s Saving aud Trust Com pany, of Norfolk, baa been reaping quite a harvest in the way ot depoSta made by the soldiers of the colored regiments which have been paid off and mustered out, iu that vicinity. The Seveolh United State* Colored Regiment deposited $83,000 in this insiUn : tion, and the Thirty-rikth Regiment has al ready deposited $90,000- Thk purchase of Lower California has now been formally confirmed by tbe Juarez Gov-' eminent, and the title is settled beyond rea sonable doubt . It is the largest purchase by private persons in modern times. It covers 46,800 square milee, extending from gnjf to ocean, between the parallels of 24 deg. and 20 min. and 30 deg. of north latitude. Kentucky has an immense surplus of corn and meat this season, and She intends to give liberally of them to ket suffering brethren in the South. De- vis, the elder brother of Jefferson Davit* has Ihjoii portioned by the President, and has had restored to him his plantations, known as Hurricane and Rnt rfluid, on the Mtssissippi, about thirty miles below Vicksburg. Brier- field was the residence of Mr. Jefferson Da vis. These two plantations have been leased by Jlr-Davis to one JJ. T. Montgomery, a colored man, who announces his intention of organizing u community of poloret} .people to cultivate them. The Association will be governed by a council, selected by the com munity, who will be taxed to keep', the le vees in repair, and for educational and social purposes. , The suffrage question; tho lessee considers of doubtful and remote utility, and its disctissKm he therefore discourages; ad vising honesty, industry and economy.
