The Arrest of John M. Surratt
[from the Baltimore Son.]
The arrest of John H. Smgatt will revive scrutiny
into the tearful tragedy ol the assassination of Presi
dent Lincoln, and the long train of crime and wrong
which gathered additional horror over the circnm-
etanccs attending that appalling event. The crime
was HO startling, so wanton, so charged with: folly and
with guilt, th it had the manner in which it was
avenged been diiief-ut, there would never have been
an utterance Of sympathy for the perpetrators of the
deed. But unfortunately for truth and justice, the
counsels which prevailed U the time toot example
fromthe atrocity ofthe act to disregard the order of
the law and the tranquil course of right in (he manner
of investigating the charge, and of punishing those
to whom guilt was imputed. The eagernees of ven
geance and the barbarous circumstances of a trial and
punishment without precedent in our history or a
warrant under the laws were scarcely less revolting
than the original crime.
According to the sentence ot the military commis
sion one ol the accused, and that one a woman, was
condemned and executed, whose guilt was never es-'
tabJislied to the general satisfaction. Her friends
have always protested her innocence.and their protest
have not i>een overcome by the published testimony
in the cause. The accusations of complicity in the
assassination of President Lincoln extended beyond
tiio parties, and included Jefferaon Davis, the head
ofthe Confederate Government, with other prominent
men or the South. The execution of the convicted
narties and the escape of John H. Surratt left & mys
tery apparently inexplicable to hang around these ao^
cusatious, made only the more painful by the long'
train of perjury which waa woven for the purpoeeor
hurrying a like summary conviction and execution
upon ihe chief of the Confederate cause. That train
of perjury was, however, detected, and exposed, but
tlio truth lay dark and hidden as ever, buried,*in
part, with the victims of the military commission, in
pare’perhaps sealed up in the knowledge of Surratt.
Fortunately for the truth of history, for the vindica
tion of the innocent, or the conviction of the guilty,
as the case may be, John fl. Surratt has been tracked,
discovered and arrested, and is now in custody and
on liis way to America to answer the charges made.
The days of military commissions have passed.
When he arrives in this country he will, it is to be
presumed, be arraigned and tried before some tribu
nal known to the law, upon accusations explicit as the
law requires, according to those forms which are re
cognized as fitting agencies for the investigation ot
truth and the administration of justice. There will
be no arbitrary course of procedure there tending to a
foregone conclusion, nor any shield thrown around
falsehood in the interests of vengeance—but every
circumstance, from the first obscure intrigue to the
consummated guilt, the names and parts of all the
agents and instruments may be brought to light. If
the dead mother of Surratt were inuocent of the act
and purposes of the men with whom she paid the for
feit of liie, her son will have the opportunity to vindi
cate his mother's memory. If she were indeed an ac
cessory, there can remain no sufficient reason why
falsehood should now be told concerning her. So,
too, in respect of JeffersouJDavis. If any knowledge
of tiie design to assassinate President Lincoln was
communicated to him, if he participated in any man
ner in the plot, John H. Surratt, if any one, can fur.
nish the clue which will expose his complicity-
But the country and the civilized world will not be
satisfied with the second haud statements from men
who stand on a level with Conover and those collea
gues of his who have recanted their testimony. The
stories of what Surratt may be reported to have said t©
such hopeful informers as the mysterious schoolmas
ter from Texas, in this State, whose communications
with Surratt are related in part in the dispatches
which have been laid before Congress, will not satisfy
the requirements of truth. If Surratt has made state
ments to this man that liis mother was a' guilty par
ticipant in the plot, and that the assassination of Mr.
Lincoln was planned at Kichmond, and with the as
sent of Mr* Lavis, he cau have no scruples of honor
or motives of interest to withhold a full disclosure of '
the same, with time, place and circumstances, from the
authorities of the United States; and if he has made
such disclosures and should hereafter deny them, the
wandering schoolmaster must be produced to confront
him with uis statements.
The character of this witness will be thoroughly
sifted, and his'veracity tested, so that if the primary
evidence fail, the secondary may have such moral
support from circumstances as will entitle it to ra
tional credence. Bat in advance of these investiga
tions, lei the public take wamingfrom the history and
exposure ofthe Conover witnesses, and let the authori
ties, both congressional and administrative, not forget
that full, free, thorough, patient, impartial investiga
tion is due, in order that the truth may he thorough
ly sifted, that the reproach which now rests upon our
pohrical and judicial amlals may be wiped away, and
the final chapter of this mystery be written with the
pen of truth, guided by the haud of dispassionate
justice. The suggestions made in some quarters with
reference to condoning Surratt, in order to avail ot
him as a witness against others, have either an un
worthy political object, or must be taken as an indi
cation of supposed weakness of the case against him.

The following ia an interesting ease of a man
employed in an Iron Foundry, who, in pouring melt
ed iron mto a flask tnat waa damp and wet caused
an explosion. The melted iron was thrown around
and on him in a perfect shower, and he was burned
dreadfully. The following CertlAcate waa given to
me by him, about eight weeks after the accident: -
