Death of Bishop Stephen Elliott. It becomes our mournful duty to annouuee the sudden death of the Rt. Rev. Stepheu Elliott, Bishop of Geoorgia, which took place at his residence in this city, shortly after nine o'clock last night, as i9 supposed, from disease ot the heart. Bishop Elliott bad returned to the city in the evening Cen tral Railroad train from a visit to the inte rior of the State, and was apparently in his usual health up to the moment of his death, which was without premonition. At the hour at which we write we are without further particulars of this melan choly and startling event, the announcement of which will causea t hrillof sadness not only throughout our community, but the eutiie Southern country. In the death of this distinguished prelate, the Episcopal Church has lost one of its brightest ornaments, and the country one of its most, cultivated and brilliant intellects. Wood granted a motion to dis charge Prtoleau’a sureties from ffceu* bonds to the amount of £20,000, but the Court retained liis recogni zance. Tho time for the United States to file cross suit was extended to 6th February, 18t>7, ami ii they do not answer the suit brought by the United States, will be discharged for want of prosecution. Tho London Telegraph says it knows positively that Stephens is still in foreign territory, and that the Go vernment is fully awaro of his movements, so that should be land iu any part of the British Isles, lie would have little time for mischief. The Telegraph also says that tho repot ts that acoros of coffins have been buried in Ireland filled with the best breech loaders are wild, but incapable of immediate di proof. It is kuown to our readers that tlie cl;ts9 ot politicians in the South deuominated “South ern Loyalists” have delegations in Washing ton charged with the duty ot urging Congress to reduce these States to a condition of terri torial vassalage. A Washington dispatch says these conspirators against the pepce and welfare of the Southern people are still en gaged in considering propositions of recon struction for submission to Congress. It ap pears, however, from the same dispatch that they are not treated with the consideration to which they think themselves entitled, acd complain “that the majority of the Radical Senators and Representatives have no well defined idea regarding the subject of recon struction.” They say that members from the Northwest, New Eugland, and the Mid dle States arc not well posted iu regard to Southern matters, aod do not know what is good political food for the “Rebels,” and should therefore be guided in shaping their reconstruction policy by their Southern po litical brethren. And who, pray, are these “Southern Loy alists,” thus manifesting impatience with the manner iu which Congress is treating them. It is a notorious fact that many of them who are now vaunting their loyalty, wera, a few years back, equally vociferous for tbe “lost cause,” when they thought that cause would pay. Hahn, of New Orleans, harangued Confederate troops, urging them to the front; Hamilton, of Texas, tried to gel money in 1861 to raise a Confederate regiment in that State; Brownlow recanted early in the war, but a short time before the war he was au ultra pro-slavery mau; Boremau.of West Vir ginia, professed to be a sympathizer with the South; Willey, a Seuator from West Vir ginia, was a member of the Convention which took Virginia out of the Union, and avowed his purpose to return home and raise a Confederate regiment; Cresswell, the Rad ical Maryland Senator, was foremost in in citing the mob in Baltimore to prevent the passage of the Federal troops through that city; Saffold, of Alabama, was an ardent se cessionist, and held office under the Confed erate Government; and so of hosts of others too numerous to mention. They changed— and why ? Because it paid. These men are now blatantly busy in endeavoring to ruin the South and to enfranchise the negro, as a means of destroying the true men of tbe South who fought for the principles which they themselves espoused, and abaudoned when they despaired of success. Since the war the example of these hypocrites, as far as it was thought it would pay, has been fol lowed byafew more Southern people. These few black flag men aud “the raw bones and bloody head men” have become suddenly at tached to the Union, and the race now is, who shall be foremost in vaunting tbeir loy alty. ’Cause why? It will pay- It wooltj. seem that the Northern leaders of the Rfi& ical party in Washington are beginning to understand these Southern converts, and hence treat them with the indifference com plained of. L # Prom South America. Rio Janeiro, Brazil, Nov. 28, via Loudon, Dec. 21 —Advice* from the seat of war up to Nov. 9tli have been received. On the 84th of October the Paraguay ans, with ten battalions of iufantry, supported by cavalry and artillery, during a heavy rain aud dense fog, assaulted the same position which thoy lost on the 8th of July, but were repulsed, leaving five lmn- drod dead on the field. Aa the Brazilians were well protected by their defences, their loss was compara tively small. Both sides agreed to an armistice for this purpose. The New York Chamber of Commerce and the Cotton Tux. The Supbemb Court.—A Washington let ter says the decision of the Supreme Court against the legality of military courts has produced a profound sensation in that city. The writer says : “Independently of the vast importance of the matter decided, it is regarded in Democratic - and Conservative circles as indicative of a soundness' upon Constitution law of the personnel of the Court that gives cheering evidence that that august tribunal may bo relied upon as ’ a barrier against tbe meditated usurpations of Con- " gross. I have to-day heard it suggested by very prominent and influential men that measures will shortly be taken to test the status of the unrepresented States before that Court, and no doubt exists but that the lawfulness of their presentfgorganizatiou would be sustained. It is ^bought also that , a decision upon the test, oath may now speedily be expected.” Tn close vote in the House of Represen tatives at Washington, on the question of authorising the withdrawal of tbe present currency and tbe substitution -of anSidtxting nothing in the w»y of interest, would seem to indicate that, as numerous ah they are, the National Banks have not mnch power over ' Congress. In "peasant dullness of general trade and tbe limited volume of speculation iu Wall street, money may bo kept close at seven per cent, for a few days by artfal means, but this state of affairs cannot hut long in the present financial situation. The gold market closed at 183)11, and tho two extremes of to-day were 184£ and 133\. Foreign exchange continues dull, and there is a further decline iu rates. Tbe supply of bankers'bills la in excess of tho de mand, and prime sterling is quoted at for sixty day blits, and ItriK 109)1 for short sight. Tbe decline iugold to-dsy exercised s depressing influence at the produce exchange, and there was a general de cline in prices.
