THURSDAY MORNING. DECEMBEB27^M66^ Nice Slate of Affaire at WatW»*ton. fte Washington correspondent of the Bal limore Evening Transcript sends his paper the following in reference to an agreeable phase in affairs at the capital of the nation. The recent action of the Radical majopty in Congress will multiply the evil complained ° f For some time past the conduct groes who ride in the street cars.of t Jity has been of such a nature, and caused so much annoyance to others having occasion to use therm that the aforesaid portion, of our population have almost enjoyed a monopoly fn the matter. Ladies have been compiled to stand up for a long distance while burly blacks, both male ami iemale, have flat m comfort beside them. This is of course But one of the legitimate fruits ot that species ol legislation which now runs not. An incident occurred in one of the cars yesterday which tends to illustrate the point to which matters have advanced- , A lady entered a crowded car at the.same time with a negro woman. A member ot Congress and an officer of the army, who were in company, immediately arose to give their seals to the lady, when the negroes pushed ahead aud spreading out her crino line, occupied all the vacant space. Upon the M C. politely remonstrating with her and asking that the lady should at least be permitted to have a share of the scat, she launched at him a volley of abuse, mingled with oaths. Upon the conductor ejecting her from the car, she called a police officer aud ordered him to arrest the member ol Congress, upon the charge of stealing her watch aud purse. The case was heard be fore one ot the police justices, the member and the officer liotb testifying against the woman, when the justice fined' her .|l0 for disorderly conduct, which she paid under protest, at the same time threatening ven geance against the two gentlemen. The Late Bishop of Fi.orida.—An ex change says that Bishop Rutledge was a man of very low stature and extremely attenuated frame, but of no little pluck when he con ceived himself under a call of duty, having in him a spark of the old revolutionary fire. Although a solitary mau of most retiring 1 habits, he was capable both of feeling and inspiring deep affection. During his last sickness, while the lingering torture of can cer in the month was eating nut his file inch by inch, it is said that ail old family servant of bis, who had beeu permitted- lo live in Charleston, hiring out his own lime, and Whom the Bishop had not seen for years, heard of his affiieiion. At his own expense, this devoted freed- man at once travelled to Tallahassee, pro seated himself at his old muster’s bedside, and announced his determination to stay by him and nurse him as long as fife should last. Touched by so bcautilul a devotion on the part of one whose face he had almost for gotten, the Bishop—most of whose little competency was lost during I he war—altered his wiil and bequeathed to this faithtnl freedman a portion of the little that was yet left. A Good Man has Fallen.—It is with pain we announce the death of one of our most esteeimyl aud respected citizens, Thomas W. Fleming, Esq., who died in this city yester day afternoon at half-past two o’clock, after a lingering illness of several weeks. Mr. Fleming has been intimately con nected with the trade of thiscity for several years, having been extensively engaged in the produce and commission business, aud was known by nil with whom he had busi ness relations, as a merchant of enlarged and liberal views and of the strictest integrity. Tlie death of such a mau is a gieat loss ‘o- any community ; aud more especially at a lime like this, when the foundations of our social system are rocked to .their base and mercantile honor uud probity are becoming less rigid and inflexible than in the earlier and better days of the Republic.—Augusta Constitutionalist. Novel Wa v in Wmen to Catcii Rats.- The Philadelphia Ledger says that “catching rats is often difficult, as old rats are very entitling Laying Around poison is dangerous not alone, but objectionable, for the reason tlmt rats may die at inaccessible spots and conlumi nate the atmosphere with the well known detestable odor. A better plan has been adopted by one of onr coi respondents, . by which he takes advantage of the canning habits of the rats. He covers the floor ueai tlie rat hole witli a thin layer of moist caus tic potash ; when the rats walk on this it makes their feet sore; these they lick with their tongues ; it makes their mouths sore, aud tin: result is that they slum this locality uot alone, hut tell till the neighboring rats about it, and eventually the house is entirely abandoned by them.’’ Pittas a Wine Bibueu.—"l'liat minister who. far nearly a quarter of a century', guided the helm of the State, ami weathered the storms which assailed him, died in tsoii, on the anniversary of the day cm which, twenty-four years previously, he had pronounced in Parliament his first speech, which made Uiin the Prime Minister of the country. In the latter yea Lis life he was broken down by political reverses aud by illness, as well as by tlie fatigue of perpetual in tellectual exertion. Almost continually Hutterinu from allectiou of the stomach, which deprived him ol all appetite, he had accustomed liimsclt to seek, in the immoderate use of wine, a stimulus of the physical strength, perhaps a momentary release men mental suffering. In allowing tlie habit to 1111111 on-him more aud more, and assume the character of an imperious want, he completed the ruin of his already shaken constitution, although his powerful facnlties strug pled energetically to the last against its decay, Hi* intlanied countenance, the profound alteration in his features, formerly noble alid calm, revealed sadlv to all eyes the melancholy change in bis habits.
