L ka ns. Jan. 10.—A letter from General Beauregard
to W. II. C. King, editor of the Times, appears to
morrow morning iu reference to the statements pub
lished in Northern papers on national questions. God
Beauregard states thaf he did not make a speech at
Canton, but said, in private conversation, that the
South had defended what it conceived to be constitu
tional rights, and having appealed to the arbitrament
ol aims, it yielded to the decision which was given
agaiuBt it. *nd that he believed the Southern people
were now willing to accept tho Cofmfitutiou as made
by war aud understood by the Supremo Court. In re
gard to the Constitutional amendment, he said he had
little opportunity, except through the pap rs, to ascer
tain publio sentiment, out his individual sentiment
was that the South should not accept it. as its inter
ests and manhood forbade it. Tne South was at the
mercy - t the North, but should never do anything
w-iich its honor did not approve, or which fails to
project l’h interest; aud that if be used the word con-
solidated government, lie meant a common Federal
National Government, operating under the Constitu
tion as interpreted by the Supreme Court.

Georgia Convicts Governor Jenkins has sent cir
culars to the Justices of the Inferior Courts of tho
several counties In the State, informing them that
under tbe law of the last Legislature, giving h in dis
cretionary power on the subject, that he wilt in “ iu-
tui-o refuse to receive, and will not send for, any con
victs sentenced to labor on publ.c works or in the
chain-gang.”
Tnus it becomes at once the duty of the Inferior
Courts to provide suitable places for Ihe safe keeping
of all convicts, aud to make provisions for their sup.
pur: by the county, and to employ such overseers or
guards as may be necessary for their safekeeping,
t'he Courts have power under the law to hire out or
bind out such convicts to contractors on the public
works or to individuals, upon such terms and restric
tions as shall subserve the ends of justice; and for
such purposes any two or more counties may continue,
keep and work together such convicts upon such pub
lic works anywhere in tiie State, as they may agree

T HE composition of this GUANO is Identical with
Peruvian. It differs only iu the proportions of
the same elements. While It contains less Ammo-
nia, it has nearly twice tbe quantity of Phospuate of
Lime, fifteen per cent, of which is IMMEDIATELY
SOLUBLE. Its effect* on cotton the past season have
iu many instances excelled Peruvian Gnano. It has
in no case proved less active in the early growth of
the crop. W ien drought intervenes, the crop does
not suffer from its use, as in tbe case with Peruvian
Guano. By reason of the presence in it of so largea
per cent, of Pnosphate of Lime, its use improves tbe
soil to an extent that cannot be realized from Peru-
vi n . inano. Every cargo of this Guano is Subjected
to rigid INSPECTION ANALYSIS, and is sola on a
basis of actual value. The undersigned agent is pre
pared to furnish the testimony -of well known Geor
gia and 8outh Carolina planters, in evidence of the
