Mayor’s Court.
Tin application of the old moral adage, that man’s
evil genius always finds something for idle hands to
do, lias of late been, to some extent at least, erro
neous as regards the mischief-makers of our locality.
A mortal dread ot the Mayor’s Court and a commend
able respect lor abused Justice seems to have en
tiled the heretofore callous hearts of the most har
dened criminals.

It Is true that a cloud of gloom and uncertainty is
closing around us, but shall we therefore tread life's
rugged pathway with our heads bowed down like e
bulrush f Look up I Above us are the heavens
radiant with worlds of brightness and beauty, whose
light shall scatter the rifted clouds and. brighten up
our desolate pathways. It is true we are passing
throughe political crisis without a precedent ora
paralli L Vet all is not lost. We have maujr things
for which we should be thankful. ;
It is true our hopes nave been scattered as to an
early recognition of our rights and privileges as one
of the sisterhood of States, but even this, by e judi
cious course upon the part of the people, may only be
a temporary embarrassment. Surely we do not in
tend to sit down supinely under this loss—leave the
land to become a sterile waste—the home of desola
tion aud famine, merely because the euu shines not
so brightly as we would desire. Are we Americans—
heirs of the blood and muscle, the brains, the bo<gnd*
ing pulse, and all the activities of the great old Saxon
heart—descendants of the men who have made a
wilderness continent to bloom ass garden? Shall
we, because a great shadow hath overwhelmed ns,
seek relief in the vague realms of despair ? Never I
never I That blood still flows in our veins. Let it
not stagnate around a drooping heart, but set brain
and muscle to work, and demonstrate to the world
that the energy and intelligence of the South is equal
to the crisis, and can subordinate all changes to her
interest, and control the industrial resources of the
State to the beBt advantage, and come forth from this
hour of gloom and trial, with that dignity and honor
which becomes her character and ber history. Al
though we cannot control the turbid waters whose
surging biUows have swept away our prosperity and
our hopes, yet we can rise above the highest wave,
survive the wreck of the storm, and rebuild our
fallen fortunes upon a more permanent and prosper
ous foundation.
Look up and take courage. You are poor—so are
we all pour; but groaning and growling, sighing for
sympathy, puling round wit ii sickly, vain regrets for
the unchangeable past, wUl biing no cheer, no light
or happiness in the end. “Let the dead past bury
its dead,” and leave it to solitude and silence; but
with a God above you, a heart within you, and a world
of activity and interest arouud you, look up, and be a
man in misfortune, and also a man above misfor

In consequence of the great uncertainty agitating
the public mind, as to the authority of State officers
to discharge their duties, under the recent act of Con
gress, I felt it a duty to address Senator Sherman as
to the construction of the bill. I enclose you the tele
gram and answer, which, if in your judgment the
public interests demand, you at e authorized to pub

stitutional amendment, now perform their functions

The tide is turning. The returns of several charter
elections in the State on Tuesday show splendid Dem
ocratic gains aud corresponding Radical losses. Look
at tbe following table of majorities in November, 1866,
and March, 1867:

These figures are very significant. Though not so
complete as we wish they were, they show that the
people are beginning to realize the necessity of stem
ming the torrent ot Radicalism which has engulfed
Congress and threatens to carry the nation along with
it. Doubtless, the immediate cause of this sudden
change in public sentiment is attributable to tbe ad.
mirable message of the President vetoing the bill “to
organize hell" in the Southern States. This is evident
from tbe fact that,in the places in which this State paper
was received in time to be read before the elec
tion, the Democrats were victorious, while in the rural
districts, which are without iacilities for promptly ob
taining news, the Radicals managed to hold their
own New Fork World.

witness to one ot these inhuman occurrences. Tho
work'of paving West Broad street requires the pass
ing drays to turn to one side in the street, where the
plants have been torn up aud the sand is very deep.
Ailray, heavily loaded and drawn with great difficulty
by a -mail mule, entered the sand and became fast.
The animal made several ineffectual attempts to ex
tricate hiuiself, when lie was set upon by his brutal
driver, aiul heat most unmercifully on the head and

An important meeting of this Company was held

truck. A committee has visited Hilton Head and re
port favorably in regard to the purchase of an ap
paratus there. The truck is a good one, and all the
appaiEius in good order. The terms at which it is

Mr. Peabody to the Public.—Boston, Thursday,
March 7.—Mr. George Peabody, intending Boon to
leave for England, deems it a duty due to himself to
inform fill those who, during his visit of ten months
in his native country, have written to him asking
loans of money, donations to literary institutions,
subscriptions to churches, public charities, Ac., or
assistance for themselves or others, that the great
number of these communications has rendered it
impossible for him to read or answer, or even to open
them iu person. The latter duty has, therefore, been as
signed confidentially to others. Aud as many of the
writers have requested that their applications should
be kept secret, Mr. Peabody would state that he has
this day caused these letters, amounting to nearly four
thousand, to be burned in his presence, thus relieving
their apprehensions and his own responsibility.
Meeting of Colored Citizens.—On Thursday
night last a large meeting, composed of white and
colored citizens, was held at the Military Hall. Mr.
H. Judge Moore was called to the Chair, and stated
the object of the meeting, viz: To take into considerar
tion the present condition of political affairs in this
State. Several speeches were made, after which a
motion was offered and carried, that the Chairman be
instructed to appoiut a committee, whose duty it
shall be to draft •» platform and resolutions lor the
organization of a national party in the State. This
committee is to report in two weeks. The new piarty
is to be composed of citizens of every color—the only
requisite qualification being a willingness to vote, or
be voted for, nnder the new regime about to dawn in
thcic parts.—Charleston News.
