Mr. Miher moved to add Mr. Bigby to the Com
mittee on the Judiciary.
Mr. Wliiteley moved to amend by adding the
naui* r of Messrs, liryant and Harris, of Newton.
Th<- Amendment prevailed, aud the motion of
Mr. Miller, as amended was adopted;
Mr. lilodgett favored suspension of the rules, and
read the following whie • he proposed to Oder as a
substitute tor the resolution of Mr. Ashburu:
Resolved, That a Committee of seven be appointed,
by the President, to lay off and deflue tbe Congres
sional Districts of Georgia, and report to this Oonven
tion.
The rules were suspended, and Mr. Ashburn ac
cepted the substitute of Mr. Blodgett, which sul>-

the committee ou Franchise.
Mr. Prince moved to reconsider the nation of the
Convention yesterday in the adoption of the report of
the Special Committee on Representation.
Mr. v' hlteley moved the previous question, which
motion was sustained, and on motion te reconsider,
the yens and nays were ordered, aud resulted—yeas
72, uajt. 4.1.
Mr Mocay moved that the report of the special
committee l>« taken up. Agreed to.
Paragraph 2 was reported us follows:

Mr. Bryant moved to strike out the word thirty and

Tim question recurred upon the motion to strike

ordeied, and resulted—yeaa, 71; nays, 47. So the
motion prevailed.
Mr. Ms. ay moved to further amend by inserting
after ihr w<.rd “and” iu paragraph 2, aeoiiou 2, and
paragraph 3, section 3, the words “after the first elec
tion under this constitution,” upon which motion
the yeas and nays were ordered, aud resulted—yeas,
74; nays, 41. .->o the amendment prevailed, and the

Mr. Dunning moved a suspension of the rules for
ths purpose of introducing the following, as an

Department :

called, on Wednesday, upon ex-Yice Preii-
dent Stephens, who i» at present in that city.
The following extract from his report to the
Inquirer contains the most interesting por
tions of the interview:

and the Eastern States aud return again next
week. He entered tbe house while we were
inquiring for him, and invited us to his.room
on tbe second floor, where he is composing
the closing portions of his book. He walked
by the aid of a cane, but with a^rapid step,
and ho actively that we recognized nothing
of the bodily feebleness that has been im
puted to him.
W« asked him how the State of Georgia
was thriving? u
“Everything there ia wretched,” be re
plied; “we are fuined, or next to mined.
The negroes are compactly organized, theis
‘league*’ reaching to every county of fhO
State. They coerce and threaten any bfacl^:
man who does not join them. They are* iu
tot, a unit poiit cdly. Iucendraries, itt~
offscourings ot the «artb, have - moved 1hl r
the State, their only object being to stir up
strife. These have excited the uegroea.wtih
political hopes which they would not have
entertained otherwise, aud demoralized the
entire population.” We spoke of tho tour
of tfeoator Wilson and others in the Sooth.
*‘It was not of Mr. mifeon, or men of that
grade, that I spoke,” said Mr. Stephens.
“ These incendiaries are ostensibly lawyers.
We never see them; they live almost entirely
among the blacks. We don't know where
they come from; they are everywhere, and

Air...Stephens, when interrogated as tq^e,

ment, merely resumed their old condition.
This interview, several times interrupted,
was at last brought to a close by au impera
tive summons to dinner. It is proper to say
that the ex-Vice President merely answered
the interrogatories put to him, and seemed
desirous of inahiug no appearance iu public
controversy. He had been asked to lecture
in various parts of the North, his engage
ments upon the forthcoming book hud pre
cluded these. However, he said that he
might lecture next winter.
Ahundangb of Gamb in Fiorida.—A cor
respondent of the Philadelphia Bulletin,
writing from Jacksonville, Florida, says he
may be suspected ‘of Munchausenisin, but
the abundance of game and fish in that
region is really marvellous. An intelligent
gentleman from New Hampshire, who came
from Hibernia, a point twenty miles south of
Jacksonville, on the river, affirms that a
flock of wild ducks, mileain length, and at
least a half mile wide, followed tbe steam
boat. The ducks, many of them, alighted
on the boat, and allowed themselves, to be
clubbed and captured. They were aa fat aa
butler. The same boat caught two deer aa
they swam across the river. Fishing boats
sail on the river at night bearing a red light,
which attracts the fish, especially mullet,
which leap into the boat id sufficient quan
tities to till it.

Gen. Gaktrell for Ratification.—We
understand that Hon. L. J. Gartrell, of thia^
ciiy, will support the new Constitution of
Georgia, and that he will probably enter lbe
field and make a square, stand up fight (or
Ratification under the Reconstruction pro
gramme. If we are correctly iu termed, he
will not ally himBelf with the fortnnea of »uy
particular party or political organization,
but will advocate Reconstruction on the
basis of the Congres=iO»»al plan, and urge
his many friends in Georgia to ratify .Uiei
Constitution now being (rained by the Con

er, is extensively and favorably kuown in
