But to doubt that regeneration will

donee of God. It may be long years before
our civilization recovers from the blow that
has been inflicted by the mad lanatacism
which has had such fearful development in
our era. As in England and France where
the same evil spirit overturned order and
inaugurated anarchy, so may ilia oar day
have a still more destructive career. But as
in the old world iii a past age, so in the new
world in our more enlightened time, when
it has reached the climax of evil reaction
and restoration will come. For this reaction
we of the South can ouiy wait wkti patient

Whatever may lie the ordeal through
which we are yet to pass^ the people of the
South will have their share of the calamity
to bear, relieved only by consciousness
that, ever true to the principles of the eofi*.
stitution, ever upholding the rights* interests
aud houor of their race, and civifiziaton, his
tory will accord to them no part af the stu
pendous crime of overthrowing the noblest
fabric of government ever founded by man.
Interesting to oob German Fallow-Citi
zen.—The now treaty between the United
Slates aud Germany, upon the aabjeet of ex
tradition aud naturalization, has been receiv
ed in this country, aud is now engaging the
attention of the Senate with a view to ratifi
cation. The main stipulations of the treaty
are, says the Richmond Whig, that! the North
Garrnau Confederation Government will con
aider North German naturalized citizens in
America as American citizens alter five
years’ residence in this country, with the ex
ceptiou of criminals and direct deserters from
their flag. If a German citizen, naturalized
in America, returned to his native country
without intending to go back to America be
will be regarded as having abandoned his
American naturalization right. This clause
also applies to naturaliz jd Germans who may
reside for more than two years in North
Germany after returning from America.
Similar provisions' to the. fibove are made
with reference to Americans who become
naturalized in North Germany. The duration
of the treaty is fixed at three years, and the
ratifications are to be exchanged within six
weeks. «■

that the country could not resume its proper

deprecated all remark* from either Northern
or Southern presses, or men, calculated
uselessly to keep alive tbe animosities
already too bitter aud intolerant, and
which were seriously interfering with both
the social and business relations of the
people.

aim has been to modify harsh judgments,
calm excited feelings, reconcile conflicting
views, conciliate rather than exasperate the
military puwers that rule over us, aud as far
as possible, (o cover np and conceal the cx-
•psperatitig memories of the sanguinary
•Struggle through which we hare passed.
Our untruthful opponents, on the con
trary, have sought to keep the issues of tbe
war alive. Their constant references v to
rebels aud rebel sympathizers huve been
prompted solely by a reckless determination
to-make political capital out of the preju
dices they hojisd thereby to excite, and to
compass, if possible, the proscription of
men who had surrendered at the conclusion
of their unfortunate struggle for principle
and right, in good faith, and accepted the
amnesty offered them by tbe United States.
No one can pretend that they have
not been true to their pledges, or that
they have not, while preserving their self re
spect, and resisting tbe degradation of their
race, honorably observed their paroles. In
every part of the State they are laboring in
dustriously and earnestly ior the restoration
of their' fortunes, which have been ruined
by the operations of tbe war. They are
creating no disturbance, are contemplating
no hostile movement, are taking but little in
terest in politics, and yet, notwithstanding
their truly loyal and patriotic deportment,
unprincipled demagogues, struggling for
politiea! power, insist upon denouncing and
misrepresenting them, for the pnrpose ol
justifying and instigating the continued per
secutions of their enemies, and promoting
their owu selfish ends.

The only truths which the dispatch contained

the flag of the United States. Last year, when
Gen, Sheridan was here, it was carried by
only one company. Before the war it' was
never the custom of the firemen to carry the
flag in their processions.

Revision on the new Constitution reported
to-day, recommending some slight amend
ments in articles heretofore adopted, which
recommendation* were passed.

approve it, mad the Convention will adjourn
to meet again at the call of the Prebident.
