XojiTnaRN Creditors versus Southern Debt,
oks.—An interesting suit has just been decided
by the United States Supreme Court, which is
of importance as touching the claims of north
ern creditors upon persons in the South lor
debts contracted before the rebellion. The
case, which came up on appeal from a circuit
court in Arkansas, was an action on a contract
between citizens of New Hampshire and a citi
zen of A rkansas, and the question presented to
the decision of the Supreme Court was, whether
the time during which the courts of Arkansas
were closed on account of the rebellion, is to
be excluded from the computation, of the time
fixed by the statute of limitations, within which
suits on conli-actwnay be brought.
The Arkansas court gave judgment for the
plaintiff, ruling that the actiou was covered by
the statute. The Supreme Court, on appeal ol
the defendant, held that between citizens of two
States at war all debts are suspended, and also
the statute of limitious; and that the late re
bellion having been declared to be a civil war,
and to give belligerent rights to the parties,
carried with it all the incidents thereto, and
suspended the statute of liiuitions between citi
zens of two of our Sfates, one in rebellion and
tlie other not.
By this decision the judgment of the inferior
court is sustained aud au important principle is
established.
Width Emigrants Coming South.—If the
immigration to the South from the Northern
States and Europe continues to increase in
the same ratio as at present for a few years,
the negro preponderance, upon which our
Radical enemies so confidently rely, and
woich has made the . worse class of our
negro population so presumptuous, insolent
and indolent will cease to exist, and the
field once occupied by-an industrious and
contented black labor population will be
monopolized by an enterprising, intelligent
class of whii.es, who will soon be thoroughly
identified with our people aud the true
interests of out section. The National Intel
ligencer of a late ddte notices the arrival of a
number of German families, from Bremen
who passed through Washington en route
for the South where they are to settle. It is
stated that over ten thon'an I of these emi-

1 gone even to the extreme of setting

away every possible obstruction to their
revolutionary designs. Is it, therefore, too
much to say that a party which has repudi
ated the Constitution of the United States,
whioh they swore to support, would, il their
partisan schemes and plans should ever re
quire it, hesitate to repudiate the N itiooal
debt! Those who think they would, are
credulous dreamers, who should quickly un
deceive themselves on that point.
It is the game of the Radicals to alarm.
the fears of those who bqld the bonds of tin:

kept in power in Washington the debt will
not be paid. They hope by this menus to
control the voles of the bondholders in the
Middle aud Eastern States. But it is grati
fying ~ to peroeive that the meu on whose
lears they have been practicing are no longer
disposed to entrust absolute power to a Bet

Washington, D. C. March 20th, 1868.
The time rapidly approaches when the results
of the “grand inquest of the Nation,” as the
the impeachment is termed, will be held over
Andrew Johnson, and the managers of the
House and the counsel of the President are
busily engaged in their-jfllparations. The Irn-
peachers are boisterous and insolent in the pre
sumption that the conviction is a foregone con
clusion, and impudently assert they can and
will close their case within a week. Ordinarily
this would seem to be impossable; but the vote
to-day on the veto of the bill taking appeals
from the Supreme Court in certain cases, de*
monstratea their inclination, as well as ability, to
carry through any scheme—no matter how in
famous, that may be thought necessary to sus
tain and perpetuate that party in power.
The witnesses’for the defense will be numer
ous. It will embrace the members of the Cab
inet, lawyers from various sections, and others
Secretary Stanton will be called on to testify
whether he ever received a commission from
President Johnson. The speeches of Republi’
can Senators will be presented and proved to
sustain the position that the Tenure-of-Oflice
Bill was notX intended to apply to certain
members of the present -Cabinet, including
Mr. Stanton. The defense do not expect or in
tend to protract the trial by any dilatory pro
ceedings, but it will require a much longer
time than that fixed on by Ben. Wade A Co.,
wbo thirst eagerly after the spoils.

A gentleman who has just arrived here

of the mnoh talked of Kn-Klux-Klan. This

oiLenient throughout the country, aud as

to know more than he was wilting to ten.
That such a society exists, whatever may
be its true appellation there seems to be no
doubt, although its purposes are not of Ihe
sanguinary character represented. The

about the' X. K. iv's—luy iuloriuaiit says
have a surprising aud salutary effect upon
toe uegroes of tho 8outh, thousand of this

lenng and robbing have such a wholesome
fear uf this dreadful order, that they remain
iu their cabins at night, and are afraid
to veuture alone on the public roads
in the day time. Perhaps the fact should also
be recorded that the Tennessee delegation to
Congress have their misgivings about returning
home after the close of Congress, fearing a
“visitation” from members ot the mysterious
K. K. K/s. Indeed, several of them, it is
thought, would be glad to act with the l)emo

The intelligence received to-niglit from the
Democratic Committee of Connecticut is cheer
ing.* Mr. Gallagher, the Chairman, writes:
“We will carry the State for English by a

have the weight of negro suffrage at home to
