The President’* Witnesses.
Tbo laws of the United States require the
President to appoint a counsel of advisers
anti assistants iu the discharge of the multi
form and responsible duties pertaining to the
execution of the laws, and the defense, pro
tf etion and preservation of the Constitution.
It was the intent of the law, aud has been
the uniform practice for Presidents to sum
inon this body of advisers to aid and counsel
in the decision of important acts of adminis
tration. This President Johnson did in re
gard to the tenuro-of-oilioe act.

saw them so numerous in the Colorado, vrtl-

large as a common fly, but seem to cover

letter from Bastrop §ays the whole country
is covered with them in countless numbers.
What is to be the result seems to be a matter
of mere conjecture. Some think their early
appearauce affords a hope that they will dis
appear also early, aud perhaps before they
may have done much danmgs to vegetation.
It is indeed di^tre.saiug that we are thus
threatened with the destruction of what lit
tle our peoplo are trying to make to subsist
upon, after the loss of m arly all they had.

of the Cincinnati Commercial, has unearthed a
letter of Mr. Speed's, written iu 1805, in which
lie gave it as his opinion as Altoruey-tieneral
of the United States, that when Congress
passes a law deemed unconstitutional by the
President, he need seek no adjudication at all,
much leas wait for one; that he must act on
his private opinion ot the uiiconstitulionalitv of
the law; that if ho docs not, he pro lunto “ab
dicates his high office,*’ etc., etc.; and, of
course, that in proportion to the importance of
the question and the magnitude of the infringe
ment of his authority, the duty upon him grows
more binding, and the abdieation which he
would commit by awaiting a judicial decision,
would be the more culpable and dangerous.

Tiie number of emigrants landed last
year at Castle Garden, Now York, was
12.731, who were brought iu 649 Vessels
sailing from thirteen European ports, tho
average number to each vessel being 378.
The destination of 91,610 of the emigrants
was New York, 35,67$, Pennsylvania and
Now Jersey, 18,523New England, 5,611 dif
ferent Southern Ijtates, and 11, lull to West
ern (States, Territories, aud io Canada. In
connection with ibis sabject the New York
Evening Post says it is cqridus to notice
how ra|wdly steamers h»ve displaced sailing
vessels in the transportation hf emigrants.
In 1856, 22 steamers landed 5,111 passen
gers; in I860, 109 landed 34,247; in 1863. 170
lauded 63,931; uk 1864 203 lauded 81,961; in
1865, 220 landed 116 578; iu 1866, 341 landed
160.653; while the 404- steamers arriving in
1867 landed 197,012.
