Fitch as the standard-bearer of the Conser
vative Democracy of the First Congressional
Dndiici m'tho approaching election, was not
only unanimous, but was received with en
thusiasm by ihe Convention. NYe were
gratified to meet in the body many of the
most influential men of the District, and
to have from them encouraging assu
rances of the ifuammity and determination
of the people to support Judge Irwiu for
Governor aud the n uuiueu of the Conven
tion for Congress.
Alter the business had b«m» concluded,
ami before adj rerumeut, the Convention was
addressed by Col. J. L Karris in a most
fervid, eloquent aud patriotic speech, which
was received with great enthusiasm. Col.
Wen B Gaulden, being in Blackshear, was
also invited to address the Convention, and
delivered an eloquent and off. ctive speech,
iu which-he heartily endorsed the action ol
the Convention and d.mouueed in withering
terms the outrage and Irand which is sought
to be perpetrated by the authors ot the At
lanta •< ’ous titut ion.
• The,delegates from Chatham hail a pleas
ant excursion to Blackshear aud back, iu a
special train, under the charge of Mr. James
Monahan as Conductor, to whom the pas
sengers arc iudebtod for his kindness and
attention. The delegation are also indebted
to Colonel Keriin, of the Our House, whose
liberal provision aud admirable manage
ment of the commissary department was all
that could be desired. The delegation
reached the city last night a little after ten
o’cloctv, pleased with the excursion and
highly gratified with the action of the Con
veution.

the good of the party on enthusiastic Radi
cals at the North. Their mission and the
manner of their operation is also described
as follows : We know one case where, on
the approach of election, one of these gad
flies came, carpet bag in baud, into a village;
' next day announced himself a candidate; on
the third day was ‘elected’; and now aits in
a sovereign convention to reconstruct a'
State. Still another case occurred, and It is
susceptible of verification on oath, whore
another of these'creature*, on his way to
take his scat as a ‘delegata," pawtn-U his car

New SrvLtoF Boors.—It is announced tha
we are to have the revival of the oid-fashioued
hoops, or, as the French cafl them, panniers pr'
baskets, which were first in vogue in France a
hundred and thirty years ago, and were after
wards a favorite article of dress with the "beau
tiful Marie Antoinette and her ladies just before
the revolution of 1789. They cousist simply
of a circular frame-work of whalebone or other
suitable- material, fastened around the person
beneath'the waist and above the hips, extend
ing equally iu every direction, producing an
extraordinary enlargement and rotundity of the
figure, f When the fashion was at its extreme,
the rule was that the diameter of the panneir
should be pgq^l to the height of the wearer.
The ladies of Faria, according to’ correspond
ents, have already adopted ibis fashion. Not
only the young and sylph-like, but the" middle-

186?.—Putstianl to previous notice, a Con
vention ofj delegates for the First Congres
sional Dlstrtot of the State of Georgia was
held at Blackshear this day. A large num
ber of delegates from many of the counties
comprising the District (other counties being
represented by proxy) assembled at twelve
o’clock.
On motion of Hon. P. M. Russell, of
Chatham, Dr. A. M. Moore, of Pierc#, was
appointed temporary Chairman, and F- D.

After a ca£ of the counties, on motion qf
Hon. P. M. Russell, the Chairman appointed tljB
following Coiqmittee to nominate permanent

Oq being esoorted to the chair, Judge
Huuter addressed the Convention. thanking
them for ihe honor conferred, in Lis selection
to preside over their deliberations.
On Motion of Mr. P. R. Fildets of Brooks,
a committee of four was appointed to report
rules for the government of the Convention.
The committee consisted of F. R. Fildes,
Hon P. M. Bussell, R. A. Peeples, and T.
J. Ivey.
The Convention thou took a recess until
two"o’clock, P. M,
On .the reassembling of the Couveution,
the Committee on Rules' recommended the
adoption of the rules of the Georgia House
ot Representatives, and giving to the coun
ties having two representatives lour voters,
aud the counties having one representative
two Voles, which report was adopted by the
Convention.
J. 0. Nicholls, Esq., of pierce, nominated
Kon. II. 8. Filch as the candidate to repre
sent the First Congressional District,
Major P. <J. Pendleton moved as an
uineudmeut tbo appointment ol a committee
of one delegate from each county to nominate
a candidate to represent this District iu Con
gress, and two delegated and alternates
to the National Democratic Conven
tion to be held iu New York, which
was adopted, and the following gentlemen
appointed said committee : Messrs. F. R
Fildes, It. A. Peeples, VVni. Hone, T. J.
tvey, O. B- Williamson, J. C. Nicholls, D.
8. Roberts, A. M. Moore.
Alter a short absence the committee re
turned aud reported as follows:

For Delegates to the National Conven
tion—W. T. Thompson, of Chatham, and
P. C Pendleton, of Lowndes.
Alternates—James L. Moseley, of Pierce,
ami F. R. Fildes, of Brooks.
The report of lb# committee was received
and unanimously adopted by the Conven
tion.
A committee was appointed to inform Col
Fitch of his nomination, and ask his acceptance
of the same, who soon returned, escorting Col.
Fitch to the President’s desk, where in a brief
and spirited address, he signified his acceptance
of the nomination, and tendered his thanks to
the Convention for the honor conferred upon
him.
The Convention was then addressed by
Colonel William B. Gaulden, of Liberty
county, and Colonel J. L- Harris. The
speeches were enthusiastically received.
The following resolution, offered by Colo
nel W. T. Tuoinpaou, was unanimously
adopted :
Resolved, That this Convention cordially
approve the action of the Central Executive
Committee iu recommending lion. David
Irwiu to the support of the people for Gov
ernor of Georgia, aud that we pledge our
best efforts to secure his election.
On motion of Major P. (J. Pendleton, Ibe
thanks of the Convent ion were tendered to
President, Vice Presidents and Secretaries.
On motion it was resolved that the pro
ceedings of the Convention be published iu
the Conservative papers of th# District.
Ou motion the Convention adjourned sine

has charge of taxation; confiscation we leave
to the Committee on Reconstruction.”
Stevens : “I asked the gentleman a ques
tion, and he answers with a sneer.”

It is understood that Stevens will bring in
another scheme lor general confiscation be
