Washinoton, D.G., April 23, 1868.
The managers pi the impeachment and
the coauael for the President are now fairly
measuring swords, andlbe gladiatorial ex
hibition is beopming one ol intense interest.
Bout well closed his speech on the part of
the prosecution, to-day and was immediately
surrounded by a number of Radical friends,
who warmly congratulated bimupon bis effort.
Some of them were so enthusiastic in their
admiration that they patted him on his back
and flead* and. one Massaoliusetts member
drew his catnbrio from bis pocket aud
wiped the orator’s brow. Bout well has en
joyed in Congress the reputation of a scholar
as well as a lawyer, and. his many fearful de
partures from good taste are being excused
by his friends on the ground that “he
f e's strongly and baa allowed bis
lecMings to control his taste and judgment.’.’
They claim for Bontwell honesty of purpose
in prosecuting the President, but admit that
Butler is influenced by bis prejudices and
personal hale The use ot the word “crimi-
uaT by Mr. Bouiwell as applied to a man
under (rial astonished bis friends very mucu.
Mr. Bingham’s pet expression has been “ac
cused criminal,’’ but Mr. Bingham has
no reputation as a scholar, and what might
be excusable in one of his stamp, would be
wholly inexcusable in the composition of
any one pretending to be a fluisbed writer.
But it is a fuct that much was stricken from
Mr. Boutwell’s speech, even afier it had ap
ponied in a printed form; For ipptance, be
had made a reference to the couusel employ
ed by the President to secure a legal decis
ion on the constitutionality of the civil office
tenure bill, aud drew an unfavorable
inference because of their having been em
ployed iu the deteuoe of Mrs Surratt. It is
believed that this paragraph crept into the
speech through the management of Bing
ham, who prosecuted her, aud ‘who, accord
ing to the testimony of bis colleague Butler,
hung an inuoueut woman. It was well for
the leputauou of Mr. Bouiwell that Ibis was
etrickeu out, and It would have been equally
well if his scurrilous vulgirilyin denouncing
Andrew Johnson for everything which was
vile could have been- pruned oat. Ttie
speech, at best, was a weak one. A Massa
chusetts member paid it a doubtful compli
ment by saying it was the best speech B »ui-
well hud ever made. The portion of the
speech delivered to-day, occupying nearly
two hours, was a great bore In view of the
laet mat, in bis anxieiy to get before the
country, he hud given his speecn to the Rad
ical press ia advance, and the afternoon
paper of yesterday had published the con
clusion in advance of ita delivery. Mr.
Boat well therefore appeared in the atliiaue
simply of a reader, and one the Senate
seemed very IT tie disposed to hear, as the
matter was not new.
A recess wa9 taken when Mr. Bout well
had concluded, during which the Senate was
the scene of much disorder and loud talking.
The most interesting group noticed oa the
floor during the time was one in which Gen-
Sickh s was the centre figure. The General
is lookiLg in fine condition, aud does not
seem to b*v* suffered from fatigues of bis
Radical campaign in New Hampshire and
Cojuecticul. The Hou. Tiiomas Ewiug
was also ou the floor of the Senate, aud
heard the very uuo jmpliinentary allusiou
made to himself by Man .ger B mtwe.l
Boutwell’s slanderous abuse of Geaerui
Thomas was a gross outrage upon the com
mon decencies of life.
. After the lecess the Hon. Thus. A. R. Nel
son tuaie aspeeoh in regular Tennessee style,
that went straight to the heart. His reply
to the personal abuse he>ped upon the
Pre>ident by the Managers bad that ring
about it which clearly indicated the fact
that warm personal friendship prompted,
while truth justiflud every wprd he uttered.
Mr. Nelson was defending not the Presi
dent, but a valued friend from the slander
ous imputations cast upon him by reckless
and desperate assailants. Of course he
spoke warmly, enthusiastically, and by this
gave offence, It is said, to Radical ears.
But no one can deny that the Mr. Nelsoo’s
eff *rt thus far haa been one of great power
and to the point. He first told who Andrew
Johnson was to show that he was not the
usurper, traitor, robber, murderer, fiend,,
which Mr. Bouiwell bad represented. He
scorned the idea that the Senate Was not a
fair, impartial tribunal, aud begged them to
view Audrew Johnson’s acts ..from a proper
stand point, suggesting the imorniog
the battle of BulTRuu, when with blanched
faces the Senate assembled In their chamber.
It was then Andrew Jqhnsm.baa offered the
f imous resolariotr ‘arouod which- they* all
Tallied in defence of the. (Jouatitmion and
the Union, declaring the war was not for
conquest or aggression upon the righia of the
S at tea.. Ris resQiut|on was passed without a,
dissenting voice, and still stands upon the
statute book, and Andrew -Johnson is now
impeached before the same body for believ
ing the States have any lights. The Radi
cals made a great effort to break the force ot
Mr. Nelson's home thrusts, and eventually
many of them left the Benate Chamber.
Yet there sat the ten doubtful Rjpubiicaos
listening attentively to every word whicu
fell from the speaker’s lips. There sat
Anthony, Fessenden, Fowler, Grimes, Ross,
Sherman, Sprague, Trumbull, Van Win
kle. and Willey, hearing and weighing
the arguraeut offered in deteuoe of the rrea-
preHCnt a fine field for ih <sc who 'desire to
make a home or make money. General

Tne towns along the line of the Nashville
and Decatur Railroad are one after another
being swept with tornadoes of fire, aod 1h«
destruction of property far exceeds any lo6s
hitherto known in their long History. Only
a short time since, a considerable portion of
Franklin was laid in ashes, and now a large
part of the business portion of Pulaski is u
heap of smouldering ruins.
Yesterday' morning about 1 o’clock, a fire
broke out on the ea«t side of the square at
the latter place, and when the southward
bound traiu from Nashville passed at twenty
minutes past two. a terrible conflagration
was raging. Before the flames could be
stayed no less than thirteen busiuess houses
were destroyed. '
In connection with the ooDflagraiion a
shocking report reached ibis oily yesterday,
to the effect that duriug the progress of the
destructive element, a white worn- n and her
daughter were seized and i&viahcd by a
party;of negroes, and that' one of the un
fortunate creatures had since died, while the
other was not expected to live.
The following special telegram to the
Union and Dispatch furnishes all the relia
ble particulars thus far received:
Pulaski, April 23 —A destructive fire
broke cut on the east side of the public
square about one o’clock this morning, con
suming the enure block of buildings on
that side, consisting of thirteen business
houses.
It is believed that the store was first em
tered irom the rear by burglars, and that, in
order to prevent discovery, thty set fire to a
barrel of tar, the flames from which quickly
spread ovt r the building, which was frame.

furnaces by fellers from Feliciana that camp is but an evidence of the force of Mr.
Nelson’s speech—and their attempts at dis-

show how men may be lashed by their con

There seems to be no doubt an effort will
be made to have the final vote on impeach

generally prevails that it will succeed. Tnis

threaten vengeance it the vote be not taken
by ayes and nays.

The current runs in that direction here very
