Cotton and its Future Prodnitlon,
Dear Sir—When yon paitLmeJbe oompli-
tion of coUoo, and enquired if I iiiongbt the
America, I may have omitted to touvey
to your mifad some points, which,in my
long experience about cotton planting and
the trade, may be worthy of thought, ns They
aride from practical observalipn, and from 4
which you may draw, deductions bearin&on
the questions you propose to investigate and
eliminate lor ciroulatiou. First in import
ance, is the culture of cotton to ~iDcrqpee or.
diminish in these. $otitherp S$te§? Where
over 4,000,000 bales were grown, as an aver
age crop up to 1860, the reanlt of the last
two years, have yielded an average of halt
those crops, and now we find persons argu
ing that the present high rates will stimu
late production, they forget that middling
uplands in Match, 1866, ruled' at 19&d'., and
at the same time inT86f*t ancLcorie •
pondingly in - 1868- below 19d. {t 4 take Lhe
price in March, tor that is the season for
cotton planters to be influenced by price,
and to put lands in proper tilth to receive
the seed. ;
The extent of the crops of cotton forihe
two past years, when fairly under the bane^
ful influence and ignorant eontrol of Puri
tan folly, and tyranny of Government we
have, can as much be expected this year,
with a higtxstate of licentious freedom and
increasing absurdities. Nor have the high
prices allulled to bad any other effect, than
inducing the simple minded, and. it may
be very properly said, nnwise planters of
cotton, to divert theirlabor from corn* peas,
potatoes, &c. To make more cotton, it
not ufilike strong stimolentH, administered'
to weak parents* if it did not kill outright,
it left tbem so bfekeir ddwa that they are
beseeching the Bureau fof bread, arid from
whence was perfected the bane and curse ot
Southern labor and efficient field work, so
far asj the negro is -concerned fotf the - fu-i
ture. *
Will it require any argument to satisfy the
reasoning capacity of any one as to'What has
been the cause of short cotton crops, and in
ail human likelihood, a gradual dimmish-
ment, year by year, in all the Southern States.
Of course I mean under existing circum
stances of political madness and misrule.

the legislation ot political visionaries, chosen

London, April 26.—The following dispatches
also received here to-day :
mjci.Aj April 18.—It is reported that four-
?Q thousand Abvssinians laid down their arms
the Constitution, no longer remain to cheer,
the heart of all ti ue Americans. This Bn^
reau, composed chiefly of the mo9t preju
diced partisans, were sent to the South, as it
was said, .1© protect the negro,pr to save him
from being murdered by his former inaster,
and, as it was suggested, likely by extreme
Radicals, from being eaten by Confederate
soldiers. Had the Bureau been of the right
§ort of meu, aud actuated by any prin
ciples 6f. humanity, to say nothiog ot Chris
tianity, they could have done incalculable
good to the colored race, to the country, aud
to the industry • aud prosperity of all, but
alas j their mission was not for peace, but
to put the black man and race in enmity to
their former friends and owners, so os to
constitute them voters and tools. This they
have done, aud secured office*for themselves
and emissaries. The cost to North, South,
East and West, iu taxes and utter destruc
tion of the happiness and usefulness of the
poor negro, has no part or purpose in the
actions of these Radicals. Can labor bo se
cured or work prosecuted with this accom
plished antagonistic lleliug to the cotton
planters existing now Kfmerally, and .^koiy
to result io »r war of,races?
I scaicely tlliuk it necessary to remind you
that a crop of cotton, by no machinery or
other process than muoipulation, oan be se
cured, even when matured. And with a
large portion ol tire women id! ng and the
bey a and giris under the tuition of emissary
padsgegaes, how is the deficiency of labor to
be made up, to ensure a fair average crop ?
The lax on lire production pf cotton, and the
eminent services ot the Freedmen’s Bureau,
ought to be lasting monument* to the United
S.aiea Congress for their success in cut tailing
ihe supply of coiton to meet the wants of
trade aad consumption of the world, a sub
ject now enlisting the earnest attention of
skillful merchants, manufacturers and politi
cal ccondmiets in Europe and this country.
The every day common sense, wh s’a theie
is reason to hope exists with cotton pro
ducing regions of India, Egypt and Brazil,
will soon manifest the folly of growing cot
ton to the neglect of olher employments, es
pecially of cereals and provisions, const-
tuting the staff of life.
In the merciful beneficence of the All-Wise,
the Cotton States ot North America have been
blerfled with lapds i*nd a climate unequalled for
th* production of everything, as well as of cot
ton, and with resources unparalleled for its
manufacture. It appears to my comprehension
that self respect, patriotism aiid obUgati&ns tp
those who are to corns after us, demands that
the cotton culture should be made subservient
to more important considerations, and why
should it uot he a source of, careful rettectiou
to all Southern thinkers, as well as a duty to
the history of our late »truggle ? auil to the
memory of the braYe men who fell contending
for lilst liberty, that other employments are
not now more imperative to oa than growing
cotton, for the persecutors of the Southern peo
ple and feeding the avarice of the manufactur-
