The editor of the Albany News, who has
been spending a week at Atlanta, writes from
Macon to his paper nnder date of the 11th
instant a letter, from which we make the
following extracts:
Well, the Rads have got ns—no use to
blink the fact—Governor, Constitution, and
both houses of the Legislature pass into
their hands. That they are ashamed of the
mode, manner and object of their success,
is apparent to every honest man who looks
one of them in the face, but their harmless
ness is manifested by their well-grounded
apprehension that Democracy is a live insti
tution and may bring them to retribution on
the next turn of the political wheel. They
are very much inclined to soothe, and but
little disposition exists among them to do
anything worse than to quietly appropriate
and divide the spoils.
The last “grapevine” cm Saturday evening
(the Rads are too devout to work on Sun
day) announced some changes in the pro
gramme of organizing the Constitntion. The
Constitution i9 to be sent at once to Wash
ington by Mr. Parrot (probably next Saturday
night) lor approval. Congress is to be urged
to give its approval, and admit the State on

The finding of a military Commission' in
the State of Alabama against seven yohng
men for assault and battery, and the commu
tation by Gen. Meade of a still severer sen
tence to confinement one aud two years in
that American Botany Bay, the Dry Tortn-
gas, has very naturally Shocked the whole
country. We have read an account of the
trial and can find n<» justification of so cruel
and despotic a punishment. The Mobile Ad
vertiser has some remarks by way of contrast
and protest, that will command the approval
of right-thinking men everywhere. We an
nex an extract:
There are some extraordinary features in
the history of the administration of military
law in the South during the last two years.
Here, for example are seven young diod, cili-’
zens of Alabama, sent off to endure the rig
ors ot “ confinement at hard labor” wilbiu
the walls of a fortress on a distant and
dreary island, for an offence of a compara
tively trivial character—a mere assault and
battery in which only one of them seems to
have taken an active part. They arc sul -
jected to this exile, imprisonment and degra
dation, three of them for a "period of two
years, and four of them for one year. On
the other hand, an officer of the United
States army—holding a commission, the ob-
