Itii has been a day of intense excitement
I ube National Capitol. The SeDate aasem-
iLlat W o’clock, and immediately went
tu secret session. Never, perhaps, has more
” citude been felt and manifested. The
I unreasonable reports had been circa
I Jj and believed lelative to the acts and ut-
I IJnces of “doubtful Senators,” and now
I tLe3e Senators were about to speak for them-
sclves officially. The corps of newspaper
I correspondents crowded the lobby, and these
I were untiriug in their efforts to penetrate
I tie veil of Senatorial secrecy. The sportiog
I gentlemen who had staked their money on
I the result, were as busy as bidders catching
I at every rumor, and seeking information
•pm the more expert knights of the quill.
A Senator rarely exposed himself outside ol
Hie Chamber, but when he did he was im-
meJiatdy armed, button-holed, twisted and
pulled until he was glad to retreat with sound
I huibs. Business proceeded within—rumors
were abaud int without. These last were
discussed, silted and talked down in turns,
l and it was not until late ia the afternoon that
[ ilets began to develop themselves, which
j fuiiy accounted for the elongated counte-
I i,aoc s ot the Jacobins. Grimes had led .off
a .'pL-eeh in favor of the acquittal ot the
I President, and this started the clan of irn-
I [tnckers, but when Henderson followed
I with a powerful argument which caused
\\,q Wiukle to exclaim, “Impeachment can’t
st^nd such blows as that.” Several Radical
Senators hurried out to communicate to the
House impeachers, who were anxiously
awaiting iu the lobby lo hoar the first guus.
Wilson, Diakc, Pomeroy and Tipton each
Constituted himself an avant courier, and
t-ach had his doleful tale to tell. Bat mis
loriuucs rarely come singly, and Fessenden
threw his whole force against the itnpcach-
mt-ut tubric, attacking it from beginning to
and. Trumbull followed iu teartul deuun-
I cation of the first eight articles, declaring
they would not be seriously regarded in a
magistrate’s court. Ilis fifteen miuutes ex-
puing, he did not reach the other four arti
deg. What he may think of those is not
known, although bis son remarked to-night
:nat ‘Ta will vote right on some of the ar-
1 tides.”
Sherman made an unanswerable argument
infuv.ir of the President on the first article,
•bowing that he had a clear legal and con-
sututional right to remove Stanton and crea’e
•thevacancy in the War Department, and
then, us if to make amends to party, he con
demned the ad interim appointment of Gen.
Thomas, aud will vote to convict the Presi
dent on the third article. If the vacancy iu
the Department was legal and complete, does
it not tollow as a necessary consequence that
the President should designate some officer
to take temporary charge of the office?
lluwe followed Sherman, and assumed
much the same position, condemning the
fir s t article, but disapproving the appoint
ment of Thomas. His vote is regarded as
certain for conviction on the third article.
Stewart, Edmunds, Williams, and Morrill,
of Maine, defended all the articles, while
Doolittle, Johnson, Hendricks and Davis de
nounced them all.
The Senate is now holding a night session,
and further developments are expected. As
We lay the following before our readers from
a correspondent in Alabama. They will find
its statements interesting:
The members of the Marion, Ala., bar have
raised the minimum fee in Bankrupt cases to
one hundred dollars, heretofore the minimum
fee in the surrounding counties.
This is cheap enough for the manual labor
alone, to say nothing of *th€ study and mental
toil necessary to acquire the requisite skill in
this entirely new branch of professional prae-
tice.
Wo would warn otfr friends that the time Jjas
nearly expired when voluntary bankruptcy will
be practically at an .end.
The Bankrupt Act is the only legislation of
the present Congress that tends to the relief of
the oppressed and impoverished people of the
.South, and such of them as can conscientiously
take it,” should act at once.
There is a foolish and ignorant prejudice
against Bankrupt laws, which is justified neither
by reason nor experience. Since the days of
the Roman Code of the Twelve Tables^ Bank
rupt legislation has increased in popular favor
and popular efficacy until it has now become
permanently, engrafted on every code of civi
lized jurisprudence.
Our former laws this line were failures,
and hence in part the unpopularity of this Act.
The Act of 1800 was all for the creditor. The
Act of 1841 was all for the debtor—it was
practically a voluntary system, and did not
apply at all to corporations. These faults, and
its partisan character, led to its early repeal.
Those who have not studied the new Bill
imagine it a re-enactment of the old one ; they
think they still see and.smell the

Radical votes, viz : Fessenden, Grimes,
Henderson, Fowler, Trumbull and Van
Winkle. Another b necessary to acquit,
and on this now hangs the doubt. Anthony
aud Sprague have not, up to this time, given
any intimation as to how they will Vote, but
Anthony is claimed by the Conservatives.
Rosa ia also regalded as doubtful, and the
impeachers have in a great measure given up
impeachment as a failure.
The excitement in the Senate completely
up<-et the Radical programme in the House,
sevens at once proposed to postpone the
consideration ot his bill for the admission of
the Southern States, while the impeachers
formed themselves into groups for consulta
tion or discussion. Stevens expressed him-
selt in uncomplimentary terms of the Senate,
while Wasbburue exclaimed, “everything
gone to hell.” Butler was greatly ex-
citid and said “ Fessenden and Trumbull are
demoralized to political damnation.” He
refuged to be comforted and left the Capitol
in a great passion.
A largo party of Tennessee Radicals ar
rived here to-day to manipulate Senator
Fowler, and they hold a meeting to-night to
consider the situation. Grant held a long
Conference with Wade yesterday by appoint
ment, at Wade’s room in the Washington
House, at which several Radical Senators
were present by invitation. Wade’s room is
6;ii<i to tie in charge of an extra watchman, who
guard, it night aud day. It is also rumored
among the lady guests of the House that
Mrs. Wade, since her late return here from
Ohio, has cut many of her former, acauaint-
aoceu, and i9 arranging for a proper aSsocia-
Ron for the White House.
Tomorrow is the day fi^ed for tbe trial of
Surratt, but it is doubtfqi if the defence will

General Rousseau, Secretary Seward, and
a large number of visitors had interviews
with the President to-day. A false report
was current that a special Cabinet meeting
had been called.
P- D. M.—Senate has just adjourned after
& session of four hours. Morton, Wilson,
tonues.s and Harlan spoke for impeachment,

lutely certain that the President must get
ff*e vote of either Ross, Willey or Anthony.
His friends are less confident than they w«e

tion to-night to devise the ways and means
to insure conviction. If money will accom
plish it they are prepared to use it.

it. The present Act includes corporations,
provides for involuntary bankruptcies, and
composition settlements; and while it dis
charges the debtor on the honest surrender of
his property, it protects the creditor from his
fraud and reckless improvidence. Its theory
and practical effect is: Give up your property,
wipe out your debts, and take a fresh start.
Apart from this old ghost of political preju
dice that hovers over the subject, many good
old grannies honestly think that the law is vi
cious, and will corrupt the pure morals of our
righteous population. Let us see : Under our
State legislation a man may avoid the payment
of his debts anyhow; his going into bank
ruptcy not only does not prevent him from
paying the debts he deems of moral obligation,
but enables him to do so by choking off those
Shylocks. who are waiting and watching to
grub the first fruits of his labor, bv opening
to him again the arena of honest industry, so
that be may safely accumulate property, and
when prosperity returns and that property as
sumes its normal price, he may sell it and pay
what debts he pleases.
You owe ten thousand dollars, an old secu
rity debt, or a debt for negroes, or to Northern
merchants, or to Southern speculators. You
also owe five hundred dollars for bread and
meat for vour family : owe it to your friends
and neighbors,, may be to the widows and or
phans of your comrades who fell in battle by
vour side. You cant pay all. You want to
pay the last debt. Y r ou go to work like a hero
—you labor day and night, your crop is made,
gathered, prepared for market; in a few days
you can pay these debts of honor—you can
wipe the tear from the widow’s cheek, you
clothe and feed the orphan, you can save from
ruin the friend who helped you.
Just then a little attachment for the old debt
lays its iron paw upon your property—and all
is over. The widow’s bread is gone, the orphan
creditor must suffer on, your family'may starve
in tbe future, because you have beggared the
friends who have trusted you. But you have
the consolation of having avoided the “rac
coons tail and the possum’s jaw ; ” you hare
been too “honorable” quotha, to go into bank
ruptcy, but not too honorable to ruin your
friends and impoverish your family. A fig for
such maudiip folly about honor!
That is the debtor's side of the picture. Now,
Mr. Creditor, let’s look at yours, and seg if this
law hurts you :
A debtor, whose property is safely hid away,
and who can’t pay all his debts, won’t pay any
of them. That’s the rule. So there is no hope
there of collecting your debt.
Let him relieve himself front the load of debt,
begin life fresh and free, and he may possibly
pay all these old debts; will pay some of them.
So, for the creditor, there is a chance for some
thing against a certainty for nothing.
The war found the South in debt, but with
vastlv overbalancing amount of property. .
swept away the property, but left the debts
curved on the faith oj continued ownership of
that property. *
The debts made since the war have been
mostly personal trusts, imposing higher obli
gations than the debts based on property, which
has been destroyed by no fault of yours. Is it
not your duty to place yourself in such a con
dition that you can first liquidate these dehta
based on faith in your honor—trust in your
personal integrity? That’s the questioi
As fay as morals are concerned, we submit to
these good old grannies, that it is bolter and
far nobler for a man to go into bankruptcy
openly and boldly, and begin life anew, than to
submit to the system ot legal shuffling and
skulking, and subterfuging now practiced by
our people. Many of our beat business men
are compelled to do business under a cloak to
keep from starvation. Look around you and
see how many of your neighbors (besides your
self may be,) sre operating under cover-
agents for wives, or sons, or parents, or some-
budy else who lives in the moon. Go to the
records of vour Probate Court and see who
holds the property. Yon will find a dense cloud
of crinoline hanging over the titles to nearly
all the real and personal property in Ferry
county. The old-law of coverture is reversed.
Blackstonc says “ that the wife’a legal exist
ence is incorporated and consolidated into that
of the husband; under whose wing, proteotion
and cover she performs everything.’ Our ob
servation says, “the husband’s legal existence
is incorporated and consolidated into that of the
wife- under whose wing, protection and petti
coat he performs everything. - ’ It is not now
as it used to be—“ >»Jl>t,” or oven “our hat,
it is a'l “ her hat! ” AH thiMi morally wrong,
and only partially justified by the plea of self-
preservation; and a man, from good motive
n discharge of that obligation to his family
which he registered at the mamage altar,-a
higher obligation, may be, than nates or Mile
or bonds, may travel so far tn the path of feja?
fraud, that he oan't retrace his steps—that his
moral sensibilities will become blunted and his
sense of honor forever lost.
Far better would it be for him and his family,
and his country, were he at once, at one bold
stroke, to cut the Gordian knot of his financial
embarraasmenta with the keen knife of the
Bankrupt Law, unshackle his energies, cleanse
his conscience by doing all he can, and begin
his career over again with an open hand and an
honest front.—Bankrupt Regular.
