[SPECIAL COBRESPONnENCfi OP THE NEWS AND HERALD. ] Washington, May 22, 1868. li there were ever so slim a chauee for the conviction of Ike President alter the pote on Saturday, there Is none now* enter- tuined. Even the Radicals have lost all hope, and the astute Mr. Ben. Butler they claim has been the cause. The postponement was* a pre-arranged thing by the conspirators, and for the* very pnrpose indicated in the* proceedings of the Managers’ Committee du ring this week—to bring out evidence on which to found another article of impeach* ment. It was held that Ross certainty, apd Fowler perhaps had been bribed, and 'the Massachusetts demagogue would dicover it. His restless, active mind devised many ex pedients, such as going into banks at the dead hour of night to etamine the cash ac counts of this or that person; employing spies to dog the steps of Ross and Fowler, and many of their acquaintances; to seize the telegrams 6i private individuals without warrant or authority of law; and even to have purloined letters and dispatches from the rooms of gentlemen at their lodging places, and hundreds ot' persons have been summoned. But it is all of no avail. Not a particle of proof has been obtained to sus tain the charge of bribery, nor an approach even to a Senator for that purpose, and the proceedings have failed so shamefully, so disgracefully, that Tbad. Stevens to-day told Butler *‘he had made an ass of himself, and justly provoked the contempt of every body/’ but not only this; Butler has man aged to elicit some evidence implicate gap- pirently an impeaching Senator. [Oar correspondent’s account of Colonel Cooper’s testimony is the same pub lished in out edition of yesterday.] > :U Senator Pomeroy denies that he ever eaw or heard of such a letter, or that any one was authorized to act for him in the matter. But this much is true. His brother-in-law, Gay lord, and one James Liggett, of Ranerf^ who are directly implicated, did make thi$,pr<3po- sition to Cooper; but Pomeroy’s frieaids claim that they acted on their own hook, and intimate it was a scheme to hoodwink Cooper and swindle him out of the $4O,Q0O^ Then the impeachers may endeavor tn giy«f it still another turn, viz: that ti>e Presi dent's friends were seeking to buy Senators, and that one: of their number did lay.the trap in question to catch them, hut that Senator Pomeroy had no complicity with it, and they will try further to show Copper bit at it. An intimate friend of Manager Wil- son’a says there are some apprehensions that Pomeroy has got himself into an ugly posi tion through his greed and avarice. , The effect of this is W further damage im peachment, which is dead biit not yet buried. The vote will almost certainly be taken Tuesday and a verdict of acquittal recorded. All the evidence up to this time (and there were fifteen witnesses examined to«£$y), I repeat, does not famish the basis for achusSr- tion against the President’s friends or any Senator. The disgraceful manner in which it was sought to secure the removal of the Presi dent is leaking out. Listen to this, and judge ye of these impartial Judges: Senator Henderson testified before the Committee of the House that he was present on Thursday night wtek at a secret meeting of the jm- peichers, and that Senator Pomercy told' him they now had conviction assured that he had a paper tnere, with thirty*flvfe-frames pledged to convict on the eleventh article, exclusive of Wade’s vote.” Ross saVd: “Mr. Pomeroy, 1 have not signed the paper^ I. told you I would vote for conviction on the first and probably on the second article, but I have not datertnined how 1 will vote on the eleventh.” “Op examining the paper.” Sen ator Henderson testifies, “Mr. Ross’ state ment was found to be correct, and I have his authority for stating that he did; hot determine until Saturday morning to vote .Afeal&jtttbe eleventh article.
