A Washington letter discloses a swin
dling transaction which would bs a disgrace
to the nation,, if the hooest people of
the country could possibly be held
responsible for the villainies of the cor
rupt faction who have usurped the gov
ernment, and who for the past seveu years
have reveled in public and private plunder.
The letter states that some eight hundred
thousand acres of land in Southern Kansas
were deeded many years ago to theCherokee
Indians by the government, in return for half
a million dollars in gold, held in trust by the
government for the Cherokees. The land
being apparently unoccupied, was taken pos
session of by settlers and pre-empted, one
thousand farmers being now settled on the
land under the homestead law. The Indians
in 1866 demanded the value of their land,
and by some maneuvering it is alleged of
Mr. Harlan, then Secretary of Interior, that
it was bought by speculators, and thus the
settlers, who could have paid more than the
speculators, are ia a fair way to be ousted or
swindled. This peculiar arrangement was
originally fixed up in a secret session of the
Senate, the Hoase having no knowledge of
it whatever.

The Augusta Chronicle congratulates the
Democracy of the country on the triumph
iu Oregon which the editor regards as giv
ing assurance of the weakness of Gen. Grant
before the people, bnrtkened as he is with
Radicalism.
There was no election in Oregon iu 1SG7.
By the election of 1866 the Republicans had
a majority of seven on joint ballot—oompos-
ed of six majority in the Senate end one in
the House. Iu the Congressional election of
I860 the Republicans had a majority of five
hundred and fifty-three. Now the Demo
cratic majority is over one thousand. This
is the people’s rapiy to the Radical war cry,
“The war is not Over. 11 Oregon wants
peace. The whole cjuotry wants peace
and will emphatically decide this fall that
the war is over and that Radicalism is dead.
The inscription ou the Benton statue at
St. .Louis is: “ There is the east! There is
India!” This occuis in the peroration of
an eloquent speech made at a railroad meet
ing in St. Louis by Colonel Bentou in 1949.
The close of the address was as follows:
“Let us beseech the National Legislature
to build this great road upon the great na
tional line which suits Europe and Asia—the
line which will find on our continent the bay
of San Franci-co at one end, St. Louis in
the middle, the national metropolis and great
commercial emporium at the other,' and
which shall be adorned with its crowning
honor, the colossal statue of the great Co
lumbus, whose desiga it accomplished, hewn
from the granite mass of a peak of the Rocky
mountains, overlooking the road—the moun
tain itself the pedestal and the statue a part
of the mountain, pointing with outstretched
arm to the western horizon, and saying to
the flying passenger: “ There is the East!!
There is India!'”

good prices.

Assembly shall by law give the said courts
and officers jurisdiction: Provided, that
no court or officer shall have, nor shall the
General A=semb’y give jurisdiction or au
thority to try or give judgment on or en
force any debt, the consideration ot which
was a slave or slaves cr the hire thereof.
IU. It shall be in the power of the General
Assembly to assess and collect upon all debts,
judgments, or causes of actions, when due,
fouuded on any contract made, or implied,
before the first day of Jane, 186-5, iu the
hands of any one in his own righb or trus
tee, agent, or attorney of another, on or after
the first day of January, 1868, a tax of not
exceeding 25 per cent., tu be paid by the
creditor on pain of the forfeiture of the debt,
but chargeable by him, as to one-ha:f there
of, against the debtor, and collected with the
debt; Provided, that this tax shall not be col
lected* if the debt or cause of action be
abandoned or settled without legal process,
or if in judgment, be settled without levy
and sale, and provided further, this tax shall
not be levied ou so long as the Courts of this
State shall not have jurisdiction of such debts
or cauftea of action.
The recommendation of the Judiciary
Committee will no doubt be adopted by Con
gress. who could not do leas than reject a
provision in tbo State Constitution so direct
ly in conflict with the Constitution of the
United Stales. Noue knew better than the
framers of the Constitution themselves lhat
the proposed relief was fallacious, and that
if not rejected by Congress i; would certain
ly be overruled by the Courts. Bat, us the
Macon Telegraph remarks, *‘11 has already
accomplished the objeci they made it for—it
has seduced a good many simple people into
voting fur the Constitution, and as tbeir
votes cannot be recalled no mailer whether
Relief” stands or not, the end has been ac
complished.”
After all Jce Bro wn’s promises of relief,
tha new Constitution only repudiates what
we had already been forced to repudiate—
the debts incurred iu aid of the war for seces
sion.

were taken by one of the Managers to a house

It appear* that at the municipal election
in Washington, on Monday last, the Radi-
oa)$, as in the recent elections in the Sontli-
ern. Slates, carried the day by couuiing.

Washington the election of Mr. Given, the
candidate for Mayor, by 136 to 150 majority

his success. But the Radicals had the game
in 'Rxeir oifn hands, and it was on e&3y mat
ter Jor them to make up their deficiency of
votes by skillful counting. Forney’s Chron

While the Democrats were indulging in

quihlly at work cyphering up the returns as
received; and though perhaps a little de
spondent by reason ot what purpoifod to be

A careful conunlauou showed.a majority of
tbiitty-six for^Sayles j. Bowen ! Again and
again the figures weke gone over, and the re
sult was the same. The news was almost
toojgood to believe, and not until a careful
parison with ffhe returns collected by
the'reporters was made, and do difference
sold—the figures could not lie. It was late
wh&n the correct result was announced—too
late! for any demonstration.

At Black Oak Poll, St. Jobo’a Belkab?,
veeterday, while the election for Sheriff was
progressing, W. C. Smith, who wasa freeman
before the war, asked ihe managers U-there
were any tickets of Captain Sigwald, the
C mservalive candidate, on the ground.' Ho
was asked by them whether ho wanted to
vote one. He said “yes,” and Kenty,
another colored man, who was in bis cora^
pany, offered to vote same ticket, when Ed
ward Mick, one oi the managers, came cat
of the room where the poll was held and an
nounced to the crowd that Smith was ““a
rebel and is against you, and if Sigwald ia
ected he will sell your wife and children.
Mick then went in when the crowd cried
out “kill the , he has got a Sigwald
ticket.”
This frightened Kanty, and he ran away,
when the infuriated mob, with sticks, -
and whatever else they could convei
lay their hands upon, fell on Smith,
him severely, and drove him from tho polls,
whilst other negro Radicals stood calmly by
with gan3 in their bands.
We have teen Smith oux3elvy% and knoii
that he U severely bruised, and this for elect
ing to vote for a Conservative white gentle
man in place of a Radical candidate.
Such is free suffrage and Republican lib
erty in .South Carolina.
Under circumstances like these, aad we
have no; mentioned an isolated case, elec*
tions are mere farces—the creations' of biute

railroad. At the depot she was enquiring
tho way to some lady’s home. She seemed
poor but respectable, and of some eigbtesi
years of age. A negro man stated he woal
show her the way. He Lad conducted her

through the wools fronting the residence of
M. P. & D. P. Ellis. Here he suddenly
seized her by the back of the neck, placed a
hand over hsr mouth to stifla calls for
tanee and the inference is, forcibly violated
her person, and robbed her of what little
m mey she had. This happened about
6 o’clock. So soon as she could she
sought assistance from the neighbor
ing bouses. A gentleman with hit
sons pursued the negro, whom they did
not know, but be had too much the iters and
escaped. The woman wa9 terribly frighten
ed and distressed, but was seeking to be
avonged on tbe negro. She appeared igno
rant of the city and its surroundings—as
most country girls of her sphere are. We
gare the narrative as gentlemen related them
to us. The military authorities now control

Deliberate Attempt op a N*gbo to Mur
der a Merchant isAlabou.—At a station
known as Jonea’ Lane, Alabama, on the
Memphis and Charleston Railroad, two or
three days ago, a negro named Gas Richard
son entered the store of Captain Edward
Rice, Ills employer, and demanded $100, al
leging the sum to be duo him. Ciptain R.
deified owiug him any money, whereupon
Richardson drew a pistol and fired. The
ball failed of effect; but Rice, seizing a re
peater in icech, leveled it at tbe wonld-be
assassiu and fired three times. Two of the
balls entered Richardson’s heart and tbe
ol her in tho side. He fell dead almost with
outia groan. Captain Itice surrendered him
self to the authorities, bat it being shown at
the,coroner’s inquest that ho had noted sim
ply i a self-defense, be was promptly released.
Before the war the negro belonged to a geoile-
mia named Richardson in the neighborhood,
but fur several years bad boen quite dissipat
ed, and was kno wn as a desperate character.

Willis’ Vallet Railroad.—A meeting of
the stockholders in tbe Willis’ Valley Rail
road was held at Chattanooga on Saturday,
and Gov. r E. M. Pattoo, of Alabama, was
elected President. We learn, says the At
lante New Era, that a Boston company made
certain propositions, which were accepted
by the company, and which will secure the
early completion of tho road. This opens
to us ojo cl' the finest mineral regions of the
country.
Murder and Suicide.—At Cambridge,^Dor
Chester county, Md., on Monday, a man named
Skadrach Bell quarrelled with a hired man
naded John Rook, at the table, about animals,
and a scuffle ensued, when Rook seized Bell’s
axe and literally chopped him to pieces. He
gave himself up and was imprisoned, and
while, the Coroner was holding an inquest
committed suicide in his cell, by hanging him
self with strips of bed clothes.

Phillips is even more than usually emphatic
in fiis denunciation *>f the Republican action
at Chicago. Neither the nominations made,
nor the resolntidns adopted, at Alahtfefir or
please him. He brands the whole affair as a,
cowardly surrender—both tbe candidates as 1
unreliable, and tho general attitude of the
party as a betrayal ot the negro.
