[We give the following poem m a lyric of the “good
old times.” It was written on the occasion of a
threatened war with England, growing oat of the
burning of tbe steamer Caroline In Canadian watc -s.
The spirit pervading It, and the patriotic feeling It
denote*, ore fast being crashed Oat by the Badical
party, and to restore which is the great work
to be done—the ball to be set in motion on the
Fourth of July, at the New York Democratic Nomi
nating Convention, where the banner-bearers are to
be chosen, under whose lead we hope again to get
back our country, and to behold once more
“Freedom’s altar breathing fire.”]

In General.
—It is estimated that already over twenty
thousand persons have applied for tickets of
admission to the Democratic National Con
vention.
—In answer to a correspondent who requests
to know whether General Grant is a Catholic,
the Cincinnati Commercial says: “General
Grant is not a Catholic. He does not belong
to any church. His family are Methodists.”
—The new tax bill reduces the tax on to
bacco of the finest grades to 82 (not 30, as
telegraphed Saturday) cents. This, because
that sum can be sub-divided easily. Other
grades to be taxed 16 cents.
—It is a pleasant thing to reflect upon,
while sitting at the dinner table, that in
most households the only person entitled to
vote is the darkey who waits upon you.
And stilt this is “the best Government the
world ever saw.” Vive la Bagatelle.
—A party of Californians, under Captain
Welsh, were about to leave Panama for
Cacos Island, in search of treasure said to
be deposited there, according to documents
in their possession.
—An immense bed of solid salt, said to be
five hundred feet thick, and extending no
cue knows how far, has been discovered in
the immediate neighborhood of Berlin, Prua-
bia.
' —The latest Maryland enterprise is a crab
pasture near the mouth of the Severn river.
Pour thousand have been fenced in, and are
to be cultivated assiduously.
—At the last General Conference of the
Methodist Episcopal Church, North, a com
mission was appointed, having authority to
secure lots and erect buildings thereon in the
Oity of New York, for the “use of the Book
Concern of the Church, and for the accom
modation of the Missionary Society and
other societies of the Church.” Tho only
restriction the Conference placed on the
commission is that the expense of this build
ing shall not exceed one million dollars.
—The Frankfort (Kentucky) Yoeman learns
from a source in Washington entitled to cre
dence, that the President has prepared and
will, before many days, issue a proclamation of
general amnesty, removing all the disabilities
growing out of a participation in the late war,
It is said that its publication will probably take
place oujthe 4th of July. This would, indeed,
be a most signal and appreciative manner in
which to commemorate the anniversary of
that day upon which the independence and
freedom of the American people was first
declared.

olher cattle, and to prevent their b log tied in cer
tain p'acee, and going at large or being tied In the
Military Parade Ground.
Section 1 Be it ordained by the Mayor and Aider-
men of the city of Savannah and the hamlets thereof,
in Council assembled, and It is hereby ordained by
the authorltyiof the same, that from and immediate
ly after the passing of this Ordinance, It shall not be
lawful for any person tatle or cause to be tied any
bull, cow, ox, cal/, or other description of cattle, to
any tree, ferc°; ;*»yc or Slier '-•♦ering- in aay street
or other pnbllc place in said city where, under exist
ing Ordinance or Ordinanois, each animals are pro
hiOtted from running at large, or In tbe Military Pa
rade Ground (now Forsyth Place extended*.
Section 2. and be It further ordained by the au
thority aforesaid. That no boll, cow or oall, or other
description of cattle, shall be permitted to enter the
enclosure of or be at large in the Military Parade
Ground (now Forsyth Mace extended;, and that any

Ion, shall, on conviction, be fined in a snm not ex
ceeding five dollars for every snch offence; and it
shall, moreover, be the duty of tbe officers and prl

AN ORDINANCE
To grant to the Savannah, 8kidaway and Seaboard
Railroad Company certain rights and privileged,
on certain teims and conditions.
Section l. The Mayor and Aldermen of the city of
Savannah, in Council sssomblsd, do hereby orduiu,
That tile Savannah, bkidaway and Seaboard Railroad
Company shall have the right, with horse railway
cars or carriages, to connect thtir line of railway
leading to and from the country with Drayton and
Whitaker streets, in Savannah, beginning at Andei-
son street, and running the line of said Drayton and
Whitaker streets to Bay street and connecting by
Bay street: provided the work of laying tbe track for
such carriage railway on Drayton sireet be com-
menccd, in good faith, within twelve months from
the date ol the passing of this ordinance, and be
completed within eighteen month# from lh«- time
of snch passing; and that the work on Wbiti-
ker street shall be commented within six months
after the passing of this ordinance, and ttaighei
within twelve months after the date of ibis oidi
nance: And provided farther, that the said work

things therewith connected, in the manner andou
the terms prescribed In the ordinance for the estab
lishment of lines of street railways passed in Coun
cil on the first day of May. In the year eighteen hun

tions and conditions of said ordinance in relation to
the running o: cars, tbe rates of fare, and so forth,
shall be applicable to the grant cf authority henby
made: And provided further, that tbe said Compa
ny shall, before entering upon the said work or ar y

all such term*, roles, regulations and copdiiiocc;
and farther, that it will every day a ter beginning to

of six o’clock in tbe morning and eight o’clock in the
evening : And provided further, that the city of
Savannah ehall have the same police jurisdic

ised nnder the ordinance hereinbefore mentioned:
Anu on this further expre s condition—that if here
after a system of street railways shall be entered up-
on by authority of the City Gouyrii of Savannah,
then all the rights hereby granted shall cease, and
the property of the said Savannah, Skidaway acd
Seaboarj Railroad Company, invested or acqaired
under thegr^nt hereby made, shall be appraised by
persons not exceeding .three on each aide, and on
such appraisement, such City Railway Company
sball have the option to purchase such property at
such appraised value, and to use and work the same
for Its own benefit thereafter, and, cn the failure of
said Savannah. Skidaway and 8 aboard Railroad, Co.
to sabmir to buch appraisement within two months
after notification ofthe other party of ita readiness to
purchase on the terms aforesaid, then all the rights
and privileges hereby granted should cease, and all
such property shall revert and belong to the City of
Savannah.

1868, the provisions of the ordinance passed In
Connell on the fifth day of September, 1866, enti
tled “An ordinance to suspend for a limited period
the operation of the Fire Ordinan e of the City of
Savannah, in and over certain portions of the city,
and to remit certain penalties that may have been
incurred.' - J
Whereas, The provisions of the above recited ordi
nance, m relation to tbe erection and repair of boiid
Ings in that portion of the city east of Price street
and south of Liberty street, sad &foo that portion of
the city east of West Broad street, south of Gaston
street aud west of Tut nail street, expired on the 31ft
day of July, 1667; and whereas, said-provisiona were,
by an ordinance passed In Council on the 2d day of
October, 1867, extended to the 1st day of January
last, 1868, now therefore—
Section 1. The Mayor and Aiders en of the city of
Savannah, in Connell assembled, do hereby ordain,
That said provisions of said above recited ordinance
ot the 5th of September. 1866, in relation to such
erection and repair of buildings within said portions
of said dty, be and the same arc hereby farther ex
tended from said 1st day of January iait to the 1st

rules and regulations foe the government of tee
Harbor Master of Savannah, subject to the ap
proval, revision and control of tha .Clty Council
of Savannah, and on certain terms arid condi

Section 1. The Mayor and Aldermen of the city of
Savannah, In Council assembled, do hereby ordain.
That power is hereby given to the Commissioners of
Pilotage for the Bar ol Tybee and River Savannah to
make rales aud regulations for the government of
the Harbor Master of Savannah, subject to tbe ap
proval,- revision and control of the City Council c*f
Savannah; and that, upon the adoption of snch roles
and regulations and the approval of Council, tbe
same shall be toe rules and regulations for the gov
ernment or said Harbor Master, under the direction

certain Cotton Presses tn Savannah, upon th*
lines of any other adjacent Presses. .
Section 1. The Mayor and Aldermen of the city or
Savannah, in Conncit assembled, do hereby ordain.
That hereaftemo vessels tying, fcffUHug. or discharg
ing at the wharf of either of the Cotton Presses
known aa Demand’s Lower Cotton Frees, or the oor-
ton Press known as the Tyler Cotton Press, shall be
permitted to encroach by bowsprit or other pari °*

at which said vessel may not be lying, loading or dis
charging, without the consent of the agent or own*
