Arrivals and Departures.—The steam
ship Thames, Capt. Pennington, arrived at her
Whari early yesterday morning having made a quick
t ,-ip from New York with a mail and good freight aDd
passengers.

The splendid steamship General Barnes, Captain
Morton, sailed for New York with a large freight
and a number of passangers yesterday morning at
10 o'clock.
The Yacht Race, Rowing Match and
rifle Shooting at the Vernon House, at half-past
two o’clock, this afternoon, premises to be a most
pleasant affair. First, the yachts May Forest and
Jane L. will compete for a purse of one hundred dol.
l&rs; then there will be a rowing match between the
rahe boats “King Cotton” and “Veto” for a silver
cap; followed by a shooting match, the members of
the Savannah and Georgia Bifie Clubs competing for
p_jgold medal. A fish chowder will be served at 12
o ? clock. Omnibuses will leave the Pulaski, Screven
ami Marshall Hotels at 10 o r clock. Fare for the round
trip, $1 50.
A Negro Steals Two Hats—-A Gold
Yatch is Found Upon His Person.—A negro
named Edward James, in company with some other
'negroes went yesterday morning into the hat store
of Mr. S. U. Colding, on Congress street, and appro
priate j two hats. He was^ oo served, arrested, car
ried before Justice p. M. Russell, examined and or
dered to be committed to j ail to await trial.- As the
officer* were carrying the prisoner handcuffed out cf
the Justice’s office, he was observed to put His hand
to his watch-fob. This excited suspicion, anti a
search wiB maue, and a lady's gold watch was found
upon hie person. It was evident that he, knowing
he would be searched at the iail, in* ended to drop the
watch in the street, or perhaps have it ready to give
to some confederate. He was committed.
The owner of the watch is requested to call at Mr.
RuBSeU'e office,prove propeity and take it away. On
the back of the watch froughly scratched with a
knife) is the square and compass.
Coubt of Inquiry.—We learn that a Court
of Inquiry will shortly be held in this city to investi
gate ihe conduct of the Lieutenant-Colonel who per
petrated the grosi outrage last week; and also the
conduct of the Captain at the Barracks, who first
i a l0wed the said Lieatecaut-Colonei to take a guard,
to arrest the man with whom he had gambled tlje
bight before, and who hed won his money ana watch
so chain; and afterwards refused the counsel of the
accused permission to have an interview with him;,
also drove off the civil officer who went there to ar
rest the Lieutenant-Colonel on a warrant charging
m with violating the laws Of the State snd the City
b y playing and betting at faro. The
bteutenant-Colonel is in the city. The saitiCaptain

feaiing open a car at the Central Rail Bead Depot,
ia <l threatening to kick an officer of the Company,
who demurred to -the high-handed proceeding.

The minutes of the last reg*ii*» meeting were read
by the Clerk, and on motion the same were con
firmed.
Alderman Burroughs moved the reconsideration of
the protest of Alderman Waring in the matter re
lating to drainage, &c., seconded by Alderman Villa-
longa, which, after discussion, was withdrawn.
REPORTS OF COMMITTEES*
The Spectal Committee on the petition ol the udle,
lor the improvement at Laurel Orore Cemetery re
potted favorably thereto.
The Special Committee on Public Sale, of City Lot,
made their report (already published) which vu re
ceived.
The Committee on Finance reported on the peti
tion of the Weighers of flay, rep 014 tb0 hlJ
upon which the petition eras grounded ,u la transitu
and not liable to weighing.
The Bime committee reported on the appllotlon of
Thomas L- Carter, ashing to be relieved lrom further
consideration, was received. Also, on the petition of
Mr. Kent disallowing claim. Keceived.
Fire Committee report on the appl cation of sundry
citizens, asking for certain repairs, was received and
adopted.
The Special Committee on the application of Dry
Culture Committee for $2,500 to drain Springfield
Plantation, reported favorably thereto, recommend
ing the appropriation. Received.
The repoot of the Committee on Public Sales of Oity
Lots on the application of H. R. Jackson, Esq., giv„
ing him bonds of the city for $3,500—reqairiug bouds
for the faithful removal of obstructions, &c.,—was
received and adopted.
ORDINANCES. t
An ordinance granting the Savannah, Skidaway and
Seaboard Rail Road Company certain privileges in
the streets of Savannah, and regulating the rates of
fare and freight, Ac., was read a first time, and will be
pnbdahed for information.
The ordinance regulating the rates of fare for pas
sengers and baggage, recommitted to fill blanks, was
read and the same filled. Fifty cents per passenger,
with one hundred pounds of baggage; twenty-five
cents for each additional piece; children half-price,
was read a second time and passed.
An ordinance to authorize O. Y. Hutchins to erect
a building on lot Ho. 3i Calhoun Ward, upon a cer
tain plan submitted, was read a second time and
passed on a call of the yeaa and nays: Yeas—Waring,
C. C. Millar, A. N. Hiller. Nays—Burroughs, Vil-
lalonga.
An ordinance amending an ordinance relative to
the Police Court, authorizing said Court to be held
at the Police Barracks. Alderman Waring opposed
the passage of this ordinance, and moved to lay the
same on the table.
The ordinance was laid over till the next meeting.-
An ordinance repealing an ordinance in relation
to the cleaning of privies (already published) was
laid over.

Cotton —Opened with a light demand—holders re-
and completed within the city in the pest few months
are sufficiently numerous to attract attention, and
all of them -add not only to the beauty of Savannah,
but to its material wealth.
NEW DWELLINGS.
A few months ago that portion of the city in the
vicinity of Forsyth Park, east, presented a scene of
dreariness and wait* painfull to behold, the many
beautiful butldinga lots were covered with grass, and
although all of them were moat eligibly situated they
were neglected by those seeking desirable pointy for
the erection-of handsome and comfortable dwelling
bouses. The lot# on the corner of Abercorn and
Gordon atreets, east of the city. hospital, were pur
chased, one by CoL Aaron Wilbur,' and the other by
W. R. Boyd,upon which those two liberal-minded gen
tlemen have erected two nnique and beautiful dwel
lings, They front on Taylor street, and are two and
a half stories high, feulR : of pressed Savannah brick
with state tooU The plan And design cf these dwel
lings suggested by the taste of the gentlemen were
executed by Gen. Boggs J who is the architect, super
intending their construction, and every comfort and
modefn Improvement id found within the building.
They lure pleasantly opened to the south, admirably
situated, and the probable coBt will not fall far short
of $20,000 each. The beat material is employed in
their coustiuctiop, and when finished they will be an
ornament to that part of the city.
Immediately opposite, on a splendid lot on tue
south side of Taylor street, is being erected by Gen.
Boggs for Mr. Cartridge a magnificent block of three
tenement duelling houses,fronting south. It is three
stories high, on a basement story, and built of brick,
Savannah pressed. A satisfactory description of
this can hardly be given on paper. It Is high, afry,
well ventilated, and built of the best material, and
rapidly approaching completion, constituting at
once an ornament and a desirable residence in that
pleasant portion of the city. The cost of this build
ing will, we guess, not fall far short of ,000 or
$35,000. The lotnpon which the miaa of the church
stood known as the *‘Frise’ , Church, and situated on
Gwinnett street, was parchase 1 by onr fellow-citizen
B. F. Wilson, Esq., (of the firm of Wilkinson A Wil
son,) and npon Messrs. Grim ball A Chaplin are erect
ing a fine two -story brick dwelling on abasement
eight feet high, for Mr. Wilson. The lot is finely sic
nated, and we commend the t&ste that suggested the
demolition of the unsightly pile which has heretofore
been an eye-sore to that beautiful portion of the city
and a nuisance as well. The piauby the contractor j
unites all the requisites of a comfortable and hand,
some structure, and will be completed at a cost pro
bably of $12,000 to $15,000.
Other and extensive Improvements are in contem
plation In that immediate portion of the city which,
when completed, will make it both as to position a>ffi
adornments the pleasantest portion of the city.
On Bryan street, next to the corner of Montgomery,
Mr. A. M. Barbee has erected and neitiy faruished a
handsome two-story brick building on-a basement
story, for Mr. T. Bostick. The plan here economizes
space in a remaikable degree, and is worthy of in
spectlon in this regard particularly. * Every arrange"
meat has been made to comfort, and not an inch o}
room has been lost—just such a house as u man with
limited "means would desire to bnild, It is built
the best materials; bath rooms, kitchen, water clo..ets,
all admiarbly arranged; the whole costing about
$5,000... ’ .• n . *
Oq SL Julian street, next to the corner of Price, is
completed nearly a fine two and a half story brick
'dwelling for Mrs. Pendergast, The arrangement here
is somewhat the same as in the dwelling above men
tioned, but not.80 elaborate in detail,there being more
room upon which to build. Mr. Williams did
brick work, Mr. Murpby the wood work, and Grady
A Tully the plastering, all of which, it is needless to
State, is done well. The cost of this building will be
about $6,000 or $7,000.

than sell at present offering prices.
The reports to-day of the controlling markets are
very unsatiafectory. Liverpool has given no actual
quotations, and there has been no report of cotton

Notwithstanding the ordinance in suohcases made
and provided, negroes will eat watermelons and
throw the rinds into the street, fid. Grady and Flora
Green were green enough to violate the said laws of
health and decency. As usual, they plead ignorance,
and were let off with a fine of fifty cents each.
Jacob Moore, colored, made faces at the Board of
Health, committing a nuisance In the street. Jacob
attempted to explain, hut the facts being too strong
for successful contradiction, he was fined two dollars.
George Burke of Ours, colored, plead guilty to a
charge of being drank and disorderly, and was fined
two dollars. If all wonld do like George the commn-
nity and their pooket-bookj would be saved many a
dollar.
Geffr&rd Jennin ga, colored, charged with catting
witness with a razor, wa3 sent on to a magistrate.
Joe Hunter, alias “Sherman, 1 * was arrested as a
suspicious character, which bdl he filled completely.
Joe is a thief, notorious and wuli-kuown, and he was
found on the premises of witness, evidently with a
purpose to steal his chickens. When accosted, he
drew his knife r*nd threatened to “r p” witness. Be*
ing arrested, he threw himself upon his honesty,
which didn’t sustain him. and he was sent to the
Barracks for sixty days, thirty on each charge.
A Negro Cuts a White Boy Twice with
a Hazob.—Since the negroes of Washington had the
privilege of cutting citizens with razors, that barbar
ous article has b300me a common weapon wi.h the
negroeB, and accounts of their using them to avenge
what they call their wrorgs are of frequent occur-,
rence in the Southern newspapers; and now we have
to record an affair of the kind that happened in this
city yesterday.
Ab jut 7 o’clock yesterday morning a negro had
the impndenca to B&at himself upon the front steps
of Mr. Borchert’d • residence, corner of Bryan and
Jefferson streets, and proceeded to eat a ra jGkniclQn.
In doing this he of course, negro like, messed the
steps with the seed of the melon. Henry Borche: i*,
a lad of about fifteen year3 of age. ordered the ne
gro off, which order he‘not only refused to obey, but
aided insult to Impudence, by telling Henry that he
was a d—d fool, and that it he made any more re
marks he wonld knock him in the herd. At this mo
ment Mrs. Borchert came to the door and asked what
| was the matter. Henij related what had happened.
Whereupon the negro said he waB a d—d l:ar, and
Henry then stmek him. The negro, without inti
mating his intention,-drew a razor and cut Henry
twice. The first cut extended from the top of the
head down the left cheek to the mouth, and the sec
ond made a gash across the light breast The negro
was shortly afterwards arrested, and gave his name
as Clifford James. Ho was arraigned before tho
Mayor at 10 o'clock, and alter a short hearing turned
over to the magistrates. He was taken before Jus
tice Hart, who, after an examination, committed him
to jail to await trial before the Superior Court npon
the charge of assault with intent to kill. The wounds
oi master Henry, though painful, are.not considered
dangerous.
Rifle Practice.—A largo number of per
sons assembled at Giel’a Place, Lover’s Lane, yester
day afternoon, drawn thither by the announcement
that a silver cup and a rifle would bn shot for, the
shooting to be under the auspices of Ihe Georgia
Rifle Club. ■ ; •»
Two prizes were exhibited for contest for the beat
shot—a fine rifle and a silver cap.

Consequently, Mir. Stephens carried off the prize.
