—General Hancock, commanding lhe Mili
tary DMdion of the Atlantic, in compliance
with directions from the Adjutant General’s
office, has issued an order withdrawing the
instructions relative to the discontinuance
of the custom of detailing messengers and
porters from unlisted men lor paymasters in
the army.

—Mrs. Victor, convicted in Cleveland of
murdering her brother, has not yet been sen
tenced. Since the jury rendered their ver
diet on Tuesday afternoon she has continued
muttering about her innocence and the false
testimony against her, as she did in the court
room. In the jail she has packed np the
few things she has there, and says she is
waiting for the jury to bring in the verdict,
when she will go home. This is the sum of
her talk from morning till night. She will
not be sentenced until tier condition, whether
sane or not, is definitely ascertained.

ance of Passengers and their Baggage by Cabs,
Hacks, Carriages, Omnibuses and other vehicles
in the City of Savannah.

vannah, in Council assembled, do hereby ordain:
That from and after the passage of this ordinance the
rates ot iare for the conveyance of any passenger and
his or her baggage from any point in said city to any
other point in the same, by any cab, hack, carriage,
omnibus, or other venicle, shall be

extracts from City Ordinance :
{2.) It Shall be tho duty of said Board to visit and
inspect each and every lot, enclosure and yard in
their respective wards, and where any fillh or un
wholesome collections may be lonnd, the same to
have immediately removed by information to the
Marshal or City Sc ivcng^r, whose cury it shall be to
immediately attend to tuch information, and to have
the owner or occupier of finch lot, enclosure or yard,
summoned before the next Council thereafter, to an
swer for such neglect. And any person who shall
refuse admittance to any>inemner of said Board to
visit aud iu&pect such lot, enclosure or yard shall, on
conviction thereof be fined a sum not exceeding
thirty dollars.

filth or unwholesome collections that may be found

That the above recited ordinance be and the same is
hereby so amended as to allow the erection of iron
standards not exceeding two Inches in diameter, to
be placed immediately on the inner edge of the curt*,
and connected with the horizontal portions of the
framework: provided always, that nothing in this
ordinance or the cue of which it is Amendator* shall
be construed to authorize tbe erection or construc
tion of any awning or pign in such manner as to in
terfere with tho convenience of persons passing un
der any such sign, or under any awning or the cov
eting thereof; and provided farther, that such sign
or awning shall not interiere with any gas lamp or
the light therefrom, to any extent possible to lie
avoidoJ. And any person violating any provision of
said recited ordinance as a needed by this ordinance,
shall be liab e to U10 penalty or penalties in ssid
above recited ordinance mentioned; bteides which,
on conviction of the person so guilty of violation of
ordinance, it shall be lawful for the Mayor to order
ami cause tbe immediate removal of the sign or awn
ing of such person, at lii-i or her expense.

Thai the Savannah, skidaway and Seaboard Railroad
Company shall have tho right, with horse railway
cars or cariiages, to connect their liue of railway
leading to and from the country with Drayton and
Whitaker streets, in Savannah, beginning at Ander
son street, and running the line of said Drayton and
Whitaker streets to Bay street and connecting by
Bay street: provided the work of laying the track for
such carriage railway on Drayton street be com
menced, in good laith, within twelve monlhu Irom

completed within eighteen months from the time

all such terms rules, regulations and condidobg;
and further, that it wiil every day a ter beginning to
run on any street run reguiaily four times u day from
said Anderron street to Bay street,between the hours
of six o'clock iu the morning and eight o’clock in the
evening : And provided further, that the city of
Savannah shall have tho same police jurisdic
tion within said city over the said Savan
nah, Skidaway and Seaboard Railroad Com-
iany, its employees and agents, as it would have
iad over any company that might hnvo been organ
ized under the ordinance hereinbefore mentioned:

for its own benefit thereafter, and, on tbe failure of
said Savannah, Hkidaway and S. aboard Kt&Gad, Co,

anti to remit certain penalties that may have teen
incurred.’*
Whereas, The provisions of the above recited ordi
nance, in relation to tbe erection and repair of buiid
fugs In that portion of the city east of Price street
aud south of Lir erty street, aud also that portion of
the city east of West Broad street, south of Oastoa
street and west of Tatfial! street, expired on the 31>t
day of July, 1567; aud whereas, said provisions were,
by an ordinance passed in Council on the 2d day of
October, 1367, extended to the 1st day of Jonoaiy
last, 1868, now therefore—

Harbor Master of Savannah, subject; to tiie ap
proval, revision and control of tbe City Council
of Savannah, and on certain terms and condi
tions.
Section L Tne Mayor and Aldermen of the city of
Savannah, in Council assembled, do hereby ordain.
That power is hereby given to the Commissioners of
Pilotage for tbe Bar uf Tybee aod River Savannah la
make rules aud regulations for the government cf
the Harbor Master of Savanuah, subject to the ap
proval, revision and control of the City Conncii :f
Savannah; and that, upon the adoption of such rni<s
and regulations and the approval of CounciL tla
same shall be the rules and regulations for the go**
eminent or said Harbor Master, under the direction
tion of said Commissioners of Pilotage, subject ro

vided further, that nothing in this ordinance cur
tained shall be construed to prevent the Mayor in the

To prevent the encroachment, by vessels lying at
certain Cotton Presses in Savannah, upon the
liD&s of anv other adjacent Presses.
Section 1. The Mayor and Aldermen of the city of
Savannah, in Council assembled, do hereby ordain.
That hereafter no vessels lying, loading, or discharg
ing at the wharf of either of the Cotton Presses
known as Demand's Lower Cotton Pte«8, or the Cot
ton Press known a* the Tyler Cotton Press, shall be
permitted to encroach by bowsprit or other part of
he vessel on the line of the wharf of the other Press
at which said vessel may not belying, loading or dis
charging; without the consent, of the agent or own
ers of anch othet Press, and that it is* hereby made
the doty of the Harbor Master to prevent any such
encroachment without consent u aforesaid; and thsi
for a violation of any of the provirons of this ordi
nance, the party in fault, whether such party.be own
ers or agents of any such Press, or the Harbor Mss
ter, shall be liable to A penally of not more thwx
thirty dollars f«,r every day's or part of a day’s de
fault.
