A Wife Murderer Sentenced to be Bong-

derer, James Jeter Phillips, when' the sen
tence of death was passed upon him hy
Judge Christian of the Circuit.Court of Hen

and went to work near Richmond,

While there he became very much attached

letters to his wile stating that. he was sick,
each letter invoking him weaker'and’weaker,
he evidently trying to lead his wife to believe
that he was dying, and intended to have his
death announced to her, so that she could
not look for.him/ and then he could many
the yonag lady to whom he had engaged
himself. His wife received the letters about
his siQkzre9s, an4 womah like left her hhme
and came to Richmond to look for him. He
heard of her arrival,- went into town, carried
her oat into a piece of woods, within a quarter
ot a mile of where he worked, and about the
same distance:from the young woman's
house, and ma^dered her. He.fi(at > ahpt,her
in the head and carried her id his arms to a
dense piece of woods and laid her down, but
finding that she was not quite dead, took a
club tod beat her shoulders and face into a
jelly. The yonng lady knew .nothing of
PnUlips antecedents or of bia character, and
they were about to be married, when he wsb
arrested on suspicion. . Several trial*earned

man |n the county having been tried as a
. juror in the case, a jury was gotten from two
: counties, over a hundred miles off. .The trial
■_j has been in progress for two weeks and cul-
l minated in his conviction.

: monwealth $10,000, will next be carried be-
‘ lore'the . Court of Appeals by the application
of the prisoner's counsel for a writ of error,

Summary Justice—A Negro Taken Cut
of Jail and Shot.
Oa Tuesday morning, Jane 80th, ter
the hours of 2 and 3 o’clock, a compa:
men in disguise, numbering, as estimated by
persons who saw them, near 1 one’-hundred,
entered the city on horseback, coining in
from the direction of Fayetteville, and si
lently snrronnded the jail. The jailor was
aroused By some one ‘calling'him bom with
out, and in answer to his inquiries, they told
him that they had some prisoners lo place
uoder his charge. The jailor, cautiously ob
serving thetjcrpwd from a wjndow and think
ing that all was not right, refused"them ad
mittance. He had hardly tutored the words
before the front door was bnrste'd open and
he surrounded by a mob,' wbiv with pistols
leveled at him, demanded the key to tnecell
that contained Simon Peters, the negro who
some time ago abused anffattempted to vio
late the persons of MrsT Hawkshaw and
daughter, mention of which was made at the

The jailor was forced to comply, and a
rope was placed around the negro’s neck and
he led oat of the jail. Nothing is known of
how the mob proceeded after this, except
from the tacts afterwards developed. The
rops which was around the negro’s neck was
found next morning immediately in front of
the jail, and the negro was run over by the
bus returning from the depot at three 0’dock'
lying in" the middle oftbepike/on First Main
street, nearly opposite the residence of Mrs.
Ballentine. Mr. Cooper, the bus driver, re
ported the facts to Major Aymett, and in
company with him and several-other gentle
men we visited the'spot at daylight. We
found the negro lyingupon his face, iiterallv
riddled with balls. He was not removed n. §
ill a jury was ;nimmonea and an inquest held.
We need not be understood as encourag
ing mob violence, when he express tbe-opin-
ionthat the fate of this black wduld T be
raper was merited. While'we would hot like
to have his execution resting upon our shoul
ders, yet if those who minlsieiel speedy
justice to the scoundrel are satisfied, we are,
and shall not take' the trouble to find out
who they are. Let the black men of the com
munity learn a lesson from this.

tained by digging or otner unavoidable work in re
pairing or laying gas or water pipes now running or
co be ran along any streets In Savannah; bat the said
city shall in no case tear up Or undermine said tracks
to lay down any new pipes or ducts for gas or water,
without re-laying said track.
' section 11. That there ah&ll ba no tax levied and
collected of said Company for or on account of its
■sid real or personal property of any kind until the
said street railroad shall pay to said Company an an
nual dividend of seven per cent, on their capital
stock invested in said Street railroad over and above
all expenses; after which said City Connell may levy
a tax of not more than two per cent, per annum on
any net earnings received oy said Company from
said street railways, oyer and above said annual
dividend of seven per cent, as aforesaid.
Section 19. That said Company audita agents shall
be tinder the same police regulations anu liable to
fina aa other persons for violation of the ordinances
of tod city of Savannah.
Section 13: That the grade of the track of said
ot railroad shall not, wheo it can possibly be
;ded, interfere with the usual or natural graae of
any street through which It may be laid. And tbe
City Surveyor shall fix tbe grade of aaiu track always
in advance or the laying thereof, so that the work of
■aid Company snail not be delayed, and tbe grade
thus fixed and built on by said Company shall not be
altered by said city at the expense or said Oompaoy.

tre of each street through which it may pass, and
shall not interfere with the drainage system of the
city.
Section 16. That the cars of said Company shall

Section 16. And all ordinances or parte of ordi
nances militating against this ordinance oe and the
same are hereby repealed.

AN ORDINANCE
To amend the several Ordinances in relation to'the
running at large or bulls, cows, oxen, calves, and
other cattle, and to prevent their being tied in cer
tain places, and going at large or being tied in tbe
Military Parade Ground.
Section 1- Be it ordained by the Mayor and Alder-
men of the city of Savannah and the hamlets thereof
in Council assembled, and it is hereby ordained by
the amhoiltyiof the some, that from and immediate
ly after the passing of this Ordinance, it shall not be
lawful for an$ person to tie or cenee to be tied any
boll, cow, ox, cult or other description of cattle, to
any tree, fence, stake or other fastening* in any street
or othcrpnbhc place in said city where, nuder exist:
ing Ordinance or Ordinances, Bnch animals are pro
hibited from running at large, or in the Military Pa
rade Ground (now Forsyth Place extended;.
Section 2. And be it farther ordained by the au
thority aforesaid, That no bull, cow or calf, or other
description of cattle, shall be permitted to enter tbe
enclosure of or be at Urge la tbe Military Parade
Ground (now Forsyth Place extended;, and that any
person violating any part of this ortbe preceding Sec
tion, shall, on conviction, be' fined in a enm nut ex
ceeding five dollars for every snch offence; and it
shall, moreover, be the duty of the officers and pri
vates ot the Police force to impoand every such ani
mal eo tied or going at large as aforesaid; and tbe
some proceedings shall be had, and the same rales
shall govern, as are prescribed *n other cases of lm-
pounoing cattle running at large.

ance of Passengers and tbeir Baggage by Cabs,
Hacks, Carriages, Omnibuses and otner vohiclesin
the City of Savannah.
Bee. I. The Mayor aud Aldermen of tbe city of Ss-
v&nnah, in Council assembled, do hereby ordain:
rates of fere for the conveyance of any passenger and
bis or'her baggage from any point in said city to any
other point In the same, by any cab, hack, carriage,
omnibus, or other vehicle, shall be fifty cents aud no
more; provided always that where the baggage of
any passenger shall exceed one hundred pounds in
weight, an extra charge of not more than twenty-live
cents for each .additional piece shall be allowed, and
ay be received for conveying Bucn excess of bag-
ice; and provided also, that only one-naif said rates
imll be allowed for carrying children under twelve
jars of age.
Section 2. Aud it is farther ordained by the autho
rity aforesaid, That any driver, conductor or owner
any each cab, hack, carriage, omnibus or other
tfcle who shall offend against any part of this or*
