Once again have the doors of this Uni
versity been thrown open, that her

Ways and Means of the House, : it is

however, that sufficient time has not yi
elapsed to allow of a perfect and exact s
tlement on the boohs of the Treasury
partment of all the accounts of the
quarter of the fiscal year. As far as made up
he shows that for the fiscal year
30th, 18G8, the revenues reached
000, and the expenditures,$371.560,233,leav-
io? a surplus of receipts of $34,749,777 ap-
p'icable to the reduction of the debt—
The receipts were from the following
sources in that year: Customs, (gold), $163,-
500 000; internal revenue (currency), $193,-
000^0000; miscellaneous (currency), . $47,-
000000; pnblic lands and direct tax (cur;
rency). $2,800,000; total, as above, $406.-
300,000. The expenditure for interest on the
public debt was $141,635,551 13, and the
regular governmentalouilay was $229,914,-
674 56. Of this latter, $146,231,379 67 was
f.ir ordinary expenses, and the extraordinary
expenditures for interest, pensions, bo *
reconstruction, freedmen’s bureaiv
burning States for war expenses, war cl

For the Navy Department, in the fi-cal
year of 1868, the expenditures were $25,775,7
502 72, and lor the War Department the
total expenditures were $66 533,228.
For the fiscal year 1868-9 the estimated or
appropriated expenses are: Ordinary, $90,-
381,013; extraordinary, $198,500,900, of
which the interest is $126,000,000; pensions,
$25,000,000; bounties, $40,000,000; war
claims, $6,000 000. The amount expended
by the freedmea’s bureau since its organiza
tion in 1866 is $5,617,000, of which $3,215-
000 was spent the past year. The expenses
of reconstruction to June 30, 1868, were
$2,344,700 p6. Since the close of the war
the internal taxes, the report says, have 1)001
reduced to the amonnt of $167,269,000, n
which S60,000,000 was by the act of July 13,
- 1866, $40,000,000 by the act of March 2,;
1867, $23,769.000 by the act repealing the
cotton lax, and $43,500,000 by the act abol
ishing the taxes on domestic industry, which
ha3 not yet, however, bieen effective.-
The New York World, commenting on
this statement, calls it “a whitewashing
campaign document of the Republicans, in
tended to parry the charges of extravagant
expenditures,” and proceeds to make an
analysis of the document, from which we
take the following:
According to Mr. Wells’ statements the
total expenditures for the army and navy
from the close of the war to the 30th of.June,
1868. were as follows:
For the army .....$917,117,043-
For the navy .-. 183,119,2

This is at tbo enormous rate of more than
$300,000,000 a year in time of peace, while
previous to the war the whole expanses <61
the government were only ‘$70,000,000 a
year, army, navy, and everything included.
We call attention to the enormons taxes
which the people paid in the third -year after
the close ot the war, as admitted in his re-1
port. The customs revenue, collected in
gold, amounted to $163,500,000. Reducing
this to its value in currency, to avoid the
confusion of reckoning ' in two kinds oi
money, the revenue collected in the fiscal
year ending the 30tb of last month was as
follows: ‘ !

The platform was ocenpied by the facnlty,
trustees and ministers of the gospel. The
chancellor, Drrlupscomb," preached the seif-
mon—a sermon' replete with sound- advice,
beauty and pathos. He warned-tto-gradd-
ates against the growing' skepticism of th|e
age, condemning suph yvnters as John Stuart*
Mill. He urged them to cling to the true,
the beautifnl and the good.
