This pamphlet is too voluminous to be
carefully examined or generally read by the
people, who would be astounded by the dis
closures of extravagance and fraud, which it
makes in a single Department of the Govern
ment, an idea of which is given in the fol
lowing tabular statement:

The House having adjourned uutil Wednes
day to allow the members an opportunity to
participate io the grand Radical pow-wow
which took place yesterday, only the Senate
Total.... $2,625,688 00
This statement, which is compiled from
reliable data, shows the gross amount of
‘pickings” in the Radical Honse of Repre
sentatives for the fiveyaara ending. June 30,
iS6», by which it will be seen that the
amount robbed from the people in the year
just passed was more than double that of
1864. The details are equally astounding,
showing the most proflligate and wanton ex
penditure of the public money. The New
York World, which has been to the pains of
examining Mr. Manker’s statement, instances
some of the more prominent exlravagaucee.
For instance: For the second session of the
Fortieth Congress the wholo amount of “sta
tionery” wonld equal an allowance of $520
to each member; there were $5,086 worth of
pens for the Honse; the penknives amounted
to S5,620, equal to fifteen knives at $25 50
for each member. The bills of the Sergeant'
at-Arms amount’ to thousands upon thou
sands of dollars; he charges for 203,403 miles
of travel for hiimelf and witnesses; the scan'
dalons details of the investigation of the
New Orleans riots show that nearly $40,000
were expended, mainly to pay the boi
washing, and traveling expenses of the
carpet-bagging beggars who pretended to be
'witnesses.” These are bat items in the
mass of swindles which Mr. Manker has ex
pose 1.'

blacks voted fifty-three, ayes five noes.

A Bill to prevent discrimination between
persons, by those carrying on business
under license, on account of the race,
color or previous condition.
Be it enacted by tbe Senate and House of
Representatives of tbe State of South Caro-

sage of this bill it shall not be lawfnl for any
party or parties, engaged in any business,

race, color or previous condition, who shall
make lawlal application for the benefit of
such business, calling or pursuit.
