We turn the author of the following doggerel over
to the mercies of the ladies. We make ho appolo-
gies for him, as he has neither youth nor age to re-
oommen him to clemency. We have reason to bo*
lieve this 'act of his was the result of mature de
liberation. Hear what he has to say:
As along the street I blundered.
Much I marvelled, much I wondered.
Seeing sights and things that mortal
Never saw or dreamed before;
On the pavement oame a rapping
As of footfall* gently tapping,
And I heard a muslin—flapping.
Which my eye would fain explore,
«• 'Tis some female,** then I muttered
I had seen the thing, before-
Only this and nothing more.
Came this female sweeping' by me;
Fearing.she should chance to spy me,
Sn'ldenly I stepped into a
Friendly, waiting open door;
Thence I saw the lovely maiden—
Being from some distant Aiden
All perfumed and dry goods laden,
Pass me and go on before.
Hanght had. I to do bo&foliow
And note down the things she wore
•Twas a mystery to explore.
And I found—bydoee inspection
That her haughty, upper section,
Something chance had called a bonnet,
Onita pericranium wore;
And her oreast was heaving slowly,
*Neath a garment fashioned low ly,
And I knew the movement wholly,
1 had never seen before;
. For I knew *twas “patent heavers**
That this radiant maiden wore,
Only these and nothing more.
And her cheeks were full and rosy—
I could tell you, inter nos, a
Secret that a druggist told me
Of the oolOr that she wore—
Yet her cheeks were very pleasing,
Bat her look at me was freezing.
And she showed a sign of sneezing,
As she swept along before t
And she sneezed a pair or “pampers**
Oat at least's yard before
Only this and nothing more.
Then I noticed an uncertain
Lifting of the muslin curtain,
That her feet had deftly hidden
From my errant eyes before;
With each lift came a desire
That rt would lift a little higher,
And at last it did aspire

That this saintly maiden wore;

And the tilling and the rocking
Up and down the splendid stooging
Gartered by a bluish ribbon.

That a pair of calves were creeping
Out of place, as she was weeping
Like a stately queen before:
Oalves that she had lately purchased
From a fancy dry goods store.
Patent calves—and not much more.
And the flattering and the flapping

Showed me sights that never mortal
Eye nad dared do see before;
Sights revealed by evey lifting
Of the rolds of muslin drifting
Round her, which the winds were shifting
Eye-ward, higher, more and more;
Sights that unto mortal vision

Nameless here forever more.
And while thus here rigging flattered,

“And yon call this thing a woman
That Is trouncing on before;
She the brazon doll of fashion,
Wrapped in one tremendous passion;
Sunken from her noble station.
To the thing that goes before;

This I muttered—nothing more.
And the thought came o*er me gushing,
“Where has gone the art of blushing
That we loved in wife or maiden
In the saintly days of yore ?**
Call me, if yon will, uncivil.
While I name her “thing of evil,**
And I wish the very devil
Had the toggery she wore,
And again she were arrayed in
Dresses like her mother wore.

House of the General Assembly.

a meeting for the appointment of delegates, that

8«otion 1. The Mayor and Aldermen of the city of
Savannah, in Council assembled, do hereby ordain,
Tnat the Savannah, Bkldaway and Seaboard Bail-
road Company shall have the exclusive right of way
for the tune for which this franchise Is granted over
all the streets In the city of Savannah, excepting
Buch streets as are intersected by squares and those
of less than forty-five feet In width, tor the purpose
of connecting their fine of railway with the streets
of the city by horse railway cars or carriages, and for
transportation of passengers and their baggage, and
to construct a street railroad and such branches,
switches, turnouts and aide tracks as may be neces
sary in and along said Btreets, and to nse, own and
operate the said road and cars for the foil term often
years, and for such farther time ss may be granted
by the Legislature ol Georgia.
Section s. Be it further ordained, That said Com
pany shall within three (3) years from this date have
their street railway in running order through West
Broad from Liberty to Bay, through Bay to East
Broad, through East Broad to Gaston, and through
Whitaker from Bay to Anderson, ana through Dray-
ton from Bay to Anderson,—penalty of forfeiture ol
this franchise.
Paction 3. That said Company shall not ran ita
street cats at any point atarate of speed greater than
that aUowed by present or fiitnre Ordinance of this
city fur other vehicles.
Section 4. That the tracks of said street railroad
shall ba laid down in the best ana most improved
mode of constructing street raUways^ndssfdstreets
und parts of streets soused by said Company for their
railway tracks, switches, turnouts, crossings snd
Bldlngs shall be ’ kept, for at least two (2) feet
onteide of said track, in as good repair and
condition as the said corporation keeps the bal
ance of Bald stieets,and of even grade with the streets
(excepting In cases of re-grading), ao that carriages
and other vehicles can croasBaid street railway track
witb ordinary ease.
Sections. Thatforone mile or any leas distance of
"travel on Bald road the rate of fere shall net (except
by permission of said City Council) exceed ten cents,
for any distance within the city limits. No freight
shall be earned except the nsnal personal bag
of passengers or persons going to and returning
market.
Sections. That said Company shall run their cars
at least four times per day over Whitaker and Dray-
ton streets, between six (6) o'clock A. M. and nlne ts)
o'clock P. M.
Section 7. That all damages which may he sus
tained by private Individuals from the nse and occu
pation of their property, in exercising the rights
herein granted, shall be met and paid bv said Com-
pany, and that the city of Savannah is in no Instance
to be responsible or liable therefor.
Section 8. That said Company shall have prefer
ence to the right of way over such streets as may he
extended or made by said city.
Section 9. That said city of Savannah shall in no
care be liable lor any damage which maybe sus
tained by digging or other unavoidable work In re-
pairing or laying gas or water pipes now running or
lobe ran along any streets in Savannah; but the said
city shall In no case tear np or undermine said tracks
to lay down any new pipes or dnetafor gas or water,
without re-laying said track.
Section 10. That there shall be no tax levied and
collected by the city of Savannah from arid Compa
ny for tne apace of four years from the passage of
this ordinance.
Section 11. That said Company and Its agents shall
be under the same police regulations and liable to
fine as other persons for violation of the ordinances
of said city of Savannah. *
Section 12. That the grade of the track of said
street railroad shall not, when it can possibly be
avoided, interfere with the usual or natural grade of
any street through which It may be laid! And the
City Surveyor shall fix the grade of said track always
in advance or the laying thereof, so that the work of
said Company shall not be delayed. And the grade
thus fixed and built on by aaid Company shaU not be
altered by said city at the expense or said Company.
Section 18 That raid track shall belaid in the cen-
tteaTeach street through which It may paa^’afol
shall not Interfere with the drainage system of the
city.
