The spirit of General Rosecrans’ letter is em

The new COnstitutiub provides, that after
the first Monday in November unless other
wise provided by law. The 3d section of the
11th article of the Constitution declares the
Code of Georgia of force when not in con
flict with the supreme Jaw. By the Code the
day fixed for.holdiDg elections for members
of Congress is "the first Wednesday in
October, 1861, and bi-ennially thereafter.
Thus it will be seen that there is no day fixed
by law for holding an election for members
ofr'-’Congress in ‘ the. "y.par , lS68 f thjS
biennial years after 1861—being 1863,
1865, 1867, 1869. It- becomes necessa
ry tberelox in order to hold an election for
Representatives in the !Forty-first.Cppgress,
that the Legislature should fix a day upon
which the election shall be held. In order
that Georgia may not be deprived of repre
sentation in the event of an extra or called
session of Congress afier the 4th of March
next, it is important that the present Legis
lature should aot in the premises.

Coon.—We have waited with interest to
'see what the Bard of the Era wonld have to
say on the subject of the State Printing for
the present session, which by a joint ballot
of the Legislature on Saturday, was given,
as it should be, to Mr. Burke, of the Macon
Messenger. Here is the old Dogberry’s an
nouncement of the fact. Isn’t it cool?
The State Pjuniing—Mr. Barke was, by
a joint resolution on yesterday, declared State
Printer. As this act is an illegal one, we
presume it will be promptly vetoed by the
governor.
The fact is old Bard didn’t believe the De
mocrats had “the grit” to oust the ineligible
negro members from their seats, much less
to deprive him of the fat job, to obtein
which he had performed so much dirty work
for his party. His astonishment and cha
grin at the loss of the printing was so per
fectly overwhelming that he has not yet re
covered the use of his faculties. Hence his
moderation. It appears that the Bnllock
has promised to veto the resolution.

How it Works.—Mr. Sanford E. Church,
(who was held tip so long by the New York
delegation, as their candidate for President in
the Democratic Convention,) in a speech
lately made in "New York, brought before the
attention of bis hearers what Radical Recon
struction is costing the people of the North,
besides the evils it has brought upon the
Spnthern people. Mr. Church said that
while the Southern States contain a popula
tion three times greater than'New York, yet
so impoverished are they that the State of
New YoTkfor the laBt year has paid doable
the amoubt of internal, revenue that the
whole ten States have paid.‘' Bat forthedes-
K iotic system which prevents .the South from
ts natural developments.' instead of paying
$30,000,000, they wpuld pay $'156,000,000,
according to the amount of taxation. So
that the resultfs, as Mr. Church admonishes

$11,000,000 a year for the freed men's bureau,
and $10,000,000 or $20,000,000 for the army

the treasury of the general government, in
