(Circular.)
Sir,
I have to inform you with much
regret, that the fafts which it has
hrrn rrr- duty to ftate Yn my offi
o.rc co.icipon fence with Mr. Smith
have !x-<rn deemed by the i J r< fidenc
o’ the United Stages to afford a
lufficient motive for breaking o'ff
an important negociation and for
putting an end to all communica
tion whatever with me as the minif
t. r charged with hat negociation fo
lnrereitu-g to both nations, and on
one mofl material noinr, or which
an anlwer has not even been return
ed to an official and written over
ture. One of the hafts alluded to
has been admitted bv the Secretary
of State hunfelf in his letter to me
of the 19th Oft. viz. that the three
conditions forming the fubftance of
Mr. Eifkine’s original inftruftions
were fubmitted to nim by that gen
tleman 5 the other, viz. that that
inftruftion is the only, one in which
the conditions were preferibed to
Mr. Erfkine for the conclufion of
an ‘arrangement on the matter to
which it related, is known to me
by the inftruftions which I have
rayfelf received. In Rating thefe
fafts, and in adhering to them as
rny duty imperioufly enjoined me
to do, in order co repel the frequent
charges Of ill faith which have been
made againft his rnaje fly’s govern
menr, 1 could not imagine that of
fence would be taken at it by the
American government, as moft
certainly none could be intended on
ray part j and this view of the (ob
ject has been made known r.o Mr.
Smith. But as I am informed by
him, that no further communication
will be received from me, I con
ceive that I have no alternative left,
which is confident with the king’s
dignity, but to withdraw altogether
from this city, and to wait elle
where the arrival of Lis nuijefty’s
commands upon the unlocked for
turn which has thus been given to
his affairs in this country. 1 mean
in the interval to make New-York
the place of my refidence, where
you will henceforward plcafe to ai
reft your communications to me,
as I fhall be accompanied by evtry
member of his majefty’s million.
I am, &c.

It is well known that the Wren

This bufmefs commenced in this
town, in the year ißot. At that
time, the Englifti Straw Bonnets
had become the fafhionahle out

the metropolis, who are allowed al
ways to take the lead in the fafhi

them were fo great as to prevent
the farmer’s daughters purchafing
them. ■ A young Lady, {Emulated
with a defire to appear not Ids laffi

able, or more willing, to pay an
extravagant price for a bonnet, con
ceived thacfhe might with her own
ingenuity and induftry, fabricate
one for herfeff, equal in quality, and
Ids in ex pence, than an Enghfh
bonnet would cell. The bonnet

thought to be inferior 10 the LLg
