of my whole life, civil and military,
whereby juftice may be done and
my unexampled perfccution be ter
minated.
I aver my innocence of the foul
rffonces which are imputed to me
as and declare my ability to fupport it

in office, which are calculated to af
feft my character as a m litary offi

court of enquiry fhould be ordered
co examine into my conduit from
the commencement of my military
fervice, with injunctions to report
an opinion. Or fhould my enemies
have been hardy enough to prefer
formal charges againft me, which
are deemed worthy of inveftigation,
that an arreft may enfue and a gen
eral court martial be appointed for
my trial.
In making this requeft I am
moved by a confcieufnefs of my
integrity, by a facred regard to my
charafter, and the felf-convii)son
that I have ferved my country with
zeal and fidelity, and that I have
never deceived it; declaiming at
the fame |time all advantages tube
derived from any aft or claufs of
limitation.
But as this has been the theatre of
my command generally, for eleven
years psft, as my companions in
fervice and the evidence of my eon
duft, (many, of whom have return
ed to the walks of private life) are
now in this country, it will be irn
poflible for me to command ar any
diftant point the teftimony ncct T.i
ry to rebut the fiftions of falfohods
of my enensies or to illuftra-.e my
humble for vices as a public officer:
I therefore hope the requtft may not
be deemed an unrtalonable one,
that tha enquiry or court martial
fhould be held at fome military poll
within this territory; the more
particularly as the main body of
the army is here, and a luitablc
court can be formed with more
convenience to individuals who may
compofe it, and with the lefs ex
pence co the public.
A general officer to relieve me
from command, and to pfefide at
the enquiry will be the oniy perfon
neceflary to be ordered out; and,
under the circumftances, I filter
myfeif no gentleman in comm:fifon
will deem this duty a hardfif p.

Mr. Randolph , from the com
mittee to whom was referred the
refolution refpeftirg the reduftion
of the naval cftablifhment, reported
the following bill; which was twice
read and referred co a committee of
the whole:
A Bill to reduce the Naval Eftabltfh
ment of the United States .
BE it enabled by the Senate and
Heuje of Reprefentatives of the United
States of America, in Congrefs ajftm
bled, That the naval eflabhfhment
of the JJnited States (hall be and
the fame hereby is reduces! in the
manner following:
It fnali be the duty of the Secre
tary of the Treafury, under the di
rection of the Prefident of the U.
States, to proceed to fell all the
gun-boats in the fervice of the U.
Srates, with their tackle and appa
rel : Provided , That the guns and
other warlike equipments of faid
gun-boars, ffiali be tetaiued and
preforved.
I fhall he the further duty of the
fold fecretary, under the direction
afore faid, to caufe to be fold, all
the frigates of the United States,
(three only excepted, which the
Prefldent fiiall dtfignate,) with
their tackle and appaiel, guns and
warl-ke equipments excepted,
which fhall be retained and preforv
ed.
It fhall be the further duty of the
faid fecretary, under the direction
flforefaid, to caufe to be fold all the
other armed vcff-ls of the United
States, (three only excepted, which
the Preiident of the United States
fhall defignstr,) whith their tackle
and apparel, guns and warlike
equipments excepted, which fiiall
be retained and preferved.
Sec. 2. And bs it further enaSed,
That the officers and feamen now
in the fervice of tha United States
fhall be and they hereby arc dif
charged from the faid fervice, fuch
number only excepted as may be
fufficient to officer and man the
fhips of war retained in the public
fervice, in virtue of the preceding
feftion • Provided, Thai each of
ficer and feamen who fhall bs dif
charged bv virtue of this aft, thefe
fiiall be allowed and paid, in addi
tion to the form to which they will
be entitled at the time of fuch dis
charge, months pay. •
Sec. S’ be it further enabled,
That from and after the day
of next, the feveral navy
yards of the United States (thofe
of Soft on, New-York and Nor
folk only excepted) fhall be difufed
and all the expences incident to the
fame fhall ceafe and determine
Provided , That the fecretary of
the navy be, and he hereby is au
thorifed to employ fome difcrcet
perfon, in each navy yard fo difufed
and difcontinced, at a rate of com
penfetion n®t exceeding one dollar
per day, to take care of the build
ings, cnclofures and public proper
ty on the fame. • . :

to each officer and marine, who

following Senatus Confolcum :

to the Empire.
Art. f. The State of Rome is
united to the French Empire, and
forms an integral part thereof. <■
2. It fhall be divided into two
Departments : the Department of
Rome and the Department of Tra
fimene.
J. The Department of Rome
fhall fond 7 Deputies to the Legis
lative Body. The Department of
Trafimene fhall fend f< .ur.
4. The Department of Rome
fhall be claffod in the fbft feries :
the Department of Trafimene in
the fecond.
5. A featory fhall be eftablifhed
in the Departments of Rome and
Trafimene.
6. The City of Rome is the fe
cond City of the Empire. The
Mayor of Rome is to be prefinc
when the Emperor takes the oaths
on his acctffion. He is to rank,
as are alfo ail Deputations from the
City of Rome, on all occafions,
itTimediately after the Mavors of
Deputations of the City of Paris.
7. The Prince Imperial is co af
fume the title, and receive the ho
nors of King of R ome. ■
8. A prince of blood, ora Grand
Digt-itary of the Empire, fhall re
fid e at Rome, who Audi hold the
Emperor’s Court.
9. The property which compo
fes the endowments of the Imperial
Crown fhall be regulattd by Spe
cial Senatus Confultum.
ro. After having been crowned
in the church at Notre Dame, at
Paris, the Emperors fiiall, previ
ous to the xoth year of their reign,
be crowned in the Church of St.
Peter.
11. The city of Rome fiv ll enjoy
particular privileges and immuni
ties, which fhall be derermiaed by
the Emperor Napoleon.

dence of the Imperial Throne of

22. Every foreign .fovereigi is
incompatible with the cxemfe of
any Spiritual Authority within the
territory of the Empire.
23. The Pepes fhall, at tl.eir
elevation, take an oath never to
aft contrary to the four propofi
tions of the Gailician Church, a
dopted in an affocnbly of the Cler
gy in 1682.
14. The four proportions of the
Catholic church are declared com
mon to 211 the Catholic churches of
the Empire.
