Hia negocmtions with respect to the re-estab
lishment of peace with Russia. It is aflirmnl
that the Reis EfTendi Ims replied, that (tut
Porte is resolved to net in this affair also with-
. Out the intervention of foreign Powers. To
day there is a grand meeting of the divan, in
which the proposals of the great European
Powers are to be taken into consideration.
Nothing belter is expected from this sitting
thnn a repetition of the system invariably pur
sued by tho Porte.
Russia and Turkey.—Various statements in
Iho Prussian and German papers seem to
countenance the report that Prince Madstow
had succeeded in crossing the Balkan, but it
appears that he has only with him an inconsi
derable number of light-armed troops, princi
pally Cossacks. There is a wide difference,
however, between the mere incursion of a few
light-armed troops, and tho passage of a regu
lar arinv. It is admitted in the Constantino
ple accounts, that a few Cossack scouts had
been seen to the south of the Hnlk.ui.
Tho accounts from Constantinople to the
7th of July stale that the Turkish camp at
Adrianoplo was broken up. nntl the troops
Were on their march to reinforce the Grand
Vizier at Shunila. It was confidently be
lieved that the Sultan would place himself at
their heud. An account of the recent defeat
of the' Grand Vizier had been published in
Constantinople, hut in a manner to make it ap
pear less disadvantageous to tho Turkish
arms. The most extraordinary efforts were
made to oppose with energy the further ad
vance of the enemy.
St. Petersburg, July 14/A.—Prince Made-
etow has already passed the Balkan, and issu
ed a proclamation, in which ho promises that
private property shall be respected. The in
habitants bring ample supplies of provisions
nnd live oxen to our troops, for which they re
ceive pnvincnt in ready money. Count Oie-
. bitsch is waiting for the arrival of a caravan
with camels to pass the Balkan with tho main
armv. General Krassowsky is to invest
Shunila.
Accounts from Tnflis of July 2d. (new
Style.) state that after several small affairs, the
Russian General, Paskewitch d’Erivin, at
tacked and completely routed two Turkish
corps, one at the village of Kainly.
Egyptian Finances.—The pacha of Egypt
is anxious to establish a national hank, with a
capital of 2,000.000 piastres; hut it is suppo
sed that the paper money which this establish
ment would issue, would not have sufficient
confidence to circulate. The revenue of
Egypt, it is nsserted. even when the crops are
goad, does not exceed 100.000.000 francs,
and the population of this immense extent of
territory is only given nt two and a half to
three millions. In an estimate of the direct
taxation, it appears that the tax on property,
land, &c. is at about 10.000,000; customs,
1,20",000; sale of monopolies. 3,200.000; and
that other taxes arising from the sale of pro
duce of the country, taken at a low rate,
6,100,000, being a iotal of about 20,000,000
of hard piastres. The pacha estimated them
nt 25,000,000. The extremes! despotism is
said to be exercised over the Egyptian pea
santry, and it is estimated that with such fer
tility nnd natural advantages u revenue of
£8,000,000 of piastres could bo easily raised.
