Sec- 1. B s it enacted by the Gener
al Assembly f the Stale of Georgia,
That cigtiteei i hundred and thirty three
shares of tbs capital stocl: of the Bank of
the State of ( icorgia, eight hundred and
ninety sharesj of the capital stock of the
Bank of Augu sta, and one hundred and
eighty-six sltar »s of tbe capital stock of
the Georgia 1 UiJ Road and Banking
Company, all belonging to this State,
bo hereby set ipart as a permanent fund
for the educai on of the poor, and the
said fund shal I be Increased by so many
shares of tbe,da#tbi stock of, either of
said banks ah ean be purcKased with
the unexpecteil balance, if there be any
in the Treasury of the thirty thousand
Dollars appro) irtatcd to defray the ex
penses of t tie State Convention of 1850,
-and with all the available assets of the
Central Bank after the payment of its
and policy of educating the poor. Pro
vided, that the returns of poor children
in the counties, embraced in the third
and fifth sections of this act, shall be
made under the oath and in the manner
prescribed in the sixth section, and or

tled to retain their commissions on the
State fund received, but not on its dis
bursement.
Sec

from the provisions of this act, and that
the Poor School fund of said county, be
disbursed under the heretofore existing
law. Provided. That said county is not
to be excluded from the benefits of any
fund raised under tnis act.
Sec. G. The duiies of School commis
sioner in eacli county, shall be the fol
io wing: he shall levy and cause to be
collected by the Tax Collector of the
county, such tax as may he recommend
ed by the Grand Jury of the fir>t Supe
rior Court in each year, for the purpose
•of educating the poor, and shaii t ke
charge of the same when collected He
•shall, each year, between the first of
September and die first of N veniber,
make and keep in a book for tiut pur
.pose, a list of ail such children in die
county, between the ages of eight and
sixteen years, as he may deem unable,
from the poverty of themselves or pa
rents, to ptecure a plain English Edu
cation, without public assistance, and to
