THE EXPRESS. Cedartown, June 6th HA8HINBT0N LETTER. Washiwotos, Muy 30, 1878. To-day concludes debate in the Honae on the question of reducing the strength of the army. A vote will first l>e taken on putting it at $70,000. Jf this proposition is de feated, and at this writing such a re sult seems probable, 25,000 will be Jied npon. Opinions differ on this •object, inside both parties, many Itepnblioans privately stating that an army of even less than 20.000 is enough, and some Democrats be ing favorable to a larger number than 25.000.' * But twenty years of power and plunder have made Republicans indifferent as to the extent of Gov ernment expenditures, and the dis cipline of that party in the House is good, so that they will be found vo ting to a man for the highest num ber of soldiers that may be named. Certain Democrats, representing frontier districts will probably vote with them, and the army will not be red need. The two houses have agreed that what is known as the “Southern Claims Commission” shall receive new claims and evidence up to the 18th day of March 1879, wliioh is an extension of one year, and that the Commissioners shall remain in office for one year longer for the purpose of considering the cases now on hand and to be presented. So much is be ing laid upon this Southern Claims business that a few words thereon may be interesting to your readers. This Commission is one of the chan nels through which Southern men • whose property was taken by the Federal army may seek relief. The UI1 Court of Claims is another. The Treasury and War Departmsnts also pass upon claims of the kind, and Congress has ia a very few cases granted relief. In no case in Con gress, Conrt, Department or Com mission, has there been any payment for property destroyed or damaged, but only for property taken aud Uled by the army or captured by the assay and held or sold by the Govern ment. In (his Commission and in the Departmsnts and in the Oourt, us a.rule, prooi of ahsolnie loyalty du ring the civil war is required. It is not likely that Congress will directly pass upon many cluims, and the in- traduction of bills tor relief, which has so alarmed people who know nothing about the matter is a harm- ins concession by individual Con gressmen to the wishes of their con- ertituents. But some means should be provided hy which uniformity flan be reached in demands for evi dence in support of such claims, und Congress should certainly, for that purpose, confide the whole subject to on* body instead of three or more. Il ia immaterial whether that body be a Court, a Commission or one of Uml the departments. For tho protec tion of Government and claimant alike, something should be done. Hon. Carter H. Harrison is a very useful member of Congress and ail intelligent man. but he does not ful ly comprehend the import of the rotter investigation about to com mence. He yesterday tried to con trol that investigation, in advance of tba organization of the Committee. The particular point on which lie was anxious was that the title of Mr. Hayes should not be interfered with. He introduced a resolution in the House to that effeot. There is no call for any snoh resolution. If nothing iB discovered affecting that tills the investigation will not harm it. If anything is discovered affect ing the title, or making impeach ment of any public officer necessary, Mr. Harrisuu would be oue of the last men in the House tu flinch from the performance of bis duty. His resolution will keep. Mr. Wilsou, of West Va., also in troduced a resolution bearing on the investigation. He proposed that the Oommittee if it saw probable cause tn inspect trsud in other States, ,al>1> might investigate matters not spe cifically mentioned in the original resolution. This was voted down, Mr. Wilson, by the way, ranks high among the new members of the House. Like every other really able and honorable member, he will be worth twioe a* much in his second a* in bis first term, to his District and to lha oonntry. Austin.
