More than forty years ago a system ot making appointments to office grew .up based upon the maxim ,“to the victor belongs the spoils.' ibe old rule, the true rule, ;that honesty, capacity nijd fidelity constitute lhe only real quilifi cations for office, and that there is no other claim, gave way to the idea that party seryivos are to be chiefly consider- ed. All parties in practice have adopt ed this system. It has been essentially moditijd since its fust it has not, however, been improved. At first the president, either directly or through the heads f departments made all the appointments, but gradually the appointing power .passed into the control of members of congress. The officers in these cases have become not merely re wards tor party scv'ces, hut rewards for services to party lenders. This system destroys the independence ot the stpar ate departments of the government. It tends directly to extravagance and offi cial incapacity It is a temptation to dishonesty. It hinders and impairs the careful gupci vision and strict accounta bility by whichkrlonefaithful and efficient public fcvvice can be secured. It ob structs the piompt removal and sure punishment ot the unworthy. In every way it degrades the civil service and character of the government. It is felt, I am confident, by a large majority ol the members of congress to be an intol erable burden and an unwarrantable bin deranee to the proper discharge of their legitimate duties. It should be abolished- The reform should be thoroughly rad ical and complete. We should return to the principles and practices ot the foun* dors of the government, supplyingly by legislation when needed that which was formerly established by custom. They neither expected nor desired from the public otficers any partisan service. They meant that public officers should be secure in bis tenure as long as his personal cha-acler remain untarnished and the performance of his duties sat isfactory. ‘if., If elected I shall conduct the atlini-n istvation of the government upon these principles, and all constitutional powers vested in the executive will be employed to establish this relonn. The declaration of principles by the Cincinnati [convention makes no au nouncement in favor ot a single president term. Ido not assume to add that dec, laration, but believing that the resolu tion ot the civil service to the system established by Washington and followed by the tarty presidents, can be best ac complished by an executive *ho is nn <ier no U mpntions to use the | atronngc of his office to promote his own reeleotion. I desire to perform what l regard as a duty in stnting now nt j inflexible purpose if elected, not to be a candidate tor a second term. Ills VIEWS ON H NANCE- On the currency question I have fre quently expressed my views in public and stand by my record on this subject. I regard all tho laws ot the United Stctes relating to the payment of the public indebtedness, the legal tender rates included, as constituting a pledge ana moral obligation of the government which must in good taith be kept. It is my oonviotion that the feeling of uncer tainty inseparable from an irredeemable paper currency, with its fluxtnatior.s of values, is ono of tbe great obstacles to a removal ot confidence and business, and to a return of prosperity. That un certainty can be ended in but onejway— tbe resumption of specie payment, but tbe length the instability counseled with our present money system is permitted to continue, the greater will be the injury inflicted upou our economical Interest aud all classes of security. It elected I shall approve every ap propiale measure to accomplish tho de sired end, aud shall oppose any step backward. THE SCUOOL SYSTEM. The icsolution with respect to the public school ia one winch •noual re ceive the hearty support of the Aineii cau people. Agitation upon this subject is to be apprehended until by constitu tional amendment the schools are be yood all danger of sectarian contrjl or interlereuee. The republican party is pledged to secure an nmendjnent. THE fORK SPOT OV RADICALISM. The resolution of the convention of tjie subject of the permanent pacification ot the country, and the complete pro.- tection ot all its citi/.ens in the free en joyment ot nil their constitutional rights is timely nnd ot great importance. The condition ot the southern states attracts the attention nnd commands the sympa thy of the people of the whole union in the progressive recovery from the effects of the war. Their first necessity is an intelligent and honest admistraliou of the gov ernment, which will protect all classes tf citizens in all their political and pri vate rights. What the south most needs is peace, and peace depends upon the supremacy of law. There can be no enduring peace if the constitutional rights ol any portion ot the people are habitually disregarded. A division ol politicial parties resting merely upon the distinctions of race or upon section al lines is always unfortunate, an 1 may be disastrous. THE lII.OOEY SIIIKT. The welfare of the south alike with that of every other part of the country de pends upon the attractions it can offer to labor, to immigration and 10 capita',but laberes will not go and capitol will not venture where the constitution and the laws are set at defiance and {[distraction, apprehension and alarm take the place of peace-loving and law abididing social life. A'l parts of ,the constitution are sacred and must be sacredly observed, th.i parts that are new no less than the parts that are old. The moral and material prosperity of the southeren states can be most effectively advanced by a hearty and generous recognition ot the rights of all by all; recognition without reserve or exception. With such recognition fully accorded, it will be to promote by the influence of all,the legitimates agenciesof thegen eral government, the effort ol the people of these states to obtain lor themselves the blessing ot ail honest and capable local government. “is.” if elected I shall not only consider it my duty but it will be my ardent desire to labor for the attainment of this end. Let me assure my countrymen ot the southeren states that it I shall tie char ged with the duty ot organizing an administration, it will be one which will regard and cherish their true interests— the interests of (lie white and the color ed people both and equally, and which will put forth its best eft'arts in behalt of a civil policy which will wipe out forever the distinction between north and south in our common country. With a civil service organized upon a system which will secure worth, exper ience, efficiency and economy; a strict regard for the public welfare solely in appointments, and the speedy, thorough and unsparing prosecution and punish ment of all public officers who betray official trusts; with a sound currency ; with education unscctanau and free to all; with simplicity and frugality in public and private affairs; Jand with a fraternal spirit of harmony pervading the people of all sections and classes, we may reasonably hope that the second century cl'our existence as a nation will, by the blessing of God, be prominent as an era of good feeling amt a period of progress, prosperity and happiness.
