Savannah, the old company of the la
mented Bartow, celebrated the anniver
sary of the fiut battle of Manasean on
the 21st instant. After the drill, the
battalion was entertained by Captain
Kstill, and the followin'; toast was offer
ed by Captain Falligatit:

I am in receipt of a communication sign
•and by a large number ot my fellow citi
sena, earnestly requesting ms not to let
my name to be used before a mass nom
ination for the purpose ot selecting a can
didate for the 84th senatorial district, to
beheld on the 29th of July. Tho number
as well as the character of the signers in
vest the oomnniuioation w ith more than
ordinary weight.
The communication Mates that the
small but respectable meeting hel l in
McDonough on the first Tuesday in July
by their resolutios said that Henry was
not only entitled to the next senator but
had tb© exclusive right ol selecting the
oondidate. And that DeKalb and
Gwinnett had no voice in the matter
The communication states further that
the resolutions I had the honor of intro
ducing to said meeting had not only
been misunderstood but that a perver
sion of the true meaning hnd by many
parties been iniuatriously circulated
throughout the county, and it is imposi
ble to refute the same in tho few days in
tervening between this and the nomina
tion.
My resolutions in substance said, that
while DeKalb aud Gwinnett in the Stone
Mountain convention would in all prob
ability cheerfully accord the light of the
seoator to Henry, yet as the senator was
elected by and was the common proper,
ty ot three counties DeKalb and Gwin
nett should not be discourteously depri
ved of deliberating in common council
and conferring with us concerning the
matter.
Gwinnett and DeKalb counties recog
nise Henry,s right to furnish the senator
from tho 34th district The senatorial
district conventions have heretofore nom
Bated such pcrson'for the position when
the county eotitled such representative
agreed upon a person and recomended
to the senatorial convention. But such
oomty must agree upon the |>erson they

emended Ben. M. A Candler by a two
'thirds vote, and Gwinnett, 1 understand,
reeonitnded the Hon. S. J. NV inn in like
manner.

Gwinnett county by resolution has

doubt is prepared to do the same ; bit
neither I presume are prepared to say
that they will accept a man on a pluialt
ty vote.

my position. For this and other reasons
equally potent, the subscribers ask that
they, in connection w ith myself be allow
ed to positively decline the
use of my name in the

tirely in the hands of my friends.

Hon. Julian liar fridge’ll Speech.
ruling the debate upon the Hamburg!
outbreak on last Tuesday Congressman
Han ridge’ of, Georgia, deliveied the iol
lowing common-sense speech. lie was
subsequently congratulated by Congress
man Garfield, and other republican mem
bers :
Mr. Hart ridge—l did not intend to
participate farther in this debate, and I
would out now do so were it not for cor
tain words which have fallen from I he
gentleman from lowa (Mr. Kasson) who
has just taken his seat. I desire to sta'e
to that gentleman and 'o this house, sim
ply as a repetition of what I had the
honor to utter in his presence on .Satur
day last, that I deplore this occuirence as
much as any gentleman on the floor;
that the people of the state of Georgia
deplore it, and, as I then said, I now say
that the people of Georgia through
then press, are calling for a rigorous anil
thorough and vigorous investigation ot
this matter ; and they stand pled gad,
w hen the truth is elicited, to stamp with
their condemnation all who are to blame
and to aid in their punUlimeut. Can any
thing be *uny clearer or plainer than
1 not only deplore, but 1 here picugu
my constitutents, I pledge my state
through its official authorities, to aid in
the investigation of tit's matter and to
punish those who are guilty. But I desire
to wait uutil we learn who are gui'ty. I
am not prepared now front what 1 have
heard and w hat I have lead, to give my
judgment as to who is guilty or who is
innocent. lam not prepared to say upon
tins floor that the people of Georgia, or
the people of South Carolina, white or
black, are guilty in this transaction. I
aiu not prepared to stamp Governor
Chamberlain or bis attorney general, and
to give this judgment now.

upon which the governor of South Car
olina shall base his official action ; aud it
he sees fit to demand ono of the state of
Georgia who has been guilty ot this crime
when that demand comes, based upon in
vestigation, based upon evidence setting
forth the facts, my word for it tho au
tbontes ot Georgia will respond accord
ing to what is justice and the constitu
tion.
You seem to think that there is all the
time a war of races there between the
whites and blacks. Is it not to our in
terest to live together there in peace? Is
not the black race the only race fit to fur
nish us labor ? must not tho white race
furnish the capital ? Is it not. to the in
terest of capital and labor to live in peace
aid friendship? Why, then should we
provoke these disturbances ? Why should
we execute these outrages? Why should
we seek to overturn and subvert all the
means of our prosperity, and all our hap -
pines?.
With them wo must live; and unless
the two races live in accord and harmo
ny, there is no future ot happiness or
prosnerity lor us. More than that there
is something in the hearts of southeren
people. We are not savages. There is
something leeling on our part toward this
race among whom wo daily live. There
is scarcely one of us on this floor
Horn that 'section who can look back to
the days of his infancy or childhood,
without seeing something to bring up
pleasant and loved memories in connec
tion with this race. For my part, were
I to seek to outrage this colored race,
there would arise to rebuke me the mem
ory ot the nurse of my infant years, the
memory of her whose bosom, although
; dark with the hue of slavery, yet tender
ly aud sofdy pillowed my infant head ;
whose hands although hardened by toil
yet kindly ministered to my infant wants;
whose voice, although untrained and
uututored, sweetly sang fbe lullaby that
1 toothed my infant slumbers. I tell you
gentlemen there are ties of interest, there
are ties of pollicy there are ties of memory
and the best emotions of the heart to
bind the white people ofthe south to
the colored race. (Applause.)
The Bayonet In tlic South.
The proofs multiply that (he Republi
can managers will try to carry four ot
five Southern States this fall with the
bayonet. The States to which we more
particularly refer are Mississippi, Louisi
„„a, Arkansas and Alabama. 1 hey may
also find it recessary to use tlm same
means to avert defeat in Florida, and
even in South Carolina, in both of whih
tin parly is weakened in hitter feuds.
Ten days ago Gen. Auger issued an
order at New Orleans creating the Mili
tary District of Baton Kongo, to be com
posed ot six counties or parishes ot
Louisiana, and five counties of Mississip
pi. Troops were assigned to the new
district, and Col. Brooke placed in com
mand. The soldiers are placed at
strategic points, and the sub,commanders
are required to report to Col. Brooke
without delay, “giving him such imfor
mation concerning their command as may
be useful to him." Col. Brooke, by a
special order, is authorized to move his
troops to any part ot his district when
ever he shall think it best, and to pre
serve peace and order “by the use of
every means within his control,”
Nothing whatever has occurred to call
tor a special raid against, the eleven
counties in question. It may be regar
ded, therefore, as the initial step in a line
ot coercive policy which, according to
well founded reports, is to bo carried out
this summer and fall in die half dozen
States we have mentioned.
Mississippi will receive the particular
attention of the Military satraps. Sena
tor Morton takes a peculiar interest in
that State ; and as lie lias been the sttn
diest champion of Grant’s Southern
measures, lie must have all the troops
that may he necessary to hold the whites
of Mississippi in awe while the earpet
bagnrers stuff the ballot boxes with votes
to suit themselves. The Vicksburg
Herald tells us that in pursuance of this
policy, besides the troops in the Baton
Rouge district, there are soldiers at Fort
Gibson and ai Vicksburg, and that the
commander at the latter post thinks he
snail soon call for more. The Ilerald
says that the negroes ot that section are
told by the military commanders and the
carpet lingerers that it ii Gen. Grant’s
order for them to vote for Hayes and
Wheeler, and that they will be put back
into slavery it they do not obey.

previous tactics. The uprising of Sit
ting Bull may perhaps delay his depart
ure. Hut as Sheridan's chief weapon in
putting down this savage seems to be
telegraph, lie might possibly strike him
from Vicksburg and New Orleans as
effectively as from Philadelphia or Chi
cago. It would bo an interesting sight
to see Sheridan by and by leave tho ex
termination of the Indians of the North
west to inferior ollioers and troops, while
h, with the flower of tho army, was
engaged in putting down the white ‘ban
ditti'' of the Soutlnvest, because they
would not keep quiet when Casey, Pack
nrd, Spencer, and the rest, were carrying
the elections by fraud, forgery, and per
jtiry.
Unless deterred by exposure and in
dignant protests, we may soou see the
supporters of Hayes dotting the Gulf
States all over with military districts,
modeled upon the pattern of one just
established atllaton Rouge. —New York'
