Of course a public position cannot be an inheritance in this country, but the idea ot lolaliou in office, though it may be commendable rs applied to executive departments, must not be interpreted too severely as applied to the legislative and judicial. Frequently congressmen are changed just at the moment when they are cul pable of ppneruiing some service. An apprenticeship of a year or two is nec essary to an intelligent understanding of legislative business, and often imputa tions are wrecked by u stupid belief that a local public orator should immediately distinguish himself on his elevation to a legislative position. It is a nailer ot self congratulation that the democratic, party has very gen orally recognized this fact in their nom inations throughout the country. They propose to send back the best men, re gardless of previous terms of service, and relegate those to obscurity who have fallen short of expectation.
