Gov. Smith, Gene. Gordon and Lawton*

last week.
Ah 1 Jimmie ! you’ve done very little
to make it float any where.

LEITER FROM GOV. TILDEN.
His Policy on the Amendments
and in Relations to Confeder
ate Claims.
Telegrams to the Constitution,
i New York, Oct. s:4.—Govunor lil
' den line addressed to the lion. Aluatu
j Hewitt a letter dated to day, declaring|
I Itis position in regard to the southern
[claims Ho quotes the 14th amend'
ment of the const it ul ion, and points to
the fact that it has been repeatedly ap
proved by democratic state conventions
of the South, an was adopted as a part
of the platform of the last nitional dem
ocratic convention which declared that
it he unanimously accepted as final set*
tlement.
Governor Tilden, after citing his own
public declarations on ths subject pre
viously made, says;
Should I be elected president, the
provisions of the fomteentl amendment
will, so far as depends upon me, be
maintained, executed and enforced
in perfect and absolute goon
failh. No rebel debt will be assumed or
paid; no claim for loss or einanc pation
of any slave w ill be allowed ; no claim
lor any loss or damage incurred by dis
loyal persons arising troin the late war,
wheth'T covered by the fourteenth
i amendment or not. will not be recognized
,or paid; the cotton tax w ill not be re
funded. I shall deem it my duty to ve
to every bill providing for the assump
tion or payment of any such debts, los
ses, damages, claims, or for the refun
ding of any such tax. The danger to
the national treasury is not from claims
ol persons who aided the rebellion, but
from claims of persons residing in the
southern states or having property in
those states who were or pretended to be
or who for the sake of aiding the claims,
now protend to have been loyal to the
government ol the United States. Such
claims, even ot loyal persons, where they
are from acts caused by the operations
of the war, have been disowned by pub
lic aw of civilized nations, condeu’ed by
adjudications of the supreme court ol the
United States, and only find any status
bv force ot the specific legislation ot
congress. These claims have become
stale and are often tainted with fraud.
They are nearly a ways owned in whole
or in pait, by agents and by speculators,
or lobby ists who have unequitable claim
again t the tax payers or fhe public.
They should, in all cases, be scrutinized
with zealous care. The calamities to
i idividuais wi ieh were inflicted by the
j late war are lor the most part irreparable
! l’he government cannot recall to life the
j millions of our youths who went to their
[untimely graves, nor compensate the
sufferings and sorrow of their relatives
in f friends; it cannot rad just between
individuals the burdens ot taxation
liitheito borne, or ot debts incurred to
sustain the government which are yet
to be paid. It cannot -i| portion anew
amoug our citizens the damages or los
ses incident to military operations, or
resulting iu every vatic y of form from
its measures tor maintaining its own ex
istence. It has no safe gi ntial rule but
to let by gooes be by-gones; to turn
from the dead past to anew and better
future, and on that basis to assure peace,
reconciliation and fraternity between all
sections, classes and races ot our people
to the eud that ail the springs ot our
productive industries may be quickened
'and anew prosperity created in which
the evils ot the past shall be forgotten.
