The latest reports heard from the

—His Peculiarities and Excel

The Philadelphia limes grnuhio cor

lor Speaker of the Iloue a few days
prior to the selection by the Democratic
caucus, bus ibis to say of Samuel J. Ran
dall* of Pennsylvania:
On the floor ho shows to the greatest
advantage when leading an impetuous,
vigorous and persistent attack against
some weak point in the enemy’s line ot
battle. While listening to an opponent
his square, firm set head is stretched
well forward in the attitude of intense
attention, and his piercing eyes rarely I
leave the speaker’s taco. The squr.ro, I
massive lower jaw shuts firmly against •
the upper. The ihiit lips compress. The
muscles in either side of the wide,
straight mouth grow rigid. The chin is
thrust well forward and up, a habit
which gem rally follows the constant use
ol spectacles, and which, in his case
gives a rather unpleasantly obtrusive
pose to the head. At sncli times ho is
impatient ot interruption, even by one
uesiriong to make a suggestion. The
customary geniality and almost boyish
trank ness of bis smooth, square face
Jades away, and the patient, all absorb
ing characteristics of the man stand
J'orili —confidence, sell reliance and bul
dog pertinacity. The moment his oppo
mnt is through he is on his leet, and j

Speaker's gavel has struck the desk and
the Speaker's voice ricogui/.•.■d“the gen*
tli-man front lVtmsylvania, Mr. Randall.
On his feet he is always true to his na
tnrn. He never apologizes for th
speech he is about to make, for he never
speaks unless he has something to say.
That some thing he proceeds to say at
once in the htifesl and most forcible
way.
RaNIMI.I.’s CIIAIUf TKr.IRTIfS.
Argument is his broadsword, critical
analysis his rapier. Iloth weapons lie
uses with consummate skill. Few men
(■tin cope with him in liouest argument;
fewer still can more speedjly'pierce
thn unhand through the rotten cloak of
sophist"} - . His voice is harsh rather
than musical; his in'enation a trifle
monotonous; his gestures forcible rather
tfian elegant, hut the House hoars al
ways what he has to say, and thinks
very little of how he is saying it. In the
Chair lie presides with great firmness,
iairnoss and ability. Few men know
more parliamentary law than lie ; fewer
know the rules of tli3 House as well, and
none have such knowledge more ready
tor instant use.—lie decides all points
ipiickly, rarely trips tn i decision, and
or,Co made that is the end of it. His
voice easily fills the hall. The gavel is
never in a nerveless hand. He'Jvanuot
be bullied. lie has most of the attii-
Imtes fa model presiding officer.
Hut he has one or two serious weaknes
son. In the chair or on the floor he has
better command of others than of him
self. Irritation goads Him, injustice
augers him, and when occasionally he
find i himself getting the worst of an ar
gument he is apt to lose his temper.
Then, like all men in the same position
hi is at the mercy of his enemies The
same inffirmity afflicts him in the chair.
So long as the House is hard at work he
is a prince among Speakers. Business
is dispatched rapidly, points are settled
quickly, justice is meted out to all. But
let the House get into a lazy or playful
mood, and Randall has no sympathy
with it. lie is annoyed at once, and if
the House persist, gets angry. Any. j
thing like insolence, such as Blaine was
in the lmbbit of meting out, would bring
the angry flush to his face in an inst in'.
At such times lie is liable to take out a
little revenge by a partisan decision.
He always rules the House by force rath
er than through their own respect and
cooperalin, and his own rather overbear
ing manner lias a tendency to call out
just the soil of opposition or turbulence]
llml angers Vmn. In fpile of llii'Se
weakness, however, there are many who
think that he is the man for the hour.
