Carolina ?
The present outrages and usurpa
tions of the Federal aministration
placing our institutions in extremis
and so alarming the American people
in regard to our so-called free govern
ment, are nothing new to «s of the
South. The absolute overthrow of
state governments, the subordination
of all sovereign, rights of^thc States
totheFeder.il Administration through
the exercise of armed force, are
wrongs and oppressions which we of
the South have had to patiently en
dure for eleven long years. The
fraudulent proceedings which have
recently transpired in the States of
Florida, Louisiana and South Carolina
for the purpose of overthrowing the
rights of the people of those States,
ami which are now so exciting the
indignation and bringing forth the
denunciations of our Northern friends,
arc familiar scenes to ns. Our sur
prise is by no menus due to the recent
Republican outrages in these States,
nor so much at the great line and cry
which is now being n ised against
them throughout the Northern States,
but is due more to the iiict that other
sections have been so long and so
slow to recognize the oppressions
which we of the South have had to
endure. Long since has the southern
section of this so-called Atnericau
Union, learned that the constitution
of our forefathers, and under which
but a portion of the states conqiosiiig
our so-called free Republican Govern
ment could claim their rights, in the
hands of the present Republican ail-
ministration, was by no means a pro
tection of our rights as states or a
section or our liberties as American
freemen.
So familiar have we of the South
become with bayonet rule, that long
since have we concluded that the
Constitution of the United States
and upon which was founded our Re
publican institutions, had been so en
tirely ignored by the majorities who
held sway and t ower over the govern
ment, that it no longer served a pro
tection to the rights and liberties of
tiie minorities who compose a part of
Who is Dennis ? From the New
York World we learn that lie is a
native of Connecticut, who having
served through the war with a regi
ment from that state, afterwards im
posed himself upon South Carolina.
He belonged to .the Scott-Cardoza
Ring, and becoming a member of
the South Carolina legislature was
the easy tool of Scott and liis con
federates. He is one of the com
mittee who so frnudnlentlyjnnnipu-
lated the finances of that State. He
is the man who committed such an
outrageous robbery upon the State
in the purchase of furniture for the
State House at. Columbia. Under
the Scott administration lie was made
Superintendent of the Penitentiary,*of
which institution, according to al! jus
tice, lie should have been an inmate.
From this position lie was ousted by
Chamberlain last winter, but possess
ing all the elements of a first class
scamp, lie has now bceoiRo quite a
favorite with Grant and Chamberlain,
and an important man in carrying out
the dirty work which they have in
stigated in that sorely oppressed
and deeply cursed State.
Centennial Developements.
Executive usurpation versus free
government.
Returning Boards fraudulently
manipulating the election returns in
three Southern States for party cuds.
The military, under the direction
of the President, utterly ignore the
Courts and openly defy the laws of
the land.
A military department comman
der, under the instructions of the
coiniuander-iu-chief of the army and
navy, turns over his command to in
dividual partisans for the overthrow
of a State government.
Bull-dozed.—The sprightly Geor
gia news editor of the Macon Tele
graph and Messenger attempts to
“ bulNdoze ” ns by delivering us the
following lecture in regard to our
apparent want of true democratic
ideas or lack of liberal consideration
in behalf of candidates for county
offices:
The Mania for Office.—On this
head the Georgian thus discourses:
The hungry look and starving condi
tion of candidates for comity offices
is something terrible to behold. .It
is really wonderful how they have
survived up to the present time. If
something is not done for them, life
will furnish no tangible object for
the weary souls. If such is the con
dition of affairs, we must say that
the country is irrevocably lost.

ton.—All the offices of profit in the
gift of the Democratic party ought to
he opon to every loyal member of
the organization. And it is hut
natural that many who deem them
selves competent, should enter the
race to secure them. When no poli
tical principle is involved, the more
candidates the merrier, and the wider
the field of selection. Let all have
an equal chance to reap the fruits of
victory, when the nigger and Radi
calism have no place in the picture.
This is true Democracy.
Now, when our most excellent
counsellor refers to the Georgian
containing the, piece of pleasantry in
regard to the candidates for Tax-
Collector and finds it in the local
column, and when we tell him that
the local editor, whose name heads
said c olumn, is himself a candidate
for the office of Tax-Collector, he
doubtless will iecl like he had been
manipulated by a returning board.

M ANU A I. OF PARLIAMENTARY PRACTICE
Wc have before us a recently re
vised edition of Dr. Moll’s Manual of
Parliamentary Practice. From a
most careful review of this manual,
we are satisfied that it comes nearer
ineeting the wants in parliamentary
practice, and presents a better gui
dance for deliberative bodies, than
any manual now extant. The dis
tinguished author of this manual,
owing to the honorable position
which lie has so often and so long
occupied, in the original edition, gave
somewhat a local or denominational
feature no his man ial, thereby mak
ing it, to some degree, objectionable
for general adoption But in his re
vised edition, this feature is entirely
removed, and the manual is now al
together cosmopolitan, and admira
bly adapted to any and all delibera
tive assemblies. Dr. Mell treats
parliamentary law or practice as a
true science and developed an impor
tant fact, not to bo found in any
other manual, that there is an Eng
lish General Parliamentary Code and
an American also. In his manual, lie
adopts the American Code to the
necessities of all legislative and de
liberative assemblies of this country,
and a most commendable feature is,
that he no where lays down a rule,
liut what the reasons are fully given.
Aside from the excellent character
■of this manual, its author is a native
Georgian, and we think it would be
but a fitting tribute to Dr. Mell and
liis ably prepared manual of parlia
mentary practice, should it be adopt
ed by the General Assembly of our
titate. We respectfully commend it
,to the most favorable consideration
•of our State Legislature.

the severe and protracted ordeal
through which the South has had to
pass, she has been bouyed up with
the hope, yea, with the satisfactory
belief, that to this condition of affairs,
there was an end. Satisfied have we
been, that the practiced frauds and
outrages upon the South by a cor
rupt and oppressive adminstrntinn,
manipulating States and State Gov
ernments for party agrandizement,
openly disregarding and disobeying
the judicial decrees of the land for
t e perpetuation of power, would
bring upon the country that mon\eut
ous crisis, when the very foundations,
of our Government being threatened,
the conservative, the constitution
and Jgovernment-loving people of the
North, arising in tho defense of re>
lorm and the rights and liberties of
the whole people under a free, honest
and equal Government, would order
things otherwise.
This is now our hope—onr full ex
pectation. It is true our hopes and
expectations may be disappointed.
But, let it bo remembered, that in
such au event, the present political
complications brings nothing new to
the South, and, from our long ac
quaintance with snch things, we will
demonstrate a capacity to still endure
what ourNortlicrn friends will poorly
bear, when it brings to them equal
wrongs, equal oppression and equal
bankruptcy. Patiently waiting, we
