this evening. Present, Ms Jlonor, C/G. Tal-
madge, Mayor, and" Aldermen Moss, Kimp,
Lucas, Burke and Mitchell.

Immediately after the adjournment of the
old Council, his Honor, the Mayor, administered
the Oath of Office to the following Aldermen
elected to sen e for the years 1877 and 1878
George II. Palmer, from 1st Ward. ,
F. W. Lucas, from 8nd Ward.
T. A. Burke, from 3rd Ward.
J. Hampton, from 4th Wnrd. j
The Council the. adjourned to meet to
morrow evening, at 2 o’clock p. m.

A called meeting of Council was held this
evening. Present, his Honor, C. G. Talinadge,
Mayor, and Aldermen Lucas, Hampton, Palmer,
O’Farrell, Burke, Romp and Hull.
The Mayor stated that the object of the meet
ing was to consider petitions lor liquor aud
Other iieonse.
The Clerk or Council was authorized to issue
license to the following applicants, upon their
complying with the law in regard thereto:
W. F. Hood, retail liquor license, at present
stand on Kivcr street.
W. F. Hood, retail liquor license, at present
stand on Jackson street.
J. J. Head & Co., retail liquor license, at
present stand on corner Foundry aud Oconee
streets.
K. H. Lumpkin, retail liquor license, at present
stand on Wall street.
Stern & Snulter, retail liquor license, at
present stand on Jackson street.
Beusse & Moon, retail liquor license, at
present stand on Jackson street.
The following resolution was adopted in re
gard to license on Hancock avenue:
Betolved, That no lioense shall be granted for
the selling of liquor, in any quantity, on the
corner of Hull street and Hancock avenue,
known as the Holbrook corner.
Quart liquor license were granted to Talmadge,
Hodgson & Co., on northwest corner of Clayton
street and College avenne. K. M. Marks, at
present stand on College svenne. J. M. Barry,
at present stand on comer Broad and Jackson
streets. Gilleland & Betts, at present stand on
Broad street.
The following resolution was adopted in re
gard to application of Stern & Sanlter for quart
liquor lioense on Brood street.
Betolved, That Stem & Sanlter be granted
quart liquor license at the stand now occupied
by them on Brood street, upon their complying
with the law in regard thereto, provided they
will at onoe permanently close up the opening
or entrance connecting their retail store on
Jackson street with their wholesale store on
Broad street. Yeas—Lucas, Burke, Hampton
end Hall. Nays—Kemp, Palmer and O’Farrell.
Billiard license were granted as follows:
B. H. Lampkin, at present stand on Wall
etreet.
Stem & Sanlter, at present stand on Jackson
street.
Beusse & Moon, at present stand on Jackson
street.
The bond of the Clerk of Council was pre
sented and accepted.
The following bills were ordered to bo paid:
J. M. Barry, $14 90; J. B. Carlton & Son,
$15 and $14.
The Committee on Lights was granted further
'time.
ZBr Alderman O’Farhell—•
Betolved, That when the Council adjourns,
at adjourn to meet one week from to-day, and
that the Committee on Lights be required to
areport at that time. Adopted.
The City Attorney stated* that, in accordance
-with a resolution of Council, he had drawn up
ran Act, to be submitted to the Legislature, con
tracting the limits of the city, etc. He read the
.Act, whereupon, the following resolution was
adopted:
Jit it Betolved, That lion. H. H. Carlton, our
ammedi&te Representative in the Legislature,
"bo requested to have introduced and passed, at
the present tenn of the General Assembly, the
^ocompauying bill providing for the contraction
•of the city limits of the city of Athens.
Be it further Betolved, That the Clerk of
•Council be instrtuctod to forward to our Repre
sentative a statement of the voto of the citizens
•of Athens upon the question of “ Contraction
ZNo Contraction,” cast on Deoember 6th, 1876,
accompanying the above alluded to Act.
Madison Davis, Treasurer of the Knox Insti
tute, appeared before the Council and submit
ted a written report, stating in detail the dispo
sition that bad boen made of the fond arising
ibom the tax assessed on the property of the
-colored people to pay interest ou College bonds
dtor the year 1875. Ho also asked that the fund
-arising from tho same source, for the year 1876,
"bo turned over to Knox Institute, to be applied
ms before. ' ' “ '
The report was received, and the disposition
3nade of the fund approved.
J The following resolution was adopted:
Betolved, That the Treasurer bo authorized
and is hereby instructed to turn over to the
•Trustees of Knox Institute the amount of tax
assessed by the city authorities on the property
-of the colored people to pay interest on College
Ibonds for the year 1876.
Council adjourned.

the majority,” be amended so as to. read, “ Be
it further enacted, That the Mayor and Council
shall have power to oompel the property .holders
of a block to pave the sidewalks in frontof their
property in such manner as they may direct,
whenever the Mayor and Council shall think
proper so to do.”

A called meeting of Council was held this
evening. Present, his Hopor, C.G. Talmadge,
Mayor, and Aldermen O’Farrell, Burke, Hull,
Luca.-, Hampton, Kemp and Palmer.
The Mayor stated that the meeting had been
called at the .request of Messrs. Stern & Saulter
and one or two of the Aldermen for the pur
pose of reconsidering the action of the Council
in granting Stern & Saulter quait license con
ditioned on their closing'up the entrance con
necting their bar-room and wholesale liquor
store.
Alderman O’Farrell made the point of order
that as the Couucil hod granted Stern de Saulter
retail liquor license, on Jackson street, with a
full knowledge of this opening or entrance
being in said building, that they could not, by
their subsequent action, close it up, and there
fore, that portion of the resolution granting
them quart lioense at their present stand, on
Broad street, provided they wonld dose up the
aforesaid entrance, was null and void.
Tho Mayor decided the point well taken,
whereupon, Alderman Burke appealed fromi the
decision of the Chair, which appeal was sus
tained by the following vote: Yeas—Burke,
Lncos, Hampton and Hull. Nays—O’Farrell,
Kemp and Palmer.
Alderman O’Farrell then moved a reconsid
eration of the action of Council closing up said
entrance.
Motion to reconsider was lost by the same
vote.
Alderman Hull stated that he was willing to
make a concession in the matter, and moved
that Stem & Saulter be allowed to use the en
trance for the poipoee of conveying their goods
from one house to the other, but for no other
purpose.
Alderman O’Farrell made the point of order
that the Council had, by its action, permanently
closed np this entrance, and it could not now
be opened for any purpose.
The Mayor decided the point well taken, and
the motion was not put.
The following {resolution, introduced by Al
derman Hull, was adopted:
Ritdved, That a majority of the owners ef
the block of buildings on the east aide of College
avenue, running from the bookstore of T. A.
Burke on the south to the postoffloo on the
north, having decided to pavo the sidewalk
with brick, that the minority aro hereby re
quired to pave with the majority in like manner
and at same time.
Account of J. J. Tower, for $10, was ordered
to be paid.
Council adjourned.

our business under circumstances
which no true-hearted Englishman
ill disown. The people of England
are hound to- resist the seductive
language ot those who- tell them
the conference has met and failed;
there is no more to he done. It is
you, the people of England, whose
resources and whose actions have
maintained Turkey in the position
of power she has so abominably-
misused. In conclusion Mr. Glad
stone said the good name of Eng*
land was never more completely at
stake, if the incessant dining into our
ears of the maintanance of British
interests, if the infusion of every
word of suspicion against the policy

Present, ku Honor, Mayor Talmadge, and AJ
dermcn Hull, O’Farrell, Hampton, Palmer,
Mitchell and Burke.
Alderman Hull, Chairman of Committee on
Lights, made a verbal report, stating that the
Committee had no recommendation to make
He stated that he had conferred with the officers
of the gas works, and they had submitted sev
oral propositions. One to furnish the city with
gas at $30 per post; another to furnish the gas
at $2 50 per month, a meter to be placed at one
Of the posts to ascertain the qoantity consumed;
another to sell the city one-third interest in the
gas work* on samo torus that the oompa&y
paid. Alderman Hull stated further that be
had been Informed, in oaee the city should de
cline to take gas, that the company would be
compelled to suspend work, as the city wss its
best cuitomer. ‘
Alderman O’Farrell favored kerosine because
it was much cheaper than gas at present price;
thought the Council ought to adopt the cheap
est' light Regardless of-the. effect upon the gas
company; he desired to see the gas company
prosper and was wilting to patronize it if they
would put the gas down at something near the
cost of kerosine, ahd moved that the Mayor
appoint a committee of three to confer with the
officers of the gas company with power to con-
tract-for gas not to exceed $20 per poet, per an
num.
The motion was adopted by the following
vote: Yeas—O’Farrell, Palmer and Mitchell.
Nays—Hall, Barke and Hampton. The Mayor
voting yea.
Committee—O’Farrell, Barke and Hall.
The City Attorney, at the request of Council
drew np and submitted the following amend
ment to the City Charter, which was unani
monsly adopted by the Council, and the Clerk
of Council instructed to forward it to oar Rep
resentative in the Legislature with the request
that he have the same passed at the present
session of the Legislature:
