already received the following mani
festo from Russia. The document has
another verification: Whereas, Ev
ery endeavor by the Emperor of Rus
sia to preset va peace has failed owing
to the stubbornness of the Porte,

Charleston, S. C., April 18.—This
day was observed as Washington’s
day, because the programme arranged
for February 22d bad to be postponed
in obedience to tha^xtraordinary
military order issued by President
Grant. Governor Hampton haviijg
been invited to participate in the
exercises, arrived at 6:45; a. m., and
was received at the Line street depot
by the military and a committee of

backing in, the Washington Artillery
greeted him with a deafening salutef.
Governor Hampton was escorted
to- the Charleston Hotel, where he
breakfasted with the merchants and
subsequently received hundreds-of
ladies and gentlemen who called to
pay their respects.
Business was suspended at 2 o'clock,

trait of Washington, a present from
the citizens of France to Washington
Light Infantry, was presented by the
French Consul and received by Hon.
W. D. Potter.
During a jubilee reception held by
the Governor in the forenoon, repre
sentatives of the regiment of colored
malitia presented him with a memo
rial, asking him to leave their organi
zation intact, and, “to commission
field officers of aur own selection.”
The Governor replied, assuring‘them
that -the colored regiment should in
all respects s'aud upon precisely tho
same footing^ the white regiments.

the contrary, the disputes in question
are to he settled by peaceful methods,

which he directs that the detachment
of United States troops now sta
tioned in the vicinity of the Mechan
ic’s Institute, in the city of New
Orleans, Louisiana, be withdrawn to
such convenient barracks as may be
selected for their occupation. You
are hereby charged with the execus
tion of this order and will cause the
withdrawal to take place on Tuesday
next, the twenty-fourth of April, at
12 o’clock ineridiau. Very respect

Sir—By direction of the Lieuten-
nianity and in the lull consciousness
of his sovereign duty as the natural
protector of the Slavonian nations in
the East, has been compelled to re
solve on obtaining by force of arm®
such guarantees for his distressed
fellow believers on Turkish soil as
appear absolutely necessary for secur*
ing their future welfare. The mani
festo disavows the desire of conquest,
but will hold Bulgaria as a material
guarantee for reforms.
A special from Vienna to the Times
says that quite a panic reigns in Rou
mania about the Turkish invasion.
The Roumanian Government has ap
plied, in its extremity, to the Powers,
and it is becoming more pressing in
its demand to be saved from Circas
sians and Bashi Bazouks. They heve
also turned to the Tui’kish Govern
ment, remonstrating against the occu
pation of Roumania by Turkish troops.
The answer lias not been reassuring,
Turkey saying the passage of Turkish
troops to the Roumanian side would
depend on Turkish military affairs,
but that if this happens in consequence
of the entry of Russian troops the
Porte declines the responsibility for
Roumania being turned into the thea
tre of war.
A special dispatch from Vienna to
the Telegraph says that Roumania
cannot prevent the passage of the
Russian armies through her territory,
as she has vainly sought support to
do so from the Powers, but she can
and will vigorously abstain from
armed participation if Turkey does
not cross the Danube also ana will
herself occupy Kalafat with her own
troops and prevent the Russians get
ting that position, but if Turkey per
sists in its proposed action Roumania
will be compelled to cast her lot with
tlie only power capable of affording
her material protection against such
a terrible calamity. Roumania’s po
sition is one of critical and imminent
peril.

The line was reviewed by the Gov
ernor on Meeting street, and the
command also passed in review before
him on South Battery, opposite

Broad to East Bay, down East Bay
to South Battery, and from thence
through Meeting, Hasel and King
streets to Calhoun.
The display was extraordinarily
fine ; indeed, it was a grand pageant.
Governor Hampton was attended by
Colonel Barker, General Capers,
General Moise, and others. His ap
pearance was the signal for ringing
cheers, showers of bouquets and
waiving of handkerchiefs.

he was subjected to a perfect torrent

My Dear Sir—On this day when
you ought to have been President of
the United States I seize tlie oppor
tunity to bear my testimony to the
calm and dignified manner in which
you have passed through this great
trial. It is many years since I ceased
to he a party mail. Hence I have
endeavored to judge of public affairs
and men rather by their merits than
by tlie name they take. It is a source
of gratification to me to think that I
made tlie right choice in ’the late elec
tion. I could never have been recon
ciled to the elevation, by the.smallest
aid of mine, of a person however re
spected, in private life, who must for
ever carry upon his brow the stamp
of fraud, first triumphant in American
history. No subsequent action how
ever meritorous -can wash away the
letters of that record. Very respect
