President’s Proclamation.
Whereas, Tlie final adjournment
of the Forty-Fourth Congress with*
out making tike several appropriations
for the support of the army for the
fiscal year ending June 11th, 1878,
presents an extraordinary eocaaioh
requiring the President to exercise
the power vested in him by the Con
stitution to convene the Houses of
Congress in anticipation of the day
fixed by law lor their next meeting.
Now, therefore, I, Rutherford 13.
Hayes, President (?) of the United
States, do by virtue of the power to
this end in me vest id by the Consti
tution convene both Houses of Con
gress to assemble at their respective
chambers at 12 o’clock noon on
Monday, the 15th day of October
next, then and there to consider and
determine suen measures as in their
wisdom, their duty and the welfare of |
the people may seem to demand.

set. my hand and caused the seal of j
the United Stales to be affixed.

dispatch says that the Mormon
authorities are determined to resist
any attempt to molest Brigham Young
for complicity with the Mountain
Meadow massacre, and for this pur
pose are secretly arming.

CniCACiO, May 5.—The seventh
cavalry, with 1,100 members, has left
Fort Lincoln and gone in search of
Sitting Bull, who is said to be north
or south of the Yellowstone with
some 500 recalcitrant warriors. Tike
command will hunt him down and
bring in the hostilcs when found to
the agencies.
Camp Robinson, Neii , May 5.—A
courier just in brings a let’er from
the Red Cloud party which will reach
this point early on to-merrow morn
ing. Its camp to-night is only twenty
miles north of this post. Forty-seven
lodges have gone into the cantonment
on the Yellowstone to surrender to
Gen. Miles.
Columbia,May 10.—The Senate to
day decided to go into an election for
Chief Justice on Tuesday, 15th inst.
The House being democratic, will
concur to-morrow, and thus settles a
matter over which the two Houses have
been fighting for weeks.

dent called on him this afternoon at
the Burnet House to learn the result
of his - observations. M Cox said
that the people in the South were
not much inclined to talk polities,
being so thoroughly satisfied with
the disenthrnhnent from military
bondage that they were content to
plant and prepare for the rebuilding
of their fortunes-, wasted by .the last,
15 years of strife. -■
The idea, however, which was
being widely spread by Republicans
that the members of the Democratic
party in the South were going over
to tlie Republicans, because one man
in tlie party had at this late hour
made a showing of justice towards
them, was utter nonsense. The
South, he said, will stand by the
Democratic party, and its members
will go into the Democratic caucus
without hesitation and in full force.
The idea that Hayes’ policy would
draw any strength from the Demo
cratic ranks, was a false one. It
would rather strengthen the party,
by causing a split in the Republican
faction. He thought the postpone
ment of tlie extra session was a good
thing for the Democrats and for the
country, as there were pienty of
hanks that would advance money
enough to run the army—which army
might, he thought, lie dispensed with,
had we a wise Indian policy, such as
that of Canada.

The World’s Wisdom.

editorially hopes that the Democratic
House, when it meets, will, in view
of the prospective general European
war, at, once revise the navigatidh
laws. It says if the whole Russian
and Turkish merchant marine were
in the market to-day, and waiting for
purchasers, the prize could not be
grasped by the United States, so
effectually are we tied band and foot
by restrictive statutes. It argues
that the only way for the United
States to regain their old preponder
ance iu the carrying trade of the
world, if the nations of Europe
plunge into a general war, is by
permitting the purchase of ships
wherever they can he bought most
advantageously.

last tlnv ot'the session tit' the Louisi
ana Legislature, Hon. Richard Henry
Wilde, Democratic member from
New Orleans, presented the follow
ing: We, the women of Louisiana,
petition yonr honorably body to give
us equality under tlie law. We call
to tlie attention of yonr honorable
body that the women pay half of the
taxes of the State without representa
tion, and ask this small boon in ac-'
knowlcdgment of our interest in your
success and our suffering in the con
tests through which you have passed.
The petition is signed by Mrs. E. E.
Norton, Mrs. N. B. Wheeler, Mrs.
Peter Conrad, Mrs. M. P. Turner,
and one thousand other ladies, all of
whom are owners of real estate in
their own right and pay taxes. The
petition brought General McMillan,
Republican, to the floor, who asked
the earnest attention of the House to
this most vital issue of the day. By
unanimous consent the petition was
referred to the Judiciary Committee,
who will report back at the next
session. Both political parties here
are in favor of bestowing suffrage
upon women, and without doubt at

question whether the old (.’onfederate
money had any l ights under tie- laws
of Georgia, which the United Slates
Government was bound to protect.
A mortgage had been foreclosed
after payment had been tendered in
Confederate scrip and’refused, and
the plaintiff claimed that the tender
was legal, and that all rights of prop
erty accruing under the act of fore
closure should be set aside. The
i daintiffs attorneys were Alexander
I. Stephens and Col Thomas Swann,
of West Virginia. Mr. Stephens was
wheeled into court in his big, green
chair, and looted healthier than for
tn'any months. His treatment of the
case was specially rcmai table as
showing his marvelous powers of
memory. He spoke for a long while
in presenting and arguing the case,
and during his remarks alluded con
stantly to dates ami figures and inci
dents without consulting notes. It
was particularly noticed that iu uns
ravelin" the complications of the
case, his mind and pow ers of analysis
were as wondeafully developed as
ever, aud that his body alone was
under a cloud. He wore white gloves
all the time, and sjtokc in a nervous,
piping voice, hut his language was
vigorous and powerful. Tlie scene
created quite a sen-ation among those

of tlie independence of Roumnnia and
a simultaneous declaration of war i
against Turkey was agreed upon in a !
private conference. Bradino, Presi
dent of the Ministry, was present at
the conference.
Turkish gunboats seized four ves
sels in the Danube, sailing under the
Greek flag. The Turkish monitor
bombarded Sntnnow ten hours. French
gunboats are at the mouth of the
Danube to protect French interests.
An Irishman to whom some wonder
ful story was told on the authority of
a cheap weekly edition of a daily
newspaper, declined to believe it,
saying lie distrusted all he saw in the
“cheap prints.’’ “Why shouldn’t you
believe in the cheap papers,’’ he was
asked, “ as soon as any other?’’ “Be
cause,” was his ready answer, “I don,t
think they can aflord to speak the truth
for the money.” *
