IX APPEAL TO TUK SOLID MEN OP THE NORTH
FOB SORRY AND ASMS.

Some of the documents found at
the State House have given the pub*
lie a fair insight of the manner in
which the late so-called Republican
Government managed matters in the
way of securing arms for campaign
purposes, and for the purpose of pre
venting the legally elected govern*
ment from obtaining possession of
the property belonging to the State
The appended letter goes further
than that, however, showing, as it
does, an effort on Packard’s part to
secure a loan upon State warrants,
such as were issued by his officials,
to carry on his war upon the people,
of the Stale. Whether the loan se
cured or not docs not appear, but the
fact is evident from the late date of the
letter, and its expression, that war
rants have been issued for large
amounts, and are now safely stored
away in the pockets of those who
could be induced to purchase them.
The letter, an exact copy of which is
appended, came, of course, from that
mine discovered in the old rubisli at
the State House:

1 am directed by His Excellency
Governor S. B. Packard to acknowls
edge the receipt of your letter dated
March 19, 1877, tendering a sum of
money in case it might bn needed,

And, in answer, to inform yon
that our friends need not be at all
concerned about our ability to hold
out. We are embarrased only by
want of means for the purchase of
arms and munitions of war. The
Legislature has made appropriation
for all expenses of the government,
including the militia. But the
moneyed men of this city are in a
combination to aid the Nicholls
government and to prevent our col
lection of taxes, «fce., and to destroy
the value of our warrants upon tlie
Treasurer of the State.

means wish to aid our cause and the
cause of civil liberty under the Con
stitution of the United States, it can
best be done by a combination of
men able to furnish means to cash
warrants issued by the State for its
legitimate expenses.
As soon as he (Governor Packard)
is recognized he can collect the taxes,
and our warrants will appreciate to
nearly par. This could Ik- done as
a loan upon State securities, or by a
purchase of the warrants at, the
market discounts. The money in
vest'd in this way would he per-

in asserting its power. The official
journal yesterday morning contained
decrees extending over sixty*two pre
fectures. During the two days that
Minister De Fortou has been in office
he has removed more prefects than did
either Minister Marcere or Jules Sim
on in a year. *
—An unconfirmed despatch from
Erzcroum announces that on Friday
last the Russ’ans attacked the outer
line at Kars with determination,
having preceded their attempt by a
heavy, but ill directed, cannonade
from the siege artillery. The pow
erful guns in the Turkish batteries
replied with better effect. The duel
was vigorously maintained until the
Russians brought up columns of in
fantry as close as they dared to the
fortifications, apparently purposing if
possible to take tbe place by storm.
The Ottoman commander, observing
this, drew together a large body of
troops behind the rampart and
launched a tremendous sortie upon
the Russian flank and rear, under the
shock of which the enemy were ob
liged to retreat into a disadvantage
ous position. A bloody engagement
followed at close quarters, and at its
