“ Yes, sir, I’in the light of the
world,” said a hatchet-faced, ema
ciated man in the Citv Hospital for
the Insane on Ward’s Island. And
he looked at the Superintendent, Dr.
A. E. Macdonald, seemingly expect
ing some acknowledgment of the
truth of his assertion.
Getting from the Doctor a nod of
respectful assent, the patient contin
ued : “You know, Doctor, that I
have been skinned alive here—burned
I alive, scalded alive. You know it.
Doctor. My bones have been taken
out of my body one by one. My
head has been screwed off and
screwed on again.”
“ Why did they take your head
; off?** the Doctor inquired.
“Oh, you know, Doctor. You
[ know well enough,” the patient re-
|plied, reproachfully. “You know
i that my bead is the moon and my
[•skin is the stars. Where would you
get your light at uight, I should like
• to know, if it wasn’t for me ? Doesn’t

solemn impressiveness about this
building and the room where justice
is meted out, lint that seemed fra

ington, sah !” took the stand to give
his testimony for the State, 'i here
was nothing remarkable in liis ap
pearance; nothing indicative of his
latent genius, but George had en
tered into the spirit of the occasion,

asked to describe what he saw on the
morning of the murder, he rose to
the occasion. Standing in the wit
ness box, gesticulating excitedly, he
demonstrated how the accused came
towards the residence of his victim :

described graphically the actions of
the accused, stabbing with “ a dag
ger of the mind ’’ at an imaginary
victim, and then, showing how the
slain man crawled on all fours by
getting down on the court-room
floor. Washington here brought
out the risibles of the crowd, and
during the rest of his testimony the
court-room was in a roar, notwith
standing the efforts cf the officers to
keep quiet.
When the cross-examination came,
Washington was equal to the occa
sion.
C. H. Luzonbiirg, Esq., for the
defense, asked the witness where he
lived at the time of the homicide.
“Mr. Lawyer, I was a libin right
opposite. I libed dar one mouthy
when the landlady gibed me two
dollars to move out. Sure nuff, she
gib me two dollars to go.”
“ Where did you move to ?”
“ Well, you see, I mobed down on
St. Claude streat. I owes de rent
dar yit. Oh, yes! I owes de rent in
plenty places; fifty dollars on my
furniture cart yit, what I bought. I
tell you I owes all roun’.’’
“Are you a married uiau?” in
quired the lawyer.
“Well, Mr. Lawyer, I is, an’I
isn’t. I’se about as much married as
any udder nigger. When dal ting
happened I was a libin wid my ole
wife, but she nmned away wid a

ing,] an’ she’s mighty good, you hot."

A book agent of this city has just
returned from the Honey Lake coun
try. The agent one day stopped at
a cabin, situated in the edge of the
foothills. Before reaching the cabin,
half a dozen dogs of assorted sizes
and unrecognizable breeds started up

A Washington special to the New
York Evening Dost (Radical) says:
“ It has been known that the recent
order of the President forbidding
Federal officers from participating in
political conventions or taking an
active interest in politics, received
the approval of all the members ot
the Cabinet. Some members, nota
bly Mr. Sherman, maintain that the
President had no idea of adopting a
policy which would exclude those
persons from Federal appointments
who make themselves efficient
political workers.
In reply to a question by your
correspondent, whether the Presl
deni’s order would not result in thor
oughly disorganizing the political
machinery in the several States, Sec
retary Sherman said very decidedly
that it would not; that the order
would have a beneficial effect, in
that it would force ,o it of-politics an
objectionable set of Federal officers,
who have been manipulating the
elections for their own personal in
terest, and would attract a new ele
ment to political organizations stand
ing nearer the people. The new men
who take hold to manage the parti
interesls will work harder and more
efficiently, because they will, lie said
be stimulated by a hope of reward
for their services, and, added the
Secretary, “ the outs are always
stronger than the ins.’’ Mr. Sherman
approves the President’s order be
cause lie regards it as displacing in
efficient political workers and substi
tuting a class of men who will go into
politics solely for the reward they
xpect to receive for their political
hrowdness. This is the drift of hi-
onversation with many persons, and
tlso the inference to he drawn from
liis recent appointments in the Treas
ury Department.
Gov. Carroll, of Maryland, was
