[From the Chicato Times.)
San Antonio, Texas, Sept. 11.—In
one of my former letters - from En
gle Pass, I think—some mention was
made of the negro soldiery posted
along the Rio Grande. That mention
was not complimentary. I regret
that I have nothing to take hack in
reference to it. Onr four regiments
of blacks, namely, the N.nth and
T«tthcavalry and the Twenty-fourth
and Twenty-fifth infantry, are n°xt
door to useless The Ninth cavalry
is now serving in another department
The other three organizations are at
the disposal of Gen. Ord. I am glad
to see the negro free. I like to see
him respectable and useful—when he
succeeds in making himself so—hut
his place is not the army. As a sol
dier ho is, generally speaking, the
least warlike, tho most corrupt, tip
most ignorant, and the most dishnn
est- defender that .ever disgraced the
uniform of a nation. T is ihsiy’be
said, with the customary reservation
of the average negro who enlists in
the four regiments of onr national
army devoted to his use and benefit.
He is forever peculating. His officers
cannot trust hint witji Government
property. Not alone will he sell his
equipments, but often l is clothes, to
procure whiskey. In his liquor lie is
a beast. No woman—white or black,
brown or yellow—is safe in his neigh
borhood. He prefers the white, and,
when properly roused and fired bv
drink and stimulated hv opportunity,
his officers’ wives would hardly be
held sacred by him. although watch
fulness and the special interposition
of Divine Providence have, so far,
prevented him from consummating
outrage i inn them. No sensible
officer would leave liis wife unprotec
ted at a post guarded solely by black
soldiers. Soul upon a scout and ly-
; ::g around the ranches looking after
cattle thieves, the diunken military
so’dier’s first impulse is to ravish some
unfortunate woman. As a natural
result be gets shot or stabbed, or cre
ates some teKible disturbance which
necessitates a court martini. Some of
bis officers are afraid of the military
negro When intoxicated he is often
mntiii’O’s, and cases have been known
where commanders wore compelled
to -.hoot black sergeants down like
d<>gs by way of example. The ue-
gr.i-causes more courts martial than
any other'element in the army. The
Iti-perior-Gencral of this department,
under Gen. Augur, made a report
to the .Secretary off War which
showed that the black regiments com
milled three times as c any crimes,
in proportion to their numbers, its the
white. I do not make these state**
' incuts on doubtful authority. Nearly
all military men know how the mat
ter stands. Offi era placed in negro
regimen *8 feel themselves, in many
cases, slighted. They have to make
the best of it, however. Some offi- -
core of white regiments frequently
speak of “nigger officers” with a
sneer. Docent blacks do rot often
enlist, and those who do arc Viry
>oon corrupted by tin* others It is
difficult to keep the regiments lilied
iq>, and no standard of good moral
character appears to be required
They are, generally speaking, a pack
of sneak thieves, and are of low sen
sual mstinets, who are neither orna-
uscful on the southern
with rare floral devices, evergreens,
growing plants and flowers. Among
tho guests from Baltimore were mem
bers of many well known families,
including thn Merrvmans, Spences,
Van Nesses, Ridgelnvs, Williamses,
Thomases, Fricks, Gilmans, Norrises,
Latrohes, Hodges. Gordons, McKirr.s,
CarmlK Rhrivers, nnd many others.
The Rev. ,T. J. Bullock, of Alex
andria, Vai, officiated, and at the
close of the wedding ceremony a splen
did coMatinn was served, and the
evenine spent in social pleasure The
bridesmaids wero Misses Mary Carter,
Louisa Holmes. Ellen Thomas. B.
Merrvmnn. Minnie Spence, Carrie
El'icntf nnd Isabella Mnrdecai. There
were no groomsmen. The ushers were
Messrs Brown and Cornell Poultnev.
Contrarv to the usual custom, the
hride and "room will spend their
honevmoon hero. The wedding gifts
were numerous and costlv. Mr. Car-

Bai.timouk, September 13.—The
liuptniUof Mias Florence Patterson and
Mr. James Carroll, of Baltimore, were
solemized at the residence of the bride,
uenr Sykesville, Carroll county, this
afternoon. Several hundred guests
were present from Baltimore and other
cities, and the gathering was in every
respect a notably brilliant and distin
guished one. -The bride has been n
leading society belle for several sea
sons, and is the solo heiress of a valu
able estate, estimated to ho worth more
than half a million dollars, nnd was
widely known in this and other cities.
She is the only surviyiug daughter of'
tho iato Georgd Pnflereon, a brother’
of Mine. Bouaparte, and the bride is
consequently the grandniece of that
venerable woman. In consequence of
her advanced avc (ninety-two yenrs)
