THE ATHENS. GEORGIAN: OCTOBER 9, 1877.

[Correspondence Philadelphia Press. |
Berlin, 8«-pt«mher H.—It is ex
ported tliut within the next fortnight
Prince Bismarck will have returned
here to resume his public duties.
He had a long leave of absence,
wlrch a spell of bad hea tli rendered
necessary, but nothing of any iin|»or-
tanee was done without liis being
consulted. The Emperor was con
tinually writing to him, and, what
ever has been said or thought to the
contrary, the influence and jniwer of
the great Statesman, who has built
up a new German empire out of po
litical chaos, was never greater than
at present.
Every now and then, at unexpected
t tiles, Bismarck drops down on Ber
lin. He was here the other day.
Dressed as usual, in the fall regi
mentals of the Seventh Cuirassiers,
ol which he is thu Colonel, he ap
peared in what is called “ rude
healthlie was sunburned, and his
increasing corpulence, which alarmed
his physicians, has considerably
abated His rheumatism has als<>
been suppre-sed for the time. He
Went t<> the castle of Babelsberg to
see the Emperor, with whom lie had
a conference of nearly two hours.
It happened that his Majesty was
to have given a large dinner party
tha day, at which Bismarck did not
assist, but went away before the ar
rival of the earliest guest. It has
been noticed that for years he had
avoided close social intercourse with
the royal family, excusing himself on
the ground of bad health. In every
other insta ce, even with the Princes
or Princesses of the reigning family,
an invitation is always considered to
be a command. Not so to the po-
te t Chancellor. {
He has few friends at court, thanks
to his pride and temper, which makes
him sens live, offended by the merest
trifles. His resignation in the spring
was not caused by any political cir
cumstance. It is attributed to the
fact tlml Baron Gruner, a distin-
g ished oflieial, who had incurred
I'ismarek’s displeasure some years
ago, received intimation that the
Emperor had resolved to call him
ii.to the pr vy council, with the title
til u Excellency,” ami had been con-
gmtulnted on all sides upon his new
honors Bismarck became huffed at
this, as he had not been consulted,
and off.aed to threw tip all his offi
ces. Then came the compromise of
giving him a six moi tbs’ recess,
with Baron Bulow, one of the Secre
taries of State, as his deputy, Baron
Gruner not receiving the new honors
which the Emperor had promised
him.
Bismarck has passed his holidays
partly on his estates and partly at
some of the German watering places.
His original intention was to spend
tiie summer at Sandown, a secluded
village, lately become a watering
place on the shore of the Isle of
Wright. He wanted perfect quiet,
but., afraid that a jiolitiunl motive
might be assigned to his summering
so near at Queen Victoria, at. Os
borne House, reluctantly abandoned
his purpose.
It is generally understood here
that the Queen of Prussia, who was
at one time believed to have no lik
ing for Bismarck, lots been on good
terms \\i It him ever since he ••Oliver*
ed the Prussian monarchy into tin
German Empire, ami the Cr«>Wi
Prit ce, whose wife i • Qitccu Viet- ri , i

Gerutau war
Foreigners, noticing in what t
.smooth groove the Oeim. n govern
ment lias run since Bismarck's appar
ent secession from it last Easter, have
sometimes fancied that it could get
along always in his absence, They
did not know, what is no secret here,
that Bismarck left two deputies here
to carry out his views. These aro
liothar Bucher and Baron Rdaowits,
both of whom are Privy Councillors.
