ous, and Commissioners could not
give it their personal attention, per
haps in some such instances we have
been made to pay more than we
should. Yet such cases wa find to
be exceptional, and perhaps would
do wrong to complain. information

Also to Hudson’s mill in bad condi¬
tion. Cataula, some of the roads in
bad condition. Milner’s, road from
Dowdell's mill, by Stanford’s to the
Talbot line. We recommend the
commissioners to have the above

the books of the Justices of the
Peace neatly and correctly kept.
We find the book in which the re¬
tail liquor license is kept to be muti¬
lated and irregularly kept as to dates
and amounts of money received. We
find also that some of the bo r, ds of
tiie liquor dea'ers are weak and in
sufficient, and recommend that they
be strengthened. We ask the Com¬
missioners of Roads and Revenues
on the receipt of a petition for sale
of liquor to postpone action and no
tify the community from which it
came of the pending petition. immediate
We recommend our
representatives in the Gencial As¬
sembly to use their earnest c.io.ts in
the enactment of such laws as will
tend to diminish and suppress the
use and sale of intoxicationg and
malt liquors in our county and state.
We appoint a committee to act in
vacation and examine the recoidi of
the Old.nary, Clerk and Sheriff, and
School Commissioner’s books, and
report to the next Grand Jury, and
be allowed $1.50 a day for their ser¬
vices. We desire to bring up and
titer the times of examination
and avoid the hasty and unsat
i-factory examinations which can
i.ot be thorough unless on short
er runs. We appoint G. A. B. Do¬
zier, J. F. Jenkins and J. H. Callahan.
The presumption of law is that a
man is ' innocent until he is proven
guilty, and until a better method of
holding for trial is devised imprison¬
ment for security alone is required,
and any treatment or hardship not
necessary to this end is cruel and un-

Thankful for the bountiful yield of
the present year, we regret that by
reason of the embarrassed condition
of away of oar people i« baste
may not oe as full as might have
been otherwise, many of the leading
necessaries having risen in value, j
while their own products have cor- Is
respondingly declined. There
nothing will re-instate confidence and
relief until all the people are rid of
the burdens they have annually car
ried in the shape of credit by strict
economy and by co-operative efforts
