YVe have seen the Treasurer’s hooks, they art: i
neatly and correctly kepi, and his vouchers are j
properly recorded. We find lie has received font i
-the Clerk of Hie Interior Court, eighty-one dollars !
and fifty cents, and from the Tax Colhctor, nine {
bundled and ninety-three dollars and eighty-six’
cert s, making in the aggregate one thousand and
seventy-live dollars and thirty six cents; lie has
paid out eight hundred and seventy-five dollars and
liiirty-nt leccnls,leaving a h.ilaneeofone liumtred
and ninety nine dollars and ninety-seven cenli in
Ins hand.
The bo ks of tlie Overseer of the Poor appear
in regular good order, and we find lie has rein ivetl

ce'its. After deducting his commission, wc see he
has duly and equally distributed the remainder be
tween the paupers of the eoutny We regret to
find s>me vouchers with a mark and not attested.
We recommend for Hie future that he should not re
ceive such without a witness to the same. VVoj
further recomm* ml the Inferior Court, to take into
c ia?id ration the condition of. each pauper, and
distribute lire amount according to their several)
necessities. It also appears that the Ordinary’s!
Deputy Clerk has done Ins uuty in relation to this

We recommend that (lie Commissioners of each
District revise their poor school list, and that the
Ordinary pay over the amount on hand, where pro
per vouchers and certificates are made out; and we
tn nk necessary, and do recommend that the in
ferior Jotirtl evy a Tax ol twenty five per cent, on
the general tax for the education of the poor.—
Also fort p-r cent for county purposes, anti twelve
and a trait p.-r cent tor paupers.
The jail is uigood repair, and in a healthy con
<l tion, except one grate is out ol’ u window, lo
winch wc would call flic attention of the Ir.leriur
Court.
We very much regret to state that the books of
the I'ax Collector are irregular and badly kept, and
ive sldl more deeply regret to learn that lie is in
default to the am runt ol seven hundred and thirteen
dollars and seventy nine cent; for remedy thereof,
we recommend ti.al flu interior Court demand
payment, and should he neglect, fa.l, or refuse to
pay Hie same, that Hu y take immediate steps for
the collection of if.
W e find the bridges generally in bad ct ndilion, ‘
to which we cull the attention ol the Inferior Court, (
particularly to otic on Hie White Water, where
. hotapsou’soid hud-e now stands. We lurtherj
recoin mend the next Legislature, to pass an act to j
pay each one ol the Grand or feint Jurors in tne
county one dollar per day lor their services.

MINORITY SPECIAL REPORT.
WE a part of the Grand Jury, whose names
arc hereunto annexed, feel it our duty’, deep
ly impress and as we are. oT the necessity Jf some
change in our present Retail L iw?, from which our
lollov cit zms are betrayed into habits, which re
buff in vice, poverty, degradation, and crimes, and
tinfi s them lor tne duties assigned to man. Uur
children too, are very early seduced into a course ol
inttemperaece, winch blast all their prospects for
tunc to come. Our slaves too, are corrupted and
rendered disobedient to their masters hi conse
quence of the present system of dealing out sji
r.timus liquor?.

our Senators and Representatives in the next L< -
gis.ature, to pass a law allowing all legal.voters ol
each Mi'-tja Di.-iiicl, to decide by vote, windier
the retailing ol spirituous liquor may be allowed,

cond week of March Term, 1653, make the follow
ing presentments and recommendations:

credit on that officer.

of the Poor, and fi id them neatly krpt. VVe also

and poor school fund. We find the books of the

We have examined (he Jail, and find one of the
grates on the outside of the lower cell entirely gone

We cannot concur with flic Grand Jury of la-1

W liile wo heartily concur in the opinion ofthe
Judge on the subj :ct of education, we respectfully

the next Legislature to change Hie mode ol raising

believe it to be our duly to exonerate the Clerk of
live Superior Court from all censure in failing to
lav the notice required of him hv law, before this
body at the time required, for the rejs n that we
believe that lie was wholly ignorant ol tlie rtqui.ed
duty, as the Journal containing the act was but
recently received by Hie Clerk. W'e concur in the
recommendation ot the Jury of last week, in rela
tion t j the assessment ol a lux for county purposes,
and for the eduoutioiTof the poor, and Ibr the benefit
ofthe paupers.
